OIE recruits 01 Data Aggregation Consultant – OIE (home based)

1. CONTEXT
1.1 BACKGROUND

The World Organisation for Animal Health (OIE) is the intergovernmental organisation responsible for improving animal health worldwide. The standards it develops for the trade of live animals and products of animal origin are recognized by the World Trade Organization as reference international sanitary rules (http://www.oie.int/fr/).
The OIE, then known as the « Office international des épizooties », was created on the 25th of January, 1924. Its headquarters are based in Paris. It comprises 182 Member Countries and is present on all continents through 12 Representations or Bureaus in total.
The OIE is further developing its portfolio on laboratory sustainability with the objective to promote evidence-based laboratory biosafety and biosecurity, to foster strategic decision making for national laboratories’ resources, and to promote the implementation of OIE International Standards in the veterinary laboratory setting.

1.2 PURPOSE
This call for proposal (“tender procedure”) is an invitation for interested service providers to submit a proposal regarding the methodology and approach to carry out data aggregation and data cleaning of the OIE’s PVS Laboratory dataset.
The information included in the tender documents are provided to Tenderers so they may prepare a proposal in response.

2. DUTIES AND RESPONSIBILITIES
2.1 OBJECTIVES OF THE ASSIGNMENT AND SCOPE OF WORK

Currently, there are several OIE PVS Laboratory tools that are currently in place which are mostly in MS Excel forms. The MS Excel forms either came from country missions that requested external expertise from the OIE or generated, using a template, during the mission conducted by the laboratory experts. Each mission may have one or more laboratories to inspect. The mission is led by a team of 2-4 PVS laboratory experts.
The MS Excel forms contain data that require aggregation and cleaning to generate statistics, insight, and reports that will aid the Sustainable Laboratories team in providing sound insight and advice to Member Country’s laboratory sustainability.
The PVS Laboratories team is leading this initiative. It has started to design its database according to the current excel forms to facilitate data analysis and inform a future database. The design of the database is made in such a way that it will initially accept all data types entered in the forms. This will make the aggregation and cleaning easier.
It is expected that each work package will be delivered on the agreed delivery date. The project deadline is fixed but the service provider should inform if the schedule should be modified. Any changes will impact PVS Laboratory activity schedule for year 2020 which may have repercussion in the budget and reports that needs to be released by the department.
As defined in the full call for proposal , work package 1 will be comprised of 15 Supply Tool Workbooks which has 12 worksheets; work package 2 will be comprised of 40 Supply Tool workbooks which has 12 worksheets and 10 Recap Tool workbooks; Work package 3 focuses on the aggregation of Demand Tool workbooks and Calculation Tool data into the MS Excel database design structure.

3. QUALIFICATIONS AND EXPERIENCE
The minimum requirements of the service provider are:
– The service provider should be able to aggregate the data in the MS Excel forms into the database design. The approach to aggregation is the decision of the service provider. The mapping of the forms to the database design will be provided.
– The service provider should be able to clean data.
– Should any data discrepancy be encountered by the service provider as a result of data entry in the form, the service provider should be able to propose and provide solutions and report to PVS Laboratories team.
– The service provider is expected to provide data aggregation and cleaning reports as per the defined Tranches under Scope of Services. The report format will be discussed once the contract is awarded

4. WORK ARRANGEMENTS
The consultant will fall under the supervision of and require close collaboration with the Sustainable Laboratories programme lead in the Programmes Department, supported by the PVS Sustainable Laboratories Tool Data Analyst and IT Project Manager.

5. STRUCTURE OF THE RESPONSE

– The technical offer (valid for 60 days from the day of tender submission)
– The financial offer (valid for 60 days from the day of tender submission)

6. RESPONSE PROCEDURE

The OIE will proceed to an evaluation of all final offers according to the criteria described below:
• Individual’s CV or Company organisation and sustainability, as applicable.
• Capacity to deliver the work packages’ products according to deadline section 3.1 Planning and Implementation schedule of the full call for proposal.
• Relevance and quality of service provider team against the project.
• Relevance of the methodology/approach to be use by service provider to ensure delivery of products on time.
• Value for money of project cost proposal.

The OIE may ask tenderers to provide clarifications needed to evaluate their tender; tenderers will be requested to reply in writing.
The OIE will award the contract to the most economically advantageous proposal, based on the above criteria.
Tenderers will be informed through electronic correspondence of the results of the selection process.
