GSMA – Our role

The GSMA represents the interests of the worldwide mobile operator community. Spanning more than 300countries, the GSMA unites nearly 800 of the world’s mobile operators as its members, as well as linking them with more than 200 companies in the broader mobile ecosystem (including; handset makers, software companies, equipment providers, Internet companies, and media and entertainment organizations). The GSMA is focused on innovating, incubating and creating new opportunities for its membership, all with the end goal of driving the growth of the mobile communications sector and the role of operators within it. In addition, we work with Governments, regulators and NGO’s to develop the social and economic value of mobile on a country, region and global basis. Finally we operate and produce the world leading Mobile World Congress and its sister events in Sub Saharan Africa the M360 West Africa and M360 Africa.
The GSMA is governed by a 25 member board, comprising CEO level representatives from the world’s leading mobile operators, among them AT&T, Bharti Airtel, China Mobile, MTN Group, Etisalat, NTTDoCoMo, Orange, Telefonica, Telecom Italia-TIM, Deutsche Telecom and the Vodafone Group.

The Role

Reporting to the Public Policy Director, Sub Saharan Africa. Broadly, this person will assist in the engagement with relevant stakeholders in the Sub Sahara African region, with particular focus on West Africa especially francophone West Africa, and undertaking the co-ordination, analysis and reporting required to:

Identify areas where member operators require regulatory support;
Manage delivery of GSMA Advocacy programme in the region;
Convey GSMA’s public policy and key messages within the region;
Assess the impact of its public policy activities to ensure that they sufficiently address the requirements of member operators;
Monitor mobile industry developments & key regulatory decisions within the region and providing appropriate analysis on the same; with particular focus on West Africa.
Conduct primary and secondary research, structure and summarize information to feed and communicate the organization messages;
Prepare information bulletins, speech notes, presentations, reports and other ad hoc briefings as required;
Support Director Africa in drafting and reviewing consultation responses for regulatory and/or policy proposals in key markets ;
Attend meetings of regional inter-governmental organisations (e.g. ITU, AU, ATU, , ECOWAS, WATRA, ITU);
Actively liaise and work with GSMA staff experts and/or program officers to ensure that appropriate assistance and resources are provided to members within the region on programmes involving government relations, as and when required;

Other ad-hoc activities to support the Government & Regulatory Affairs team as required.

Criteria for Selection

Strong public policy, regional organisations engagement and/or government relations experience would be an asset. Experience working with ministries and telecom regulatory authorities would be an advantage;
Good knowledge of regulatory issues in the mobile sector and practices in Africa;
Ability to adapt to different cultures and to work with cross-functional and multi-disciplinary teams is important;
Smart, collaborative, outcome focused. Strong analytical skills. Able to quickly grasp new concepts and ideas in the public policy sphere, and to contribute actively to developments within the region;
Excellent communicator, able to express complex technical, regulatory issues in plain language, without losing the important points;
Good writing skills and able to write reports, and contribute to policy papers relevant to the region, both in French and English. Experience in producing deliverables such as briefings, speeches, online, printed collateral, presentations, web content is an advantage;
Strong project management skills; ability to juggle multiple projects simultaneously and manage time effectively, sometimes working to tight deadlines.
A team player, highly motivated to engage with all relevant stakeholders and be able to efficiently work with a wide group of internal GSMA interests and resources, to ensure that the GSMA public policy priorities are effectively implemented in the region.
Fluency in French and English both oral and written is essential.
Evidence of a strong and accessible Industry network in francophone West Africa
Previous experience in a Mobile Network Operator and or Regulatory body will be an advantage.
