It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in more than 45 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

After 50 years of occupation in Palestine characterized with a systematic denial of Palestinian Human Rights, a continuous conflict and several outbreaks of violence, around 2.3 million Palestinians are in need of humanitarian assistance mainly in Gaza strip, in the area C of the West-Bank (WB) and in the East Jerusalem.
Since 30th March 2018 the so-called March of Return in the Gaza Strip has been followed by massive influx of injuries, up to 6000 overwhelming the already stretched services in the health facilities with high impact injuries with potential fatal consequences and the risk of medium and long-term complications such as disabilities.

MdM France strategy in Palestine focuses on 3 topics: Mental Health & Psychosocial Support (MHPSS), Sexual & Reproductive Health (SRH) and Emergency Preparedness and Response (EPREP)

EPREP: MdM intervention in Gaza consists in strengthening local capacities (community level and Ministry of Health structures: PHC and Hospitals) to be ready and to respond to medical emergency surges. Since 30th March 2018, as part of the current response, a post-operation and injured-related care intervention is being conducted within our areas of intervention in the Gaza strip

MHPSS: MdM intervention in Gaza focuses on the integration of Mental Health in the MoH Hospital Emergency departments and in the support to mental health activities in the community through local partners.

SRH: MdM has developed a comprehensive strategy aiming to provide quality contraception methods at primary health level with a full integration of Gender-Based Violence (GBV) services, within a global right centered approach.

 

TASKS AND RESPONSIBILITIES:

You will work under the hierarchical supervision of the field coordinator in Gaza and the functional responsibility of the medical coordinator based in Jerusalem.

Your main responsibilities are to :

Medical program management and partner support:

-Ensure the implementation of planned activities in cooperation with the program coordinator, as well as the quality and the consistence of the medical components of the program

-Contribute to the development of MdM overall strategy, with a special focus on Gaza activities

-Monitor the public health context and challenges and react to any change with the support from medical coordination and all the coordination team

-Analyze and report medical data, support the medical team in the data collection and analysis

-Provide technical advice and support in health needs assessment activities and during planning phase for projects to come

Management of medical stock and logistics chain:

-Ensure all needed equipment, material and drugs are provided

-Support the medical procurement process in terms of needs assessment and quality check

-Support the supervision of the pharmacy qualitative and storage conditions

Capacity building:

-Ensure the technical supervision of all medical/MHPSS staff, identify the needs for training/support and ensure implementation of these trainings

-Develop a detailed plan to coach managers to improve technical and managerial skills

Representation:

-Represent MdM in external meetings, and actively participate in medical groups

-Support field team to coordinate with all stakeholders

Team management:

-Contribute to the development of the technical team training plan

-Coordinate field technical team, under the directives of medical coordinator and field coordinator

-Provide technical support to the field team, with a focus on the activity managers

-Participate in the recruitments for all positions in the medical/ MHPSS team

-Ensure regular communication, update and feedback with the medical coordinator and field coordinator

Reporting, monitoring and evaluation:

-Submit to the medical coordinator a monthly report

-Participate actively in the writing of donors reports and proposals

-Provide proper data analysis and support to the teams on the field for data collection

-Coordinate with the M&E officer and managers all data collection procedures

 

CONDITIONS OF EMPLOYMENT:
Status: Employee

Contract: Fixed-term contract
Duration: 6 months

Position based in Gaza Strip, with occasional visits to Jerusalem.
Starting date: As soon as possible
Gross monthly salary: 2 817 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)
Transportation cost, vaccines and visas covered
Guesthouse housing
22.5 RTT (recovery days) per year
5 weeks of paid leaves per year.
Health insurance (60% covered by MdM and 40% by the employee)
Insurance (repatriation…)
Punctual teleworking agreement (after 6 months)

SKILLS AND EXPERIENCE NEEDED:
Medical doctor or nurse
Significant experience in emergencies and public health
Knowledge and skills on emergency unit, mental health or psychosocial support
Minimum 2 years experience in humanitarian response, especially in emergency field management
Experience in project coordination, including management of a medical team
Experience in working with local authorities, partners
Experience in capacity building is an asset
Ability to manage priorities effectively
Ability to work in an international team
Reactivity, anticipation, adaptability, capacity to take initiatives
Excellent organizational skills
Good writing and communication skills
Ability to pro-actively build relations with stakeholders
Interest for humanitarian issues
Capacity to work and to live in tense conditions

Languages: Fluent English required, Arab recommended, French an asset
