For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in more than 40 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM is working in Italy since the end of 2015 with a health and psychosocial programme for migrants arrived in Calabria. In the last two years, MdM established a collaboration with UNICEF aiming to increase opportunities for Unaccompanied and Separated Children (UASCs) to have access to social inclusion as well to strengthen the capacity of the frontline workers (operators, psychologists, lawyers, police, guardians etc.).

Since January 2018 a program is in place to support access to health for migrants and refugees in Rome and Lazio, with particular attention to those who live in informal camps or occupations.

Responding to changes in context and subsequently to the analysis of the main needs, in 2019 MdM program in Italy focuses to enhance the Gender-Based Violence (GBV) prevention and response service for migrants in particular for women and minors in three target area selected in Sicily, Calabria and Lazio through a consolidate partnership with UNICEF and EC-DG-Just funds.

TASKS AND RESPONSIBILITIES:

Under the responsibility of the desk manager based in Paris, you are in charge of consolidating MdM’s operational strategy in Italy. You are responsible for ensuring the delivery of quality programs, donors and government relations, fundraising and budget management, security and operations management.

 

Your main responsibilities are to :

Program management, organisation and follow-up

  • Supervise the organisation and administration of the program
  • Ensure that adequate means are available for the smooth running of the programmes
  • Ensure legal compliance of all actions undertaken by MdM in Italy
  • Contribute to the operational strategy together with the desk, and the RM (volunteer head of mission)
  • Plan the handover of activities in 2020
  • Ensure an efficient and smooth partnership with partners
  • Supervise and play a part in drawing-up proposals to donors as well as interim and final reports
  • Supervise the drawing-up of a monthly report on overall activities
  • Monitor the situation in Italy, which can include needs assessments and can lead to strategy adaptation or implementation of new activities

Human resources management

  • Oversee the Italian team (19 staff) and directly manage 6 members of staff
  • Supervise a proper and fair implementation of the human resources policy
  • Conduct briefing and debriefing of the staff under your direct supervision and validate any disciplinary measure

Safety

  • Exchange on a regular basis with the desk manager and RM regarding the possible evolutions of the local context
  • Be responsible for safety for the whole mission

Institutional representation and coordination 

  • Represent MdM and negotiate with authorities
  • Ensure regular interaction, information sharing and collaboration with other humanitarian actors in Italy (UN agencies, INGOs, local NGOs)
  • Ensure proper representation, meetings and exchanges with MdM partners

Communication 

  • Centralize information coming from field and HQ and ensure smooth flow of communication
  • Be the spokesperson for MdM with local and international media, in coordination with HQ

Funding 

  • Undertake pro-active donor prospection and propose alternative sources of funding.
  • Be responsible for the implementation of the approved donor’s strategy in the field
  • Establish and develop regular contact with funding partners

CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 6 months

Starting date: ASAP
Gross monthly salary: 2 984 euro
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)
Transportation cost, vaccines and visas covered
Guesthouse housing
22.5 RTT (recovery days) per year
5 weeks of paid leaves per year.
Health insurance (60% covered by MdM and 40% by the employee)
Insurance (repatriation…)
Punctual teleworking agreement (after 6 months)

Good writing skills

Reactivity, anticipation, adaptability, capacity to take initiatives
Organisational skills, rigor
Knowledge of Windows environment (Word, Excel…)
Experience in projects funded by international donors
Experience in mental health, reproductive health, protection and migration project an asset
Knowledge of migration flows in Mediterranean Sea and in Europe an asset
Driving licence (for manual cars)
Languages: English (spoken – written – read) and Italian (spoken – written – read); French, Arabic or Farsi are assets
