These attitudes and believes shall guide our actions and relationships.BackgroundNRC is currently working in Burkina Faso and Niger as one country program, with staff dedicated to assisting people affected by conflict. Its humanitarian interventions are based on its programming expertise in the Core Competencies of Shelter, Education, Water, Sanitation and Sanitation, livelihoods and Food Security, along with Information Counselling and legal Assistance (ICLA) to vulnerable displaced people that were forced to flee.Humanitarian and protection needs in Niger and Burkina Faso are overwhelmingly resultant of the effects of the ongoing conflict in a complex emergency situation especially along the borders, in which displacement remains prevalent.In Burkina Faso, 3.9 million people are in need of humanitarian needs with more than 1.2 million people in displacement. In Niger, according to UNOCHA, approximately 530,000 people are in need of humanitarian assistance, including 300,000 IDPs and 230,000 refugees fleeing from Nigeria, Mali and Burkina Faso. Currently, NRC Niger is operational in Maradi and Tillaberi. Access in both countries is challenging due to armed conflict affecting both countries. This position will be responsible for health safety and security in Niger and Burkina Faso, including other duties as delegated by the Country Director, in Burkina Faso and Niger.Burkina Faso and Niger are prone to malaria and the country is facing COVID-19 pandemic with Ouagadougou as the most affected city. The overall security is volatile and the level of criminality is high in Ouagadougou and Niamey.Roles and ResponsibilitiesPromote and stimulate HSS risk management cultureProvide Country management group (CMG) with strategic advice based on changes to the contextOversee and support national HSS risk management to staff, assets, operation and reputation of NRCImplement the NRC Global HSS Management System at national level and provide reports as requiredDevelop and maintain national HSS documents and procedures incl. strategy and budgetAct as an adviser to CMT leader during a crisis and take lead as and when delegatedOversee and/or conduct Security Risk Analysis (SRA) and status reviewsSupport context security assessment at Area level conducted by area HSS Coordinators and/or OfficersServe as Country Office COVID-19 management focal pointDevelop and share with CO and RO country weekly security context reportLiaise with HOP and Finance Manager to ensure that Security needs and activities are adequately budgetedEnsure constant communication and coordination between HSS department and the program departments to facilitate program delivery in the area of operationLead and monitor the implementation and compliance of NRC health, safety and security risk management framework, and reduce risks by seeking creative solutions for mitigation to (in order of priority): NRC staff, programs, organization, beneficiaries and assetsQualificationsAdvanced University Degree (Master’s Degree or equivalent) with a minimum of 5 years of relevant experience of health, safety and security managementMinimum 3 years of experience from working as a senior HSS Manager in an international humanitarian/recovery contextPrevious experience from working in complex and volatile contextsSubstantial and demonstrated prior experience as a trainerDocumented results related to the position’s responsibilitiesKnowledge about own leadership skills/profileFluency in French and English, both written and verbal,Prior work experience in Burkina Faso and NigerExperience or qualifications in humanitarian accessExperience or qualifications in negotiationsValid driver’s licenseBehavioural CompetencesHandling insecure environmentsInitiating action and changeEmpowering and building trustInfluencingShows appreciation and reward achievement and effortGenuinely value input and expertise from othersTo learn more regarding this role, please click on HSS ManagerWhat we Offer12 Months of full-time contractA Competitive salary and benefits according to International staff terms and conditions, including contributions to a pension fundGrade: 9 in NRC’s grade structureDuty station: Ouagadougou, Burkina Faso with 50% travel to the fieldStart date: 1 July 2021An approved health certificate will be requested before the contract start!To apply as an internal candidate, remember to click on the suitcase icon “I am an employee” on the top right of the page to be redirected to NRC’s internal career site”!
