Doctors Without Borders/Médecins Sans Frontières (MSF) is an international humanitarian organization that delivers impartial medical care to people affected by conflict, epidemics, disasters, or exclusion from health care in over 70 countries.

The Tokyo Operations Cell is part of the Operational Centre Paris (OCP), an operational partnership under the responsibility of the Operations Director in Paris. The Tokyo Cell has been operational since 2004 and currently manages medical and humanitarian programs in Pakistan, Bangladesh, Cambodia, the Philippines and Papua New Guinea.

As part of a permanent replacement, we are looking for a:

Cell Finance controller M/F

Mission

The Cell Finance Controller is part of the Operational team, and reports to the Cell Manager. However, he/she also reports to the Head of Field Finance who is his/her technical responsible.

The operational cell is currently following 5 countries for an overall budget of 16 million EUROS.

Main responsibilities

The finance controller is the financial resource person seconded to operations to help the cell with its field support activities.

Among her/his responsibilities she/he:

  • Contributes to the definition of the operational objectives and strategy by ensuring budgets are realistic and respect financial constraints.
  • Supervises the budgetary process throughout the planning cycle.
  • Oversees mission management regarding the relevance and effectiveness of the financial means allocated, follows commitments and controls expenses vs approved budgets, analyses costs.
  • Is responsible for the quality of financial documents submitted to donors.
  • Ensures the close follow-up of institutional grants management and reporting.
  • Provides technical support to the missions in terms of financial and administrative management, anticipates financial risks and problems that missions may have to deal with.
  • Ensures the implementation of financial policies and procedures (internal control, audit, basics…) concerning financial management as defined by headquarters, vouches for adherence to the basic rules and quality standards. Proposes adjustment of the said procedures to emergency context when necessary.
  • Is in charge for the briefing, training and coaching of all Finance Coordinators and administrators present on his/her missions.
  • Participates to the training updates, and ensures animation of training sessions.
  • Reports to the Cell and to the head of field finance on regular basis regarding the main priorities identified and suggest recommendation to improve any process.
  • Hierarchically manages an Accounting Officer on remote (based in Paris) and suggests recommendation to improve and insure communication channel.
  • Is responsible for providing and explaining annual closure information’s regarding his portfolio.
Ville Tokyo
Expériences / Formation du candidat Education and experience:

  • University degree (graduate level), preferably in business administration / finance.
  • At least 2 years of experiences in humanitarian aid, as finance coordinator for major INGO (preferably MSF).
  • Experience in management, excellent analytical and reporting skills, rigorous, attentive to detail and delegation system, good organizational skills and able to prioritize.
  • Experience in coaching and team building.
  • Experience of institutional donors grants management, especially multi-donors.

Languages: Strong interpersonal, written and oral communications skills in English and French.

Skills and aptitudes:

  • Receptive, inquisitive, capacity to question and propose new ideas and pragmatic solutions.
  • Team player, able to work with multidisciplinary teams in a multicultural context.
  • Capacity to understand quickly complex technical concepts, learn fast and adapt.
  • Capacity to take initiatives and decisions, work under pressure, respect deadlines.
  • Good practice of a field accounting package (preferably SAGA) and ERP.
  • Excellent knowledge of Excel, very comfortable with numbers and financial analysis.

Salaire / Indemnité 3 years contract (Japanese contract), full time, based in Tokyo. Yearly gross salary of JPY 6.706.800. MSF Japan provides a relocation support.
