Context:
Under the direct supervision of the Regional Director for the Regional Office for the Middle East and North Africa in Cairo, and technical supervision of the Head of the Immigration and Border Management (IBM) Division at Headquarters (HQs), the successful candidate acts as a regional thematic resource person in the IBM field. S/he will be accountable and responsible for the monitoring and analysis of regional thematic trends, the development of and support to thematic projects in the region, as well as for review and endorsement of projects related to her/his thematic area of expertise in the Middle East and North Africa region.
Core Functions / Responsibilities:
1. Act as a thematic IBM resource person, providing policy advice, capacity building, training, and general support to Country Offices (CO) in the region. Contribute to building the capacity of IOM staff in the thematic area through a combination of formal training and on-the-job mentoring.
2. Review, endorse, and track project proposals developed by COs in the region; provide regular updates to the concerned HQ Division on projects endorsed.
3. Ensure that all endorsed projects are:
a) consistent with the IOM Constitution, IOM Strategy and the Organization’s policies, thematic guidelines and manuals and any relevant national and/or regional strategies; b) coherent, relevant, and feasible, and take into account good practices in the respective migration/thematic area(s); c) developed according to IOM’s project development procedures as established in the IOM Handbook on Projects.
4. Identify emerging issues relevant to the thematic area and contribute to the development of thematic policy and reports. Monitor developments in the        thematic area, in close collaboration with the Regional Policy and Liaison Officer (RPLO), COs and relevant HQs Department/Division.
5.Develop regional and multi-country programmes and projects in the thematic area  to be implemented by field missions and identify anticipated synergies between thematic areas in close coordination with HQs, other Regional Offices and COs.
6. Provide advice to Country Offices on resource mobilization. Review and endorse narrative donor reports submitted by Country Offices, according to the procedures specified in the IOM Project Handbook.
7. Participate in and actively contribute to IOM’s global network of Regional Thematic Services (RTSs) globally, analyze and share best practices with relevant HQs Divisions and COs.
8. Develop regional thematic guidance notes, information sheets and policy documents in coordination with the RPLO, COs and relevant HQ Division(s).
9. Provide thematic guidance to Project Managers through sharing information with the CO at the regional level and providing general technical support upon request from the Field in coordination with the RPLO.
10. Ensure the delivery of quality thematic training to governments as required by COs in the region.
11. Support regional strategic planning exercises, and provide support for country level strategic planning, as required and in collaboration with the RTSs.
12. Represent IOM in the region by actively participating in conferences, workshops and meetings related to the thematic area of expertise, as required by the Regional Director.
13. Provide thematic and administrative supervision to staff, interns and consultants hired by the Regional Office for specific regional, thematic tasks.
14. Cooperate, participate and develop relations with international and regional organizations relevant for IBM issues and with key-donors for IBM projects in the Region.
15. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations and/ or Law or a related field from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience; or
• Formal professional training in the immigration and border management field in a police or border guards academy or similar professional institution, with a minimum of 15 years of relevant, in complexity growing work experience, under the condition that the combination of formal training and rich work experience can be considered as equal to a university degree and related work experience.
Experience
• Experience in the field of migration management, including operational and field experience; experience in IOM project development and management;
• Demonstrated, wide expertise in the thematic area of immigration and border management, also  applicable for  project development;
• Experience of running large IBM projects and programmes desirable;
• Substantial experience in devising and delivering IBM-related trainings to Government officials also desirable;
• Experience in liaising with governmental authorities, other national/international institutions including uniformed counterparts, as well as  NGOs;
• Some experience and knowledge regarding  monitoring and evaluation;
• Experience regarding regional challenges and opportunities n the thematic area a distinct advantage.
• Experience in effectively applying technical knowledge regarding immigration and border management issues within the broader organizational context.
• The selected candidate’s technical expertise will include in particular:
– national immigration and border management strategies;
– border management policy and practice, including border controls; – combating migrant smuggling and addressing irregular migration;
– border management and security;
– integrated/coordinated border management;
– identity management solutions including civil registry; travel and other identity documents, including (e-)passports and (e-)ID cards;
– the responsible use of biometrics and other technological developments related to immigration & border management, including Border Management Information Systems such as IOM’s MIDAS (Migration Information and Data Analyses System); – readmission, registration and regularization, border management and development/trade, regional free movement regimes, community policing;
– visa policy, visa and immigration services
– other technical areas, which are part of IOM’s immigration and border management portfolio, etc.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.
