Context:
The ‘Migrants as Messengers (MaM)’ campaign, is one of IOM information campaigns, which seeks to empower target audiences in West Africa make informed decisions about migration through peer-to-peer messaging. The MaM project is supported by GMDAC through the implementation of rigorous impact evaluations in four West African countries.
To support this work, we are looking for a consultant with technical experience using satellite imagery for sampling households, particularly in developing countries with limited or outdated sampling frames.
Under the direct supervision of the Impact Evaluation Officer, the successful applicant will perform the following duties and responsibilities:

Tasks:

Advise the IOM-GMDAC impact evaluation team on:
1) Sampling techniques in the context of multi-stage probability sampling in low-income settings without reliable sampling frames.
2) The use of satellite imagery for household samples including grid sampling and GPS sampling.
3) Generation of sampling weights.
4) GIS modelling and data analysis.**

Training of MaM IE team 12 – 16 April 2021
Submit proposed probability samples for the studies in Guinea, Nigeria April 23, 2021
Submit Imagery samples for the studies in Guinea, Nigeria April 23,2021

Required Qualifications and Experience:

Education
– A Master’s degree or higher in a relevant field (e.g., social sciences, economics, statistics, data science, geographical information systems, geography or information technology).
A minimum of 2 years of experience conducting data collection, data analysis, and research.

Experience
– Experience working on impact evaluation studies in developing countries is highly desirable.
– Experience in developing sample design and estimation for large surveys
– Demonstrated experience using various techniques for satellite imagery sampling, including grid sampling, GPS sampling, etc.
– Experience elaborating report in English;

Language
Fluency in English is required. Working knowledge of French and one other local language is an advantage .**
