Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
The International Organization for Migration (IOM) is an intergovernmental organization created in 1951 which occupies a leading position on the migratory scene. Composed of 166-member states, plus eight other states with observer status, IOM has offices in more than 100 countries. IOM works closely with governmental, intergovernmental and non- governmental partners to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. Since September 2016, IOM has become the United Nations migration agency. IOM has been present in Mauritania since 2006 and currently has its main office in Nouakchott and sub-offices in Bassikonou, Selibabi and Nouadhibou.
General objective:
The objective of the consultancy is to support the analysis of data collected through surveys conducted in Mauritania.
Specific objectives:
The analysis involves the different necessary components, such as the cleaning, the visual presentation, and the interpretation of the data collected.
Under the overall supervision of the Chief of Mission, the guidance of the Project Manager and the direct supervision of the Information Management Officer (IMO), the successful candidate will clean, analyze and present the data collected during DTM surveys. The successful candidate will present the analyzed data in the form of information products.  The analysis will be conducted in communication and liaison with IOM RO Dakar for proper review, endorsement and submission.
Core Functions / Responsibilities:
1. Evaluate and propose information products to be produced, based on their relevance to the database that is the subject of this consultancy.
2. Clean and analyze dataset from surveys conducted in coordination with the IOM DTM teams in Nouakchott and Dakar.
3. Compare data obtained during previous data collection rounds to allow a better understanding of possible trends or changes in the profile of the population.
4. Compilation of key findings from the restitution workshops, such as suggestions for the adaptation of data collection.
5. Organize restitution workshop/s/ to present the findings to government and local institutions in close coordination with the DTM team members. Structure and compile the content of the workshops in coordination with the IMO.
6. Prepare and adapt PPT presentations to the needs of specific audiences, summarizing the most important points obtained from the collected data.
7. Provide continuous quality control through exchanges with the Regional Office and the Information Management Officer.
8. Implement any other tasks related to data analysis and reporting that might arise in the course of the assignment.
9. Perform such other duties as maybe assigned.
Tangible and Measurable Outputs of the Work Assignment
By the end of the consultation period, the consultant should deliver:
1st Month:
• Cleaning of data, i.e. correcting any inaccurate records from the dataset on the KoBo Server and re-formatting it to allow analysis.
• Plan and short description of the type of information products to be published and their structure (0.5 – 1 page)
• Analysis of the data using relevant tools and software, such as Excel (PivotTables, Analysis Toolpak)
• Creation of graphs for the visual presentation of the data, based on the thematic sections covered in the questionnaire and adhering to general IOM and DTM data visualization and reporting guidelines. At least 2 graphs are expected to be created per thematic section.
• First draft of an analytical report and other information products as deemed relevant, including telling graphs, tables and maps (in coordination with GIS assistant) as necessary.
2nd Month:
• Finalization of a report and a dashboard (and/or other information products as decided upon at the beginning of the consultancy)
• Planning of the restitution workshop for the presentation of the report, in close collaboration with the IMO.
• Provision of dates, place, detailed structure and content for the workshop
• Provision of dates, place, detailed structure and content of a day of exchange with the migrant  community to facilitate an exchange on our activity with the migrants.
• Production of two presentations on the findings resulting from activities – to present the information to different types of audiences.
• In communication with the DTM team members, as well as based on the sessions held with migrant communities and local institutions: Production of one report (2-3 pages) outlining the utility of the data collection, as well as areas for improvement or adaptation.
Realistic Delivery Dates and Details as to how the work must be delivered
The detailed work plan and delivery dates will be confirmed directly with the successful candidate:
• First draft of an analytical report – within 1 month of start date.
• Finalization of a report and a dashboard, and production of two presentations on the on the findings resulting from activities – within 2 months of start date.
Performance indicators for evaluation of results
The performance of the successful candidate will be evaluated based on the following criteria:
• Effectiveness: the consultant’s ability to maximize work time.
• Respect of delivery dates.
• Quality of delivered products: according to IOM’s internal criteria and the advice of IOM experts at a national, regional and headquarters level.
• Creativity: innovation of the solutions proposed to adapt the format to make the data easily accessible and convey the most important information.
Required Qualifications and Experience:
Education
• Master’s degree in Statistics, Political or Social Sciences, International Affairs or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Excellent drafting ability and analytical skills, in particular the ability to draft papers of high quality primarily in French;
• At least two years of knowledge and experience in practical in analysis, data cleaning and/or reporting and previous experience in migration-related research is an advantage;
• Experience in data management, including good knowledge on databases, is required;
• Experience working and communicating with local authorities is an advantage.
Languages
Fluency in French is required. Working knowledge of English, Arabic and/or local languages is an advantage.
Note
The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
