Background and Context UNICEF Headquarters Education section successfully submitted funding proposals to the Global Partnership for Education (GPE) and to Hewlett Foundation. The initiative, named « Data Must Speak » (DMS), started in 2014 with two pilot countries, Madagascar and Togo, and expanded to Nepal, Zambia and Peru in 2015, and the Philippines in 2016. The project supports the setting up of data feedback tools (such as district/school profile cards) for increasing accountability (in particular for pro-equity allocation of resources), community participation and improving school performance (learning outcomes, equity and drop-out rates’ reduction). At the end of 2017, the implementation of Data Must Speak in Togo reached a critical phase as school profile cards are available at school and school inspectorates levels (for primary, lower secondary education). In alignment with new 2018-2021 Strategic Plan, UNICEF – Education intends to strengthen and consolidate the gains made so far by emphasizing the use of the various tools produced on the one hand, and on the other, to extend the Data Must Speak project to Preschool and upper secondary levels. Indeed, in the 2018-2021 Strategic Plan, the second output for Education is « Countries have strengthened their education systems for gender-equitable learning outcomes, including early learning†and one of the related output indicator is “Number of school management committees whose capacity was developed through UNICEF-supported programmes ». Justification There are also demand from other West and Central Africa Region (WCAR) Country Offices to be part of the DMS initiative, e.g. The Gambia, Niger, Ghana, Sierra Leone and Chad. Purpose and Objective The consultant will also support technically other WCAR countries when they will enter the DMS initiative Methodology and Technical Approach 5.
