Context:Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Chief Migration Health Officer (CMHO), the Chief Migration Health Nurse will be responsible for carrying out the following duties and responsibilities in relation to the Migration Health Assessment Centre (MHAC) in Bujumbura, Burundi.
Core Functions / Responsibilities:1. Monitor and follow up the applicants flow and the documents flow during the Health Assessment process to ensure errors and delays are minimal.
2. Perform routine spot checks and apply quality assessment/quality control mechanisms in all the nursing and clerical activities to fulfil the technical requirements of the resettlement countries in the areas of:a. Medical examinations;b. Imaging;c. Laboratory testing;d. Vaccinations;e. Tuberculosis (TB) management;f. Treatment and referrals;g. Pre-departure procedures and medical movements;h. Counselling;i. Other technical areas as may be required.
3. Supervise all daily nursing and administrative activities, namely:a. Assign tasks to nurses, technicians, and medical clerks.b. Supervise pre-examination information sessions, counselling; history, follow up and vital signs taking.c. Ensure implementation of fraud-prevention measures, including testing performed outside of the MHAC; and,d. Ensure that nurses and medical clerks enter information in the relevant databases in a timely and accurate manner, in accordance with their specific functions.4. Conduct and supervise predeparture treatment and pre-embarkation assessments of ‘fitness to travel’ as required, maintain current relevant records and reports, supervise the implementation of treatment and follow-up actions for cases on medical hold after health assessment, and supervise transmissible diseases management and directly observed treatment/therapy (DOT/S).5. Coordinate the medical escort duties when required to ensure migrants receive continued care throughout all phases of migration (before departure, during the journey and at the final destination).6. Implement and monitor the Standard Operating Procedures (SOPs) related to health care delivery; and ensure SOPs are followed and implemented. Ensure that standard universal precautions and IPC within the MHAC are followed.7. In close coordination with the Pharmacist ensure that pharmacy stock, medical kits, Infection Prevention and Control (IPC)/ Personal Protective Equipment (PPE) stocks and emergency kits within the MHAC and for medical escorts are being monitored, perform spot checks to ensure that they are well maintained.8. Draft and finalize medical and administrative reports and program updates as necessary; report any inconsistencies or issues to the Chief Migration Health Officer (CMHO).9. In close coordination with the CMHO draft and maintain training and capacity building plan and provide training, guidance, and supervision to nursing and other staffs.10. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education• Master’s degree in Nursing or a related field from an accredited academic institution with two years of relevant professional experience; or• University degree in the above fields with four years of relevant professional experience.

Experience• Progressive work experience in TB programs, migration health, Communication Disease control among refugees and migrants in an international organization, UN agency or hospital; health sector;• Training or working experience in the areas of Tuberculosis management, mass immunizations, communicable diseases, laboratory testing or public health is an advantage.
Skills• Demonstrated ability to supervise and manage staff at an operational level in migration health, including capacity building;• Familiarity and demonstrated experience with operational management of health facility;• Demonstrated analytical skills applied on a wide range of factors, parameters, policies and priorities for the assessment and resolution of complex situations, including technical understanding;• Computer literacy required: MS Office suite (Word, Excel, Outlook).
LanguagesIOM’s official languages are English, French, and Spanish. External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).For all applicants, fluency in English is required (oral and written). Working knowledge of French, Swahili and Kirundi is an advantage.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
