According to the Regional Office functions which comprise of capacity building, advocacy, knowledge generation, and partnership promotion – the WCAR education section supports Country Offices in their EIE planning, implementation, monitoring, including concerning the Cluster leadership role.
Under the supervision of the Education in Emergencies specialist and the overall guidance of the Regional Education and Advisor, the incumbent will contribute to building the capacity of UNICEF country offices (COs) and Education Clusters operating in several crises to ensure appropriate response implementation (2018 HNO/HRP/HAC) planning (2019 HNO/HRP/HAC) monitoring and reporting. Additionally the incumbent will support the evidence collection and documentation for the regional office based on existing regional situation and results for crisis affected children, to inform regional and global advocacy. The incumbent will link humanitarian and development related information and knowledge, where applicable, in support of the advocacy RO work in support of the humanitarian-development nexus (fundraising). He/she will support the WCARO education section in identifying innovative ways to monitor humanitarian action in education (UNICEF/Education Cluster), document gaps and practices, including aspects of multi-sectorial programmatic convergence.
1.Major Duties/Responsibilities
The Information Management and Coordination specialist will be responsible for the following areas:
1.1. Data collection and analysis
◾Compile available data and monitor the performance of UNICEF Country Offices and Education Cluster across the region
◾Collate available harmonized data to produce Regional analysis (narrative and graphic/map/dashboards)
◾Compile data on achievements under result 1 of Children of Peace regional Project, including on the programmatic collaboration between child protection and education at all levels
◾Identifying quality indicators to improve PM&E in emergencies beyond access, quality, and teacher training
◾Collect timely information and track data concerning Schools Closed (insecurity) and Schools Attacked, in collaboration with Child Protection section (MRM): analyze trends across the region.
◾Collect information from COs on the main vulnerabilities of schools operating in EIE operations
◾Identify indicators for WASH in School and Protective Learning Environments in emergencies for use by relevant sectors.
◾Highlight red flags to the attention of the EIE specialist and the REA
◾Support the education section with other IM tasks related to development (i.e. pre-crisis situations and recovery needs), as part of the humanitarian-development nexus efforts
1.2. Capacity building and technical support to COs and Education Clusters
–      Provide in-depth guidance to Country Offices and Cluster, in compact with the Global Education Cluster and the UNICEF HQ, on the harmonized indicators
–      Support UNICEF COs and Education Clusters for quality humanitarian planning (review 2018 HAC, draft 2019 HAC)
–      Organize and co-facilitate IM regional trainings in coordination with the GEC unit
–      Provide remote technical support including through the organization of Webinars and the preparation of thematic Guidance Notes (in English and French)
–   Support Country Offices upon request (missions) including participation in Humanitarian Needs Assessments and evidence based and risk informed contingency planning
–   Provide capacity building in strategic meetings as applicable, including in the Multi-Country annual EIE meeting
1.3. Strategic support to COs and Education Clusters
◾Participate in the Regional IM Working group
◾Support coordination of the Regional Education Working Group
◾Represent the Education Sector in regional coordination meetings (OCHA and others)
       1.4. Support innovations in EIE
◾Coordinate the technical support to COs on the use of Rapid-Pro and other platforms for improved monitoring and evidence based in Education (in emergencies preparedness/response/transition)
◾Identify innovative ways to monitor radio education program listening in emergencies
1.5. Documentation for advocacy and reporting
◾Prepare infographic and data analysis for internal and external meetings as appropriate
◾Produce monthly monitoring documents on Education in Emergencies
◾Contribute to Case Studies on Education in Emergencies including on attacks on education and cross-sectoral convergence
◾Contribute to the documentation on Children of Peace Program interventions to donor reporting
◾Organize and maintain the share drive documentation for Education in Emergencies
◾Coordinate the quality delivery of graphic design by the Institutional Consultant
The Information Management and Coordination Specialist will act Officer in Charge during the absence the Education in Emergencies specialist.

Education:
Master in Education, Information Management, mapping, or related. Training in Information Management and Cluster Coordination, is an asset.
Work Experience and Requirements
The ideal candidate has at least 5 years in Information Management. Strong skills in data analysis, management, processing and representation (mapping).
Knowledge of Education Cluster Coordination structure, mechanisms and IM cluster tools, INEE Minimum Standards, HNO/HRP process
Ideally knowledgeable of the West and Central Africa region in humanitarian situation and conflict situation.
The ideal candidate has previous experience collaborating with UNICEF
Previous experience in a Regional Office (experience in supporting Country Offices and interacting with several stakeholders)
Language Proficiency
Fluency in oral and written French and English is essential.
