CONTEXT

Doctors of the World is an international medical development NGO which is part of an international network. We provide medical assistance to vulnerable groups in Belgium and the rest of the world.

We want universal health coverage where every person has access to care, without barriers (financial, cultural, geographic, etc.).

In Belgium and around the world, our projects are intended for all people who have no or no access to health care. In particular, they are structured in five axes: people on the margins of society (homeless people, paperless, drug users, sex workers, etc.); children in vulnerable situations; women (accompanied in their fight for equality or against sexual violence for example); migrants or displaced persons and victims of crises or conflicts.

To carry out our mission, we base on three pillars:

  • To accompany: more than help, we want to change things in the long run.
  • Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the powers (local, regional and (inter) national) with facts, figures and realities.

THE ESSENTIALS

MdM-BE is currently active in Belgium and eleven other countries: Croatia, Bosnia-and-Hercegovina, Congo, Tunisia, Haiti, Niger, Mali, Greece, Morocco and Libya.

MdM-BE provides medico-psychosocial healthcare to asylum seekers in Croatia since August 2016. Based on this experience, the organisation decided to deploy its activities to Bosnia and Herzegovina (BiH) and got registered in the country in February 2019 (with office in Bihać). Since May 2019 and as implementing partner of United Nations Population Fund (UNFPA), MdM-BE supports women and girls on the move through provision of MHPSS, SRH and GBV services in three Centers for Women and girls in Una Sana Canton, BiH. From September 2019, MdM-BE plans to enhance its presence in the country through set-up of Mental Health & Psychosocial Support (MHPSS) programme in Bosnia and Herzegovina. For that purpose and more generally with the objective to ensure development of MdM-BE’s presence in the country, MdM-BE is looking for Field coordinator in Bosnia and Herzegovina.

Field coordinator Bosnia and Herzegovina is responsible for coordination of full staff team in Bosnia and Hercegovina (20-30 persons), on-time and quality programmes/projects implementation as well as official representation of MdM-BE in the country.

Field coordinator Bosnia and Hercegovina is under the direct responsibility of the Desk officer Balkans (headquarters) and General coordinator Balkans (Zagreb).

MAIN TASKS

  • Continuous mapping/monitoring of evolution of the national/local context related to MdM priorities (access to (mental)healthcare, migration, etc.) and reports about it on regular basis to HQ/Balkans office. Reviewing and adapting as necessary viability/set-up of the intervention (including planning the project/programme strategy for next phases).
  • Leading the team recruitment process, its daily management/coordination and internal evaluation/mobility (in cooperation with HR department HQ/Balkans office).
  • Ensuring on-time and quality implementation of different MdM programmes/projects in BiH that includes planning & monitoring of activities/teams, budget management, coordination of security issues and operations (in line with donors’, national and MdM procedures).
  • Developing reports to donors and internal situation reports.
  • Leading MdM-BE’s advocacy/knowledge sharing activities in the country (especially regarding (mental) health of migrants, access to (mental) healthcare for vulnerable groups, violation of human rights, etc.) – such as writing reports/publications/leaflets/brochures, organization of public events, raising awareness campaign, face-to-face meetings with key stakeholders, relation with media, etc.
  • Developing and maintaining regular relationships with national/local authorities & institutions, donors, UN agencies, diplomatic missions, NGOs and other key stakeholders.
  • Contributing to fund-raising and projects/programmes’ development process by identifying/monitoring potential funding opportunities and drafting/providing inputs for projects proposals.
Expériences / Formation du candidat Qualifications and Experience:

  • University degree in medecine, humanities, social sciences or similar.
  • At least 10 years of relevant professional experience in project management and project development in the field of access to healthcare/human rights/social inclusion.
  • At least 5 years of relevant professional experience in humanitarian crisis management.

Competencies/langage and other skills:

  • Excellent management skills.
  • Excellent writing and oral skills.
  • Ability to handle effectively multiple tasks without compromising quality, team spirit and positive working relationships.
  • Ability to work autonomously and to work under pressure.
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • Fulfilling all obligations to gender sensitivity and zero tolerance for sexual harassment.
  • Driving licence “B” category would be an asset.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
  • Fluency in written and spoken English. Knowledge of french, arabic, farsi and/or local langage would be an asset.

Salaire / Indemnité
  • An enthralling job in a dynamic environment, within a team of professionals.
  • Job location : Bihać with frequent visits to Sarajevo, and other locations depending on evolution of situation.
  • A full-time contract.
  • Duration : Initial 7 months contract with possibility of extension.
  • If expat : a gross salary of €1.938 for 0 years of experience and a gross salary of €2.325 for 10 years of experience (per diem not included). Relevant experience recognized.
  • If expat : a package of advantages (insurance…).
