Context:The Disaster Reduction and Management Bureau (DRMB) of Somali Regional State of Ethiopia, as part of its mandate to coordinate the overall Disaster Risk Management (DRM) workstream in the region, leads a multi-stakeholder coordination mechanism on durable solutions for the region’s 1,166,878 Internally Displaced Persons (IDPs) who are affected by inter-communal conflict and climatic conditions. With the technical support from the International Organization for Migration (IOM) and financial support from Government of Switzerland through Swiss Development Cooperation (SDC), DRMB has been coordinating an inter-agency Durable Solutions Working Group (DSWG) since 2016 in the region to facilitate strategic planning and engagement on durable solutions for IDPs that has yielded to date the development and endorsement of regional strategic framework on durable solutions.As part of a national initiative to resolve displacement situations in the country, anchored by a National IDP Recovery Plan, prepared by the Ministry of Peace (MoP) and National Disaster Risk Management Commission (NDRMC) in early April 2019, the Somali Regional Government through DRMB aims to mobilize a joined-up effort to resolve displacement situations in the region through phased approach – with an initial phase to facilitate voluntary return and reintegration of about 126,508 out of the region’s 1,166,878 IDPs.
This initiative will require DRMB to play a crucial role in bringing together a wide range of actors(government and international/national organizations, humanitarian and development, private and public, national/regional/local structures as well as IDP and host/receiving communities) towards a shared understanding, commitment and objectives on durable solution related ventures. In addition, DRMB will also have to play strategic leadership through evidence-based planning, information sharing and continuous engagement at various levels to effectively foster resolution of displacement conditions that meet the needs and rights of displaced individuals and communities through a principled approach.
The Swiss Development Corporation (SDC) and IOM are one of the key partners to the Government of Ethiopia and the Somali regional state both in the humanitarian and development fields. Welcoming this rather ambitious initiative by the government, IOM and SDC acknowledge the technical skills required in the process of moving forward this robust task.
Under the overall supervision of the Emergency and Post-Crisis (EPC) Programme Coordinator, direct supervision of the Durable Solutions Expert in coordination with the Head of Sub-Office in Jijiga and with other Departments, the successful candidate will lead the technical and strategic support to the Somali Regional State on durable solutions for displacement affected communities (IDPs and host/receiving communities). S/he will also be responsible for overseeing the training programme on Durable Solutions, which is currently under design with Jijiga University.
Core Functions / Responsibilities:1. Provide strategic and technical advice and guidance to DRMB during planning, implementation and monitoring of the region’s effort on durable solutions in line with the National IDP Recovery Plan, Regional Durable Solution Strategy and relevant international and regional instruments.2. Provide strategic policy advice to identified partner agencies on durable solutions according to international acceptable standards on durable solutions.3. Provide advice regarding the political, institutional, and social-economic feasibilities of community development involving IDPs, returnees, relocated population, and host communities.4. Provide advice and guidance on community-based planning and its effectiveness to support community stabilization and economic recovery.5. Facilitate and implement area-based joint programming to support durable solution initiatives including through providing hands-on technical guidance.6. Strengthen and co-lead the region’s multi-agency Durable Solutions Working Group and promote active participation of all relevant stakeholders in the region’s DSWG and its specific tasks.7. Provide support to the regional government’s medium – to – long-term multi-sectoral plans, where applicable, to incorporate recovery and durable solution needs of IDPs and host/receivingcommunities.8. Run the training programme on durable solutions in partnership with Jijiga University, which aims to strengthen staff capacity (at regional, zonal and district level) for effective planning and implementation of durable solution initiatives.9. Revise and update the regional government’s durable solutions strategy and operational plan.10. Produce strategic document or policy papers on the feasibility of durable solutions in Somali region to guide policymakers, users, and beneficiaries.11. Carry out field visits to IDP sites, return and relocation sites to inform strategic engagement, planning and areas of collaboration.12. Provide regular updates and briefs to the head of DRMB on strategic and programmatic matters related to durable solutions. Advise DRMB and DSWG on feasible durable solutions including on key principles and conditions applicable to specific displacement situations.13. Supervise and provide technical guidance to the Durable Solution Team at DRMB in collaboration with Head of DRMB.14. Ensure continuous information sharing and collaboration with relevant actors, coordination mechanisms and partners.15. Perform other duties as may be assigned by immediate supervisors.
 Required Qualifications and Experience:
Education• Master’s degree in Development Studies, Political Science and International Relations, Conflict Management, Law, Sociology, International Cooperation, Migration Studies, Economics, Social Policy or a related field from an accredited academic institution with seven years of relevant professional experience; or• University degree in the above fields with nine years of relevant professional experience.
Experience• Proven relevant professional work experience at the national or international level involving policy development, multi-stakeholder programmes/projects, partnership development and resource mobilization at mid-professional level;• Solid experience in humanitarian and development operations and knowledge of the UN System coordination;• Rich knowledge and experience in disaster management, internal displacement, conflict analysis;• Experience in political, socio-economic analysis and research, and familiarity with conflict sensitivity approach, risk-informed programming and Human Rights Up Front;• Proven experience in strategy development and advocacy on durable solutions for IDPs as well as in-depth knowledge of main protection and humanitarian standards;• Experience in fundraising, public-private partnership development and high-level client relations.
Skills• Familiarity with the UN, particularly the UN Reform Agenda is desirable;• Computer/software literate, preferably knowledgeable in Microsoft Office.
LanguagesIOM’s official languages are English, French, and Spanish.For this position, fluency in English is required (oral and written). Working knowledge of French, Spanish and/or other local languages is an advantage.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
