The NRC Central and West Africa region is composed of country offices in Mali, the Central African Republic (CAR), the Democratic Republic of the Congo (DRC), North-East Nigeria, Cameroon and a mission combining Burkina/Niger. All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and displacements numbers due to conflict.

Displacement across the region is fluid and complex. Across the region new displacements occur alongside secondary displacements of people who are trying to return home, but often find themselves unable to reach their place of origin. An increasing number of people across the region live in protracted displacement, and are dependent on humanitarian assistance for survival.

The Central and West Africa Regional Office (CWARO) is overseeing the country programmes in the region, and provides strategic guidance across core programme, advocacy and support functions.

The Regional Office for Central and West Africa is quite a recent office as it was moved from Oslo, Norway to Dakar, Senegal in March 2018.

The purpose of the Regional HR Advisor position is to provide support and ensure improvement of the overall quality of HR management across countries of the region, with a thematic focus on Staff and Duty of Care.

 

Duties and Responsibilities

  • Compliance and adherence to NRC policies, guidance and procedures
  • Responsible for recruitment processes of international staff and senior national staff above the Coordinator level and all staff at the regional office according to NRC’s procedures and standards
  • Provide strategic advice and technical support to the Country Offices in the region on HR management Support and monitor compliance & adherence with the HR handbooks, NRC policies, and respective quality assurances
  • Provide control checks to the COs to ensure compliance to the HR handbook, pre-agreed through travel visits to the country offices
  • Contribute to the development of policies, strategies, tools and new approaches, with a focus on innovation and piloting new initiatives & actions
  • Focal point for two or three countries in the region
  • Co-Responsible with Regional HR Advisor-L&D and Regional HoHR for on-boarding of new staff in the Regional Office including scheduling inductions with various departments
  • Responsible for planning and conducting HR briefings and HR debriefings of international staff and senior national staff above the Coordinator level in covered COs
  • Support CDs and the Regional Office with personnel cases incl. termination of contracts
  • Develop, revise and support the delivery of relevant training modules and materials to be used in the Region linked to thematic area of expertise
  • Support country offices in procedures related to Duty of Care, Staff Care and Critical Incidents (incl. evacuations, relocations and psychosocial support)
  • Establish an overview of Staff Care and Duty of Care capacity and compliance in country offices
  • Collaborate with HR Global and COs on ensuring necessary training in COs and building capacity of HR staff in COs on Staff Care and Duty of Care
  • Responsible for ensuring the implementation & use of the HR Management Information System (HRMIS) in the covered countries of the region

Job requirements

  • Minimum 3 years of experience working as HR Manager/Adviser in a humanitarian/recovery context
  • Minimum 2 years of experience and professional knowledge in recruitment, including best practices in selection and assessment
  • Minimum 1 year of experience in staff relations or staff care and duty of care
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and spoke
  • Knowledge of the context of Central and West African region highly desirable

What we Offer

  • Type of contract: Fixed Term contract
  • Duration: 1 year
  • Start date: November 2020
  • Duty Station: Dakar, Senegal
  • Designation of duty station: Family duty station (i.e. staff may be accompanied by their family members)
  • Designation of position: non-accompanied position (i.e. non-covered family benefits)
  • Travels: up to 30% to be expected
  • Salary: Grade 9 according to NRC’s salary structure and salary grid
