Position informationPost title: Consultant – External Expert Programme: RIGHTS, EQUALITY AND CITIZENSHIP PROGRAMME Project: PRO Health for Roma Duration of the position: 22 working days within the period of 5 months (November 2019 to March 2020) Location: City of Zagreb and Međimurje County, Croatia Employer: MdM – BE (MÉDECINS DU MONDE ASBL – BELGIQUE / DOKTERS VAN DE WERELD VZW) Background InformationMedecins du Monde Belgique, through its office in Croatia and in cooperation with 7 partners from Croatia and Serbia, is implementing the project „PRO Health for Roma“ (hereinafter: the Project) in the two target areas: Međimurje County (Croatia) and Sremska Mitrovica (Serbia). The Project is financed by the European Commission Directorate General Justice and Consumers. The overall aim is to support Roma communities in their efforts to integrate into society and maintain dignity. The specific aim is to enhance Roma people’s access to healthcare services in the target areas. These regions have high concentrations of Roma people (cca. 15000 persons) living in impoverished conditions due to their remote location from major centres, lack of access to public services, discrimination and stereotypes. The foreseen results are: i) Roma people understand their rights, how healthcare systems functions and how to access specific, services; ii) Improved capacities among health care providers to provide Roma communities and vulnerable groups access to medical facilities and services in a respectful and non-discriminatory manner; and iii) Developed frameworks for the social inclusion of Roma people in the wider community with the emphasis on healthcare. RationaleThe main barriers preventing integration of Roma people in the community and their access to healthcare are mostly low socioeconomic conditions, living in excluded settlements and language barriers. Consequentially, lack of access to health care exacerbates their poor health status. Roma may not have adequate access to care because they lack identity cards or other documents required to obtain health insurance, do not have sufficient funds to pay for transport to health facilities or other healthcare related costs, or, because they have experienced or heard about discrimination in health care settings. The Project foresees engagement of Roma community workers who will act as the mediators between healthcare (and other public) professionals and Roma residents. Community workers will work with Roma people and healthcare workers so that communications are clear and both sides understand each other’s needs. They will co-operate directly with healthcare and other public professionals in providing information and medical (public) services to Roma people. As a result of the work of the Roma community workers, patients will be aware of their rights, how to access public (healthcare) services, healthcare procedures, and will understand the instructions provided by healthcare professionals. Likewise, healthcare professionals will be able to provide treatment to patients in an effective and non-discriminatory manner. This in turn will contribute to combating stereotypes and discrimination towards Roma patients. Roma community workers will be a part of the field teams that will travel directly to Roma communities daily informing Roma persons about their rights (access to healthcare and other rights), supporting them individually in accessing a range of services (mostly health but also related services such as welfare, housing, employment and education). This support will mainly consist in supporting Roma people filling in administrative forms (such enrolment for health insurance, registration as unemployed person, etc.); informing them/supporting them in accessing (medical) services and preventive measures they can take to ensure healthy living and early detection of specific illnesses/ailments. In addition, Roma community workers will also be present in medical institutions when needed to act as mediators and will accompany Roma patients to specific appointments. They will also accompany Roma persons when requiring similar services, such as registering for public health insurance etc. Healthcare professionals in the target region (Međimurje County) will be trained to facilitate their daily work with patients from Roma communities. It has been cited that the socio-economic and language barriers between healthcare professionals and Roma patients lead to stereotypes toward the Roma minority and often make the doctor-patient relation defensive and discriminatory from the beginning. As a result of this training, healthcare professionals will improve their capacities to provide effective medical care to Roma people and build cooperation with the Roma population. This in turn will contribute to the integration of the Roma population in the wider community. Description of Responsibilities and OutputsThe consultant – external expert will work closely with the social worker / mentor for Roma community workers, nurse and other project team members in order to create and deliver training for Roma community workers and for healthcare professionals in the target region of Međimurje County, Croatia. These actions will eventually facilitate Roma access to healthcare and other services at the regional level in the target regions. She/he will be expected to perform the following tasks:
Three (3) Roma community workers will be recruited to work in Međimurje County. The total of 2 one-day workshops are foreseen.
Training materials should be prepared in a format that will allow distribution of hand-outs after the training for future reference

Language Requirements: Excellent drafting/writing abilities and skills in Croatian language. Good command of English language will be considered an advantage. Evaluation Criteria The consultant will be evaluated against a combination of technical and financial criteria. Maximum score is 100. Out of the maximum score, the score for technical criteria equals 70% – maximum 70 points, and for financial criteria 30% – maximum 30 points. The technical evaluation (70%, or max 70 points) will take into account the following as per the scoring provided: Education: 4 pts Understanding and compassion for the issues associated with marginalized groups in general and Roma communities in particular: 15 pts Excellent training, facilitation and communication skills with proven experience of coaching and training: 18 pts Experience which includes working with vulnerable groups and/or marginalized communities incl. Roma: 18 pts Excellent knowledge of national legislative, institutional and financial framework related to socioeconomic policies and access to health: 10 pts Knowledge of national public health system and its procedures: 5 pts Financial proposal – 30% of total evaluation – max 30 pts Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation. |

Contracting and paymentThe following modalities will be possible for this position: (i) Payment as per invoice issued by the consultant’s trade or the company (ii) Payment as per service contract if the successful candidate/consultant does not own a trade or a company (in which case due taxes and contributions will be added to the total amount from the financial proposal for the financial evaluation purposes) Payment Conditions This is a lump sum contract that should include costs of consultancy required to produce the above deliverables. The final schedule will be agreed upon in the beginning of consultancy. Payment will be released in one instalment upon timely submission of respective deliverables and their acceptance by the Project Team. |
