The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. Context

The Norwegian Refugee Council has been operating in Niger and Burkina as one mission since 2019. The organization has been in Burkina Faso until 2017 when it handed over its operations to other organizations. However, due to the crisis in Niger and Burkina Faso, the organization decided to provide its support to the numerous displaced populations and host communities in both countries. Niger has been facing multiple crises and vulnerabilities (climatic, demographic, security and health) with dramatic consequences on the lives of populations whose humanitarian needs are increasing considerably and whose access to basic social services is seriously compromised.

According to the Country Humanitarian Needs Assessment for 2021, an estimated 3.7 million people are in need of humanitarian assistance, including 51% women, 55% children and 4.2% children with disabilities. There are approximately 555,000 people in need of education and 1.4 million in need of protection. The organisation started its operations in Niger in Tillabery. It quickly moved to Maradi where the organisation is now providing a multi-sector response, mainly in education and ICLA. NRC extended its ICLA response to meet the growing needs in Tillabery where the response comprises support in Livelihood, Wash, Shelter and ICLA. Likewise, Burkina Faso is facing a multifaceted and complex crisis due to the increase in activities carried out by armed groups, inter-community tensions, chronic food and nutritional insecurity, floods and finally to the health crisis linked to COVID-19. As of 31st August 2021, 1.423.378 IDP were recorded all over the country by CONASUR.

NRC is providing an integrated programme in three regions in Burkina Faso namely Centre Nord, Sahel and Nord. The Norwegian Refugee Council is seeking for a talented, motivated and qualified Livelihood and Food Security Specialist who will actively contribute to the development and implementation of the LFS program strategy in its operations in Niger and Burkina Faso. The candidate will strongly represent the organization on issues and ensure quality programming. 2 All NRC employees are expected to work in accordance with the organisation’s core values of; dedication, innovation, inclusivity and accountability. Role and responsibilities

The purpose of the Livelihoods and Food Security (LFS) Specialist position is to assume the technical leadership in the development of the LFS core competency strategy, and quality assurance, as well as the development of project proposals. The LFS Specialist is responsible for mentoring, training and capacity building of staff in LFS technical capacity. He/She will assist the country office in ensuring that donor opportunities are identified and donor obligations and requirements are met.

Generic responsibilities:

  1. Develop LFS strategy, technical guidance and Macro LFAs that are aligned with country, regional and global strategies and priorities
  2. Compliance with and adherence to NRC policies, guidance and procedures
  3. Contribute to fundraising, develop and revise funding proposals, budgets and donor reports
  4. Identify trends technical standards and donor priorities
  5. Follow up on compliance with contractual commitments within the core competency, ensure high technical quality and synergies in project implementation
  6. Provide technical direction and project implementation support to the implementation team
  7. Ensure that key learnings are extracted from LFS implementation, and incorporate them in LFS and staff development processes
  8. Provide systematic training and build capacity of LFS staff in approaches including cash-based interventions and market-based programme.
  9. Represent NRC in relevant forums/clusters, including with national authorities and donors
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities:

  • Adapt NRC programme approaches to livelihood provisioning and livelihood protection to the specific contexts to support self-sufficiency in vulnerable displacement-affected families and communities – initial analysis suggested that the approaches will focus on food distribution, food production inputs and income generation activities
  • Develop proposals, project reviews and modifications, including budgets
  • Support Area Managers, LFS Project Managers and LFS Project Coordinators to develop and follow work plans and spending plans
  • Regularly visit project sites with LFS staff to assess quality and relevance of the response and to provide on the job learning to staff. As necessary, advise reorientation of activities and work plans to ensure that project objectives are achieved
  • In coordination with M&E staff, design and implement appropriate M&E system, methodologies and tools (including baseline, mid-and end-evaluations) for livelihoods programming in order to measure quality programming and evaluate impact, costeffectiveness and relevance of specific activities
  • Develop and pilot tools and methodologies to support communication with beneficiaries and community engagement in the targeted areas
  • Lead on conducting household vulnerability assessments, household food security and livelihoods analysis and market assessments.

Competences

Generic professional competencies for this position:

  • Minimum 4 years of experience within a humanitarian/recovery context
  • Extensive experience in programming in complex and volatile contexts
  • Minimum 2 years of documented experience working in Livelihoods and Food Security (as Specialist or Project Manager)
  • In-depth knowledge and expertise in Food Assistance, Food production (agricultural livelihoods), Business and Employment, School Feeding and Gardens
  • Documented results related to the position’s responsibilities
  • Knowledge and skills in market analysis, cash-based interventions and market-based programmes
  • Knowledge about own leadership skills/profile
  • Fluency in English and French is required, both written and verbal

Context/specific skills, knowledge and experience

  • Knowledge of the Sahel context specifically
  • Experience with start-up or expansion of new programmes
  • Experience in team capacity building
  • Knowledge, experience and skills with market based programming, is required
  • Knowledge and experience with both household food security and livelihoods analysis is required
  • Experience in developing professional networks, partnerships and externally representation is required
  • Experience designing relevant assessments and multi-sectoral needs assessments and analysis is required
