JOB CONTEXT:

Beginning in early 2019 HI is implementing, in partnership with a Tunisian NGO, a three year project entitled ‘Action for Mental Health Assistance in Libya’ (AMAL) as part of wider initiatives to improve the access and quality of health care services in Libya

 

The overall objective of the project is therefore to allow the most vulnerable people in Libya (adults, adolescents and children) from host communities, those internally displaced, returnees and migrants, suffering from mental health disorders/psychosocial disabilities to regain or to preserve good mental health by accessing quality interventions at community level, primary health care level, and secondary and tertiary level.

 

In addition, the MHPSS Technical Working Group (TWG) was reactivated in Libya in January 2019 as a mechanism for strengthening collaboration and coordination among the various partners working on mental health and psychosocial support (MHPSS) programmes in Libya. Chaired by the Ministry of Health, the TWG falls under two operational sectors within the humanitarian architecture in Libya, Health and Protection. HI was endorsed as the Protection Co-Chair, whilst IOM co-chair the group representing the Health sector.

 

The TWG will provide technical guidance and capacity building to its members and ensure that all actors respect and work towards good practice standards within the framework of the inter-agency standing committee (IASC) guidelines and Sphere standards. Furthermore, the TWG will promote and advocate jointly with relevant Sectors and platforms in Libya for the increased protection and assistance of vulnerable groups focusing indistinctively on all the people in need including migrants, refugees/asylum seekers, IDPs, returnees and host communities.

 

The MHPSS TWG Protection Co-Chair works in partnership with the MHPSS TWG Chair (Ministry of Health), MHPSS TWG Health Co-Chair (IOM) and Health Working Group lead (WHO) to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective MHPSS planning, communication and coordination of both the humanitarian response in Libya and long-term programming.

 

You will be expected to spend at least 50% of your time in Libya including traveling between operational bases in Tripoli, Misrata and Benghazi, along with other international staff.

 

YOUR MISSION:

Under the direct responsibility of the Operations Coordinator and in close coordination with the MHPSS Technical Coordinator, you will double-hat as AMAL MHPSS project manager (50%) and MHPSS TWG Protection Co-Chair (50%).

 

As AMAL MHPSS project manager, the you will be responsible for ensuring the sound implementation of the multi-location AMAL MHPSS project. Specifically by:

  • Leading the needs assessment and contributing to the strategy of intervention, in direct collaboration with the technical team and project partner;
  • Ensuring the implementation of the project and its re-orientation when needed;
  • Ensuring compliance with contractual requirements including reporting;
  • Coordinating and manage the project teams, in close collaboration with logistics, administrative and finance departments;
  • Supporting the coordination of the project with a wide range of external stakeholders;
  • Ensuring the implementation of regular project reviews, capitalisation, and lead on quarterly partner-project management meetings.

 

As MHPSS TWG Protection Co-Chair, you will have specific responsibilities of ensuring that the MHPSS TWG position is informed by its stakeholders’ perspective and that the NGO membership is contributing to and sharing TWG responsibilities. You will play a lead role in developing the active engagement and technical capacity of Libya members of the technical working group. As the MHPSS TWG health and protection Co-Chairs, IOM and HI will respectively provide secretarial services to the MHPSS TWG including organizing meetings, drafting minutes and compiling reports and plans.

 

 

 

YOUR PROFILE :

  • You hold an advanced university degree in related international relations, Humanitarian Project Management…..
  • You have a minimum of 3 years of experience in psychology, psychosocial work and/or protection of vulnerable people and at least 2 years of experience in project management with a strong capacity building dimension
  • You already worked with the humanitarian architecture (cluster system), humanitarian appeals, and humanitarian response plans etc…
  • You have a comprehensive knowledge of the IASC Mental Health and Psychosocial Support in Emergency Settings guidelines and associated products
  • You show an excellent networking capacities for building constructive relationships government bodies and humanitarian actors
  • You demonstrate strong interpersonal and intercultural skills, excellent presentation and communication skills, capacity to build and promote partnerships across sectors and with government counterparts
  • You have the ability to work in a tensed and volatile context with strict security measures
  • You have excellent written and spoken English skills/Arabic language skills are an advantage

 

CONDITIONS:

  • Starting date : As soon as possible
  • Length of the contract: 12 months
  • Salary from 2757€ gross/month regarding the experience of the candidate

 

  • Perdiem : depending of location (Tunisia or Libya)
