Private sector financial development is essential to the promotion of successful and sustainable economies in low and middle-income countries around the world. Sound and efficient financial markets can ensure that resources are allocated where they are most productive, assisting job creation and spurring economic growth. IFC’s goal is to prioritize investment in the financial sector because it promotes development in all other sectors.
The Financial Institution Group (FIG) is one of IFC’s key Departments responsible for a significant portion of IFC’s business volume, profitability and development reach.  FIG has three main objectives: 1) financial inclusion 2) servicing the real economy and 3) mobilizing third-party resources.   FIG provides investment and advisory solutions to hundreds of financial intermediaries in emerging markets to enable them to play a positive role in economic growth. FIG’s advisory services are closely coordinated with investment operations and help banks and NBFIs across the region to build or improve their operations and are provided across five focus areas:  Banking Strategy & Risk Management; Small and Medium Enterprise (SME) Finance, including Banking on Women; Microfinance; Digital Finance; and Climate & Sustainable Finance.
FIG Advisory Program is seeking to recruit an Extended-Term Consultant (ETC) to provide support to the Banking and Digital financial Services Practice Groups (PG) in Middle East and Africa (MEA) region. The position is based in Rabat (Morocco).
Duties and Accountabilities :
The ETC will support PG to manage advisory engagements with FIG clients and work to develop new client engagements in the region.  He/she should be capable of managing and contributing to the delivery of substantial and measurable results in MEA. He/she will also support the knowledge and learning agenda for the global advisory team and will be expected to contribute to tools and standards that are rolled out globally.
The Officer/Project Manager will have extensive hands-on experience working in banking, risk management and digital financial services in emerging markets acquired in a Bank or in a consulting firm.
Specific role and responsibilities include :
Engagement Management, Development Impact.  Support Program managers, Operations Officer and senior specialists/advisors, to deliver a broad range of strategic advisory engagements that involve business transformation in the areas mentioned above. Assist in identifying and selecting short-term consultants/ firms when consultants are sub-contracted on specific components of the advisory mandates and collaborating with them to deliver high impact client engagements. Monitor project KPI, budget and development impact and produce internal reports as per IFC project governance.
Business Development. Support business development efforts with banks and NBFIs in MEA to generate high value/high impact advisory engagements, in close coordination with Senior Specialists. Maintain an understanding of overall Bank industry trends, actors and opportunities in MEA. Develop client discussion documents and proposals. Participate in discussions between IFC and prospective clients’ senior management teams to identify and develop advisory services opportunities.
Knowledge management. Actively contribute to knowledge management of IFC’s Advisory activities, including capture, development and dissemination of information and knowledge, best practices, solutions and project delivery tools in area of expertise
Thought Leadership. Support thought leadership through contribution to research, articles, assisting in conducting conferences and other knowledge management events, including speaking engagements, training activities that demonstrate FIG’s thought leadership in area of expertise
Selection Criteria
Advanced university degree (Master’s or equivalent) in finance, business, marketing, economics or international development.Minimum of 8-10 years’ experience working in high performing banks and/or consulting services, in both developed and emerging markets.
Experience selling, designing and managing at least 3 – 4 successful advisory programs in the region, gained in a bank or with a leading consultancy firm.
Experience managing transformation projects with banks in emerging markets.
Expertise in retail banking and financial services, including best practice tools, products and methodologies related to Risk Management, Digital Financial services and / or SME Banking.
Strong familiarity with international best practices and global trends in the banking industry in the region.Experience working in at least 2 – 3 countries across regions is a plus.Strong familiarity with regional trends in MEA and knowledge of the key countries/markets in the region.
Ability to communicate ideas clearly and confidently, and credibly represent IFC with clients and stakeholders, including at the senior management level.
Strong organizational skills with an ability to work under time pressure, in unstructured situations and in case of unexpected events and agility to respond to shifts in client priorities while ensuring delivery.
Ability to implement innovative solutions and challenge the status quo to build the business.Strong leadership skills, a team builder with an ability to lead projects.Excellent written and verbal communications skills in French and English. Arabic is a plus.Willingness and ability to travel extensively and work across time zones.
Note : The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
