MdM France currently works in more than 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment. 

MdM Germany, Belgium, Switzerland and France are members of the MdM international network. These actors have established a partnership to maximise their impact. As part of ongoing efforts to use synergies and harmonize policies and tools within the network, they have decided to pilot the creation of a joint network security advisor position. MdM Germany, Belgium and Switzerland’s HQs will be concerned as well as all international missions carried out by these three chapters, with an initial focus on Haiti, Mali, Niger, DRC, Cameroon, Benin and Ethiopia in the first year.

TASKS AND RESPONSIBILITIES:

Under the supervision of the MdM France security/safety manager, you have the responsibility to support three members of the MdM network (Germany, Belgium, Switzerland) in building security/safety capacity at headquarters and in the field. You will assess the risks faced by the teams in the field and at headquarters and advise staff on how to take these elements into account in the development and the implementation of tools and programmes.

You will work in close collaboration with the international operations directors of the three network members concerned.

Your main responsibilities are the following:

Capacity building

  • Establish a MdM safety culture at strategic, operational and field levels
  • Establish relevant trainings
  • Implement safety/security management guides/tools at headquarters and field levels
  • Support the local security focal points

Operational support

  • Ensure the update and implementation of security packs
  • Provide all safety/security support requested by the missions
  • Carry out an evaluation of the field and headquarters on security/safety basics and issue recommendations
  • Follow up on the implementation of recommendations
  • Provide support in the management of incidents, ensure their capitalization and provide annual analyses

Support in context assessment and risk analysis

  • Carry out contextual monitoring and provide analysis support to the missions
  • Alert the desk managers when needed
  • Participate in the risk analysis and its regular review
  • Provide support to exploratory missions in the contextual analysis and the security management
  • Participate in the opening of high risk missions when required

Briefings and interviews

  • Support the basic security briefing process for all international staff
  • Ensure specific briefings for security managers
  • Ensure kidnapping briefing for all people travelling to identified high risk countries
  • Provide support to the desk managers for the security part of recruitment interviews when requested

Networking and harmonization of practices

  • Develop a network of NGOs and specialists operating in or familiar with the areas of intervention
  • Support missions in the development of local networks
  • Participate in various fora on security management
  • Contribute to the mutualization and standardization of safety/security practices at international level.

CONDITIONS OF EMPLOYMENT:

  • Statut :  Employee
  • Contrat: Fixed-term contract
  • Duration: 12 months
  • Starting date: January 2022
  • Based in MdM France HQ in Saint-Denis with regular field visits and visits to other MdM HQs
  • Gross monthly salary: 2860 euros
  • Premium equal to one-month salary paid in two instalments – minimum of 6 months seniority required
  • Health insurance (60% covered by MdM and 40% by the employee)
  • 22.5 RTT (recovery days) per year
  • 5 weeks of paid leaves per year
  • 8.50 euro luncheon vouchers (60% covered by MdM and 40% by the employee)
  • 50% reimbursement for transportation costs
  • Teleworking agreement for positions eligible to telework: 110 days/year (minimum of 1 day per week onsite), minimum of 6 months seniority required
  • Work with display screen equipment / Open-plan offices
  • Sitting posture

SKILLS AND EXPERIENCE NEEDED:

  • Diploma / training in humanitarian security
  • Experience as a HQ / field security manager or referent, preferably in a humanitarian environment and achievement of significant actions
  • Experience in humanitarian organizations including missions in high risk countries or regions
  • Writing skills, synthesis capacity
  • Analytical skills
  • Mastery of security tools
  • Ability to create and facilitate training on security management issues
  • Knowledge of communications technologies
  • Stress resistance, pressure tolerance
  • Interpersonal skills
  • Team spirit
  • Languages: Fluent French and English (oral and written) mandatory
