 Background

Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programmes and Operations; and (iii) Management Services.
The IFRC’s Supply Chain Department is a core function supporting the IFRC humanitarian action. The Department has a global network including:
 a headquarters-based Supply Chain Management Department in Geneva
 a Logistics Hub and Global Fleet office in Dubai
 Five regional operational supply chain units located in Panama, Kuala Lumpur, Nairobi, Beirut and Budapest
 logistics hubs
 country-based logistics set-up Logistics, procurement and Supply Chain Management is a function dedicated to:
• Provide the goods and services as needed by the federation to deliver to the most vulnerable;
• Provide services to deliver visible value to the members, improving the efficiency and effectiveness of the supply chain and strengthening its control;
• Develop the supply chain capacity of the National Societies
• Developing talents & future leaders.
 Job Purpose
Working under the supervision of the Team Lead Global Supply Chain Excellence, the Regional Program Manager Logistics, Procurement and Supply Chain Excellence is responsible to develop, lead and ensure effective implementation of National Capacity Logistics, Procurement Supply Chain development program within the region. The incumbent will develop supply chain strategies for supporting National Society in their development program and will also include leveraging their supply chain processes to optimize supply chain (including procurement, logistics) design, resulting in the highest possible service levels with the lowest possible cost, aiming to develop services to be offered by the National Society. This role will partner with regional office and National Societies to influence change.
 Job Duties and Responsibilities
Key areas of influence and key internal relationships include:
Drive regionally Supply Chain Excellence Projects teams composed of Country Supply Chain Projects Manager with strong collaboration with Team lead global Supply Chain Excellence and regional operational Logistics, Procurement and supply chain, National Societies and key stakeholders. Responsibility & accountability for coordinating successfully the implementation of logistic, procurement and supply chain capacity development projects at National Society within the region. This role carries accountability for ensuing policies and procedures related to supply chain are compliant with regulations. This role includes, but not limited to, the development of regional supply chain excellence medium term goals/objectives and annual capacity plan.
Full accountability and high autonomy in execution of role and significant influence across the federation.
 Key Accountabilities
•Assume full accountability for delivering supply chain capacity development projects at National Society level (National Society remains the project sponsor) within the region
•Champion the National Capacity development in supply chain area within the region
•Coordinate regionally the different capacity development projects related to supply chain in close collaboration with others departments, regional team and National Societies
•Support process excellence (support the definition, standardization, measurement & continuously improvement of supply chain processes)
•Support the development and enhancement of the tools to assess the current strengths and weaknesses of the overall supply chain capacity of the NS (Organization, processes, tools, warehousing, logistic, procurement, quality assurance)
•Ensure consistency in measuring the supply chain maturity level within the region
•Act as a liaison for validating actual improvement results within the region, and coordinate with Team Lead Global Logistics,
Procurement and Supply Chain Excellence.
•Aligns Supply Chain Excellence initiatives and project objectives to National Society Capacity development strategy and prioritizes projects accordingly.
•Ensure cross functional coordination to identify improvement opportunities and works with leadership to prioritize & plan initiatives.
•Present to executive leadership team on status and results of supply chain excellence initiatives.
•Align stakeholders through focused change management programs
 •Coaches, mentor, trains and provides support to Supply Chain Excellence team members and operational resources to assure understanding and acceptance of continuous improvements & efficient supply chain, methods, best practices & tools.

 Education
University degree in Business, economics, Engineering, IT or other relevant area, or proven professional experience in the area of expertise
Project Management Professional Certification highly (preferred)
APICS certification highly (preferred)
 Experience
Minimum 7 years related experience in Supply Chain within at least 5 years in Project Management in Supply Chain optimization
Minimum 3 years’ experience in supervising employees
Strong financial acumen
Demonstrated leadership skills to develop, motivate, and coach others and a remote and/or global team
Proven experience to effectively manage matrix or cross-functional project managers/leaders
Red Cross/Red Crescent knowledge and experience (Preferred)
 Knowledge, skills and languages
Able to effectively interface and influence change and decision-making with multiple levels of management, including junior to senior/executive management
Strong and demonstrated change management skills and ability to adapt to a rapidly changing environment
Strong problem solving, negotiating, and presentation skills
In-depth understanding of supply chain processes
Strong project management skills
Ability to work to tight deadlines and handle multiple tasks
Extremely good communications skills (written and verbal) and ability to provide authoritative advice
Ability to work in a cross-cultural and cross-functional environment, strong interpersonal skills
Drive for change and improvement and ability to deliver strategies in a challenging environment
Ability to translate concept into practices
Previous and relevant experience in leading/managing large/cross-functional/global projects and programs
Strong Procurement and Logistics (warehousing, Distribution, Transportation) knowledge
Fluently spoken and written English
Good command of another IFRC official language (French, Spanish or Arabic) Preferred
