BACKGROUND AND INTRODUCTION
USAID/Senegal’s Sahel Regional Office (SRO) is seeking a highly experienced Regional Learning and Mapping Analyst with skills in social scientific research methods, geospatial mapping, monitoring and evaluation, knowledge management, and analysis of large amounts of social scientific research related to development challenges – specifically as these relate to USAID programming in the Sahel.  The Regional Learning and Mapping Analyst will be a core member of the Sahel Regional Program Office of the SRO and will report directly to the Supervisory Program Officer. The incumbent will work closely with the Sahel Regional Technical team based in Dakar, and the USAID staff in the limited presence country offices in Niger, Burkina Faso, and Mauritania. The incumbent will be expected to establish solid work relationships with USAID’s Center for Resilience in Washington, the Sahel Regional Technical Office, and the Field Offices in Niger, Burkina Faso, Mauritania and Chad.
The SRO is composed of a mixed group locally hired staff, US Direct Hire, and Personal Services Contractors (PSC) with diverse technical and programmatic backgrounds.  The key function of the SRO is to provide technical and programmatic support to USAID staff throughout the Sahel region in order to promote USAID’s resilience agenda and to support other key foreign policy and development assistance priorities in the region (i.e., promoting good governance, improving health and nutrition, strengthening livelihoods, and reducing vulnerability to violent extremism, etc.). The SRO is led and coordinated by the USAID/Senegal Deputy Mission Director in Dakar, and receives guidance and support from USAID/Washington as needed.
The SRO’s portfolio includes oversight and management of USAID’s resilience initiative in the Sahel- Resilience in the Sahel Enhanced (RISE), bilateral programming in Mauritania focused on promoting socio-economic opportunities for at-risk youth, and bilateral programming in Niger and Burkina Faso focused on promoting good governance and free and fair elections, combating malaria, and enhancing the role of civil society organizations in achieving development objectives. The SRO’s program office provides programmatic support to field offices including budget management, monitoring and evaluation services, strategic communications, and guidance and oversight on strategy and new project design. In addition, the SRO provides a wide-array of technical support to field offices including environmental management training and monitoring, and as subject experts in areas, such as NRM, climate change, health, governance, private sector engagement, and partnership building. Both program and technical offices are responsible for annual portfolio reviews, adaptive management and programming to incorporate lessons learned, and serve as liaison function with counterparts at USAID/Washington and other regional donors and organizations in Dakar and the West Africa region.
The role of the Regional Learning and Mapping Analyst will require excellent communication skills as well as technical and analytical capabilities to process and make sense of large amounts of quantitative data, development policy and coordination maps, development hypotheses and theories of change, and other qualitative findings. The incumbent will be required to travel as necessary to provide technical support to the limited presence country offices in Niger, Burkina Faso, Chad, and Mauritania. This position requires refined knowledge of social and political sciences and analytical abilities. The candidate must be an extremely skilled, creative and efficient worker with significant experience in the development sector.
DUTIES AND RESPONSIBILITIES
1) Learning and Knowledge Management      (40%)
a) Collaboration, Learning, and Adapting (CLA) – A key function of this position will be to serve as the SRO’s CLA focal point. CLA is USAID’s approach to adaptive management of development assistance programming that prioritizes collaborative efforts aimed at learning through implementation and programmatic adaptations to achieve maximum impact. The incumbent will be responsible for overall CLA efforts related to both resilience programming as well as other bilateral portfolios. This effort includes organizing monthly CLA discussions, data management, facilitating collaboration between internal and external partners on learning, and advising on programmatic adaptations based on learning. The CLA function also includes engaging with other key actors in the NGO and donor community involved in resilience programming to facilitate best practices and progressive adaptations. The incumbent may serve as a Contracting/ Agreement Officer Representative in his/her role as CLA focal point on learning related contracts and/or grants.
b) Data and Research Findings Storage- The incumbent will create and actively manage a knowledge management system for all internal and external data generated through programmatic efforts. The data storage effort will ensure data integrity and reliability, and will be stored in a format that is easily accessible and shareable with USAID colleagues and external partners. The data storage function of the knowledge management component includes significant amounts of quantitative and qualitative data generated through USAID’s resilience program, which requires regular aggregations, data quality assessments, and indicator management. The data stored herein will also be used to respond to requests for information from USAID/Washington and other reporting requirements.
c) Data Analysis- Acquire, analyze, manage, and share related development research and technical findings with SRO and limited presence country office colleagues in Niger, Burkina Faso, Chad, and Mauritania. The incumbent will support technical officers to analyze complex quantitative and qualitative data sets, including mapping data, to generate summary conclusions, outline programmatic recommendations/ adaptations, and to better understand macro-trends in results based on program implementation.
d) Monitoring and Evaluation (M&E) Support- The incumbent will provide M&E support to the SRO’s M&E Specialist with regards to programming in Mauritania, Niger, and Burkina Faso. Together with the M&E specialist, the incumbent will form an M&E unit responsible for tracking the evolution of SRO programs and evaluating impact. Other support includes annual results reporting, indicator data setting and aggregating, evaluation drafting and reviewing, data analysis and processing, support to technical teams on portfolio review preparations, and technical support to M&E specialists from
USAID implementing partners. The incumbent may serve as a Contracting/ Agreement Officer Representative in his/her role as M&E support on learning related contracts and/or grants.
2) Coordination and Data Mapping       (40%)
a) Coordination Mapping- The incumbent will be expected to periodically create programmatic coordination maps to facilitate better coordination between implementation partners, including both development and humanitarian actors. Coordination maps will serve to facilitate strategic planning, partner collaboration, and monitoring and evaluation of programmatic performance. Coordination maps will be requested on an ad hoc basis and updated regularly. The incumbent may serve as an activity manager for an external mapping consultant.
b) Data Mapping- The incumbent will support the SRO and regional country offices with various data mapping tools to better support strategic thinking and analytical processes. Data mapping could include the creation of vulnerability maps that demonstrate “structural vulnerability” of local populations to negative well-being outcomes when faced with shocks and stresses. Data mapping may also take the form of more basic tables, charts, graphs, etc. depending on the needs of the SRO.
3) Miscellaneous Technical and Analytical Support (20%)
a) Technical Support- The incumbent will provide technical support on program implementation, project and strategy design, and in portfolio reviews on an as needed basis. Technical sectors may include agriculture and food security, natural resources management, democracy and governance, health system strengthening and policies, resilience-building, nutrition, and systems-thinking etc.
b) Analytical Support- The incumbent will provide additional analytical support to the SRO technical team on an as needed basis as related to resilience programming as well as bilateral initiatives in the Sahel.
REQUIRED QUALIFICATIONS AND LEVEL OF EFFORT
 Education/Experience – A minimum Master’s degree and appropriate graduate level studies in related social science fields.
 Prior Work Experience – The incumbent must have a minimum of five (5) years of experience working in international development and/or social scientific research, including experience with managing research agendas, knowledge management, geographic information system and data analysis. Previous experience with USAID or other USG agencies implementing development assistance programming are highly desirable.  Experience working in the Sahel is highly recommended.
  Language Proficiency – Superior English speaking and writing skills are essential.  Strong French language skills (speaking and reading) highly desirable and preferred.
 Knowledge and Skills
– 1) The incumbent must have a thorough knowledge of development approaches; and methods of empirical data collection, analysis, and reporting on program monitoring and impact evaluation in order to (a) advise SRO and field offices on effective approaches, and (b) to write effective analyses of country program or project-specific monitoring and evaluation issues.
2) The incumbent must have expert skills, knowledge, and experience in the use of multiple data analysis packages such as ArcGIS 10, SPSS, Stata, SASS, and R. In addition, s/he must be proficient in database development and data warehousing using MS Office products and non-proprietary platforms.
3) Excellent analytic abilities, creativity and innovation, research skills and the ability to work in a fast paced highly productive/efficient manner are a must.
4) The incumbent must also have excellent interpersonal skills.  S/he must be able to work in multidisciplinary teams and in an environment in which there may be team members with varying backgrounds and skill levels.
5) The incumbent must have excellent communication skills – both writing and speaking, especially in being able to communicate technical subjects to clients with non-technical background.  S/he maintains program/activity reporting documentation in English. S/he must be able to design and deliver formal trainings in data collection, validation, retention, and analysis for both USAID staff and implementing partners.

 Authority to Make Commitments – Contractor shall not make any unauthorized commitments on behalf of the USG.
 Nature, Level and Purpose of Contacts – The successful applicant is expected to establish and maintain solid working relationships with all levels of mission personnel at USAID/Senegal and the Field Offices in Niger, Burkina Faso, Chad and Mauritania.
SUPERVISION RELATIONSHIPS & CONTROLS
The Learning and Mapping Analyst will report to the USAID/Senegal SRO program office Director. The Supervisor will set overall objectives. The employee and the supervisor together will develop deadlines, projects, and work to be accomplished. The incumbent is expected to take substantial initiative, act independently, and manage his/her tasks with minimal supervision.
SELECTION CRITERIA
1. Education (20 points)
a) Master’s degree and relevant graduate level studies in related social science fields.
2. Prior Work Experience (30 points)
a) A minimum of (5) years of work experience related to international development and/or social scientific research, including experience with managing research agendas, knowledge management, geographic information system and data analysis.
b) Direct work experience with USAID or other USG agency recommended
c) Direct work experience relating to resilience and vulnerability, democracy and governance, and health within the Sahel highly recommended
d) Direct work experience working in West Africa highly recommended
3. Language Proficiency  (20 points)
a) Superior English speaking and writing skill are essential
b) Strong French language skills preferred for this position
