Context:
Under the direct supervision of the Chief of Mission, and in close coordination with the Resources Management Officer (RMO) and the Programme Manager of the “Regional Development and Protection Programme (RDPP) Morocco – Protection and Resilience”, the successful candidate will be responsible for organizing and implementing all aspects of grants management at IOM Morocco including all grants of the IOM Country Office (CO) in Morocco.
S/he will ensure the thorough administration of all grant requirements and oversee all aspects of the different procedures to track each grant from start-up through to close out.
Core Functions / Responsibilities:
1. Oversee the development, tracking and control of relevant proposals including for grant and procurement management, ensuring that all processes follow donor regulations and IOM rules and procedures. Identify and make recommendations for the resolution of potential issues.
2. Establish and maintain a weekly reporting system of programmatic activity and grant expenditure updates, for the CO, the donors and other counterparts as required.
3. Produce reports, develop reporting templates and refine existing mechanisms as required to ensure appropriate institutional memory in grants activities and management.
4. Strengthen and maintain the necessary administrative structures, systems and processes to ensure grants transparency and a smooth implementation of the initiatives.
5. Monitor and maintain a full inventory of costs for each specific grant, coordinate program financial reporting and monitoring.
6. Supervise Grants Assistants, providing training on all related aspects of the grants management process, pertinent databases and ensuring a high level of performance of the team.
7. Oversee the bidding process and provide support for procurement transactions; conduct appraisals, select suppliers and confirm terms of payment; and ensure authorization is received from the RMO and Chief of CO.
8. Keep respective Project Manager(s) abreast of the estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions; ensure all expected merchandise is received in accordance with Purchase Order (PO) specifications, and that all goods are in good condition.
9. Ensure that all procurement contracting processes and grant allocation processes are in full compliance and all activities are up to date with donor and IOM reporting and auditing requirements.
10. Monitor maintenance and repair of office facilities, including preventive maintenance, and establish maintenance agreements with competent service providers when it is feasible and determined to be cost-effective.
11. Undertake field travels to program sites to perform procurement and logistics/Grant evaluations and supervise and train field staff.
12. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Business Administration, Management, Humanitarian Affairs, Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in budgeting as well as financial management.
• Experience in a community-based and/or small-grants programming desirable, preferably in an international or non-profit environment.
• Experience in the UN system, a governmental, other multilateral or civil society organization in a developed or developing country is highly desirable.
• Good knowledge of the procedures of the EU, knowledge of IOM grants management and procurement rules and procedures, among others, will be an asset.
• Ability to supervise, direct and mentor staff.
• Experience in graphic design and key software to generate sophisticated reporting.
• Good knowledge of MS office, specifically MS Excel.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in French and working knowledge of English is required (oral and written). Working knowledge of Arabic and/or Spanish is an advantage.

Other:
Internationally recruited professional staff are required to be mobile.
