The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for International Accreditation and Certification to keep Americans safe by countering crime, illegal drugs, and instability abroad.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) is at the forefront of responding to these challenges, uniting these overarching themes through their foreign assistance programs and diplomatic engagement.

Financial Support for Research Projects that protect and preserve Wildlife

Voluntary Multi-donor Fund offering up to 100,000 USD to NGOs

This project will:

Assist INL in developing sets of credible and useful accreditation and/or certification standards for criminal justice agencies receiving U.S. foreign assistance and through which the impact of this U.S. foreign assistance efforts can be measured;
Assist INL with developing a global set of accreditation and certification standards that can be applied to different sectors of the criminal justice system – including law enforcement, forensics, criminal defense, prosecution, and the judiciary, and corrections – through all INL foreign assistance programs.
Objectives

Produce a comprehensive research and analysis report to inform future NOFOs that will further advance the INL objective of establishing and applying a credible, independent set of accreditation standards for criminal justice agencies and operations receiving foreign assistance from the United States.
The recipient should expect to actively engage with INL’s criminal justice subject matter experts on a frequent and substantive basis and through the INL grants officer representative and grants officer, receive on occasion direction and input from INL on the technical aspects of the work as it relates to accreditation and/or certification.

Length of performance period: 9 months
Number of awards anticipated: 1 award
Award Floor: $90,000
Award Ceiling: $150,000
Participants and Audiences: Academic institutions, research organizations, and other applicable organizations with expertise in the criminal justice system.
Project Expansion

Upon completion of the project, INL will, subject to appropriations, consider the option of expanding the project to future accreditation and certification NOFOs, subject to availability of future funding.
Applicants may include in their proposal a brief section outlining how additional funds could potentially be used to expand work into additional activities in future years.
Applicants are strongly encouraged to demonstrate how their project might leverage funding and/or sub-grantee arrangements through other organizations, particularly to ensure that the applicants have subject-matter expertise in accreditation and certification standards at the domestic, regional, and international level, and for the full range sectors within a standard criminal justice system.
