Position Title :  Consultant – Flow Monitoring & Reporting

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Under the strategic guidance of the DTM Project Manager and the overall supervision of the Deputy Chief of Mission, the successful candidate will be responsible to support assessments and analysis of DTM Flow Monitoring and migrant assessment activities, as well as tasked to assist on emergency tracking data analysis to provide regular updates to IOM Libya’s relevant programmes and other humanitarian partners.
The successful candidate will dedicate time to support flow monitoring activities and related processes, including emergency tracking.
Core Functions / Responsibilities:
In particular, s/he will:
1. Support the design, implementation and analysis of flow monitoring assessments.
2. Prepare DTM reports as required.
3. Support the design, implementation and analysis of emergency assessments.
4. Ensure the provision of timely, accurate and adequate information sharing to all relevant stakeholders regarding IDP, returnee and migrant movements, new displacements, conditions in return/relocation areas and paying special attention to the situation of vulnerable groups like children, the elderly and disabled.
5. Support with quantitative analysis relating to Libya’s current humanitarian and displacement situation.
6. Support the Information Management Officer to ensure the dissemination of available information and the adaption as necessary of information management tools to meet IOM’s, partners’ and other humanitarian actors’ needs.
7. Support the organization of appropriate trainings and workshops with Implementing Partners on issues related to DTM.
8. Participate in travel and/or meetings as required, including organising meetings, note taking, reporting on outcomes and following up on actions.
9. Perform such other duties assigned by the DTM project manager or Deputy Chief of Mission.

• Prepare guidance note and training materials for field data collectors
• Support information collation and triangulation of population movements in Libya
End of 3rd month:
• DTM assessment report #3 drafted
• First draft of emergency flow monitoring methodology revision submitted
• Support information collation and triangulation of population movements in Libya
End of 4th month:
• DTM assessment report #4 drafted
• Revision of emergency flow monitoring methodology finalized
• Support information collation and triangulation of population movements in Libya
End of 5th month:
• DTM assessment report #5 drafted
• Prepare guidance note and training materials for field data collectors
• Support information collation and triangulation of population movements in Libya
End of 6th month:
• DTM assessment report #6 drafted
• Support information collation and triangulation of population movements in Libya
Performance indicators for evaluation of results
• Number of DTM reports drafted meeting quality standards for external dissemination (target: 6)
• Number of methodological and analysis frameworks for DTM outputs designed, utilizing innovative approaches to interpret DTM data (target: 2)
Required Qualifications and Experience:
Education
• Master’s degree in a field of study related to migration or other relevant field (e.g. statistics, mathematics, humanitarian affairs, development studies, international relations) or a related field from an accredited academic institution with relevant professional experience.
Experience
• Prior work experience with an international organization is an asset;
• Strong and demonstrable interest in migration and/or humanitarian issues;
• Good understanding of gender and issues around gender-based violence;
• Excellent writing, communication, negotiation and analytical skills;
• Ability to prepare clear and concise reports;
• Strong creative and strategic thinking;
• Excellent ability to prioritize tasks and strong organizational skills;
• Good knowledge of project development, management, and evaluation concepts and procedures is a strong asset;
• Good level of computer literacy;
• Working knowledge of GIS and/or mobile data collection tools is an asset.
Languages
For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
Note
* This is a full time consultancy based in Tunis with potential travel to other locations as requested.
• Payments is done on monthly basis.
• The monthly payment is effective upon approval of a short 1 page report listing achievements against tasks set by the DTM Project Manager, to be approved by the same.
• The consultant is expected to submit a Request for Payment form (Annex 1) for each payment.
The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

The appointment is subject to funding confirmation.
