Advocacy Manager
Project: Ouagadougou Partnership Coordination Unit

SUMMARY OF ROLE

The Advocacy Manager will take the lead and manage the ORCLI portfolio on advocacy at the global, regional and local levels. Working closely with the OPCU deputy Director, he/she will lead the development and implementation of the ORCIJ’s advocacy strategy for increased political and financial commitment, including from the private sector, to ensure quality, updated CIPs are resourced and implemented in the nine OP countries.

The Advocacy Manager will regularly address donor organizations to mobilize additional resources and ensure a better alignment of said resources with the countries identified needs. He/She will also advance OR efforts to hold governments accountable for their commitments through strategic coordination with civil society coalitions, FR2020 country focal points, and the many regional advocacy initiatives such as Advance Family Planning (AFR), Population Action international (RAI), Equilibres et Population (EquiPop), International Planned Parenthood Federation (IRRF) and Civil Society for Family Planning (CS4FR).

The Advocacy Manager will coordinate shared advocacy events and activities, and will encourage complementary advocacy activities in West Africa. To this extent, he/she will be the primary contact for the organizations intervening in this area to coordinate and leverage resources and expertise.

The Advocacy Manager will report to the OPCU Deputy Director and travel 30% within the WA region and internationally on occasion.

MINIMUM REQUIREMENTS

Education & Experience
• Master’s degree in Public Health, Social Sciences, International Development or related discipline At least 8 years et experience designing and implementing advocacy and communication programs in sub-Saharan Africa including SIV1A1-fl goal setting
• Strong experience leading and managing inter-institutional coordinating functions within a mufti-cultural operating environment
• Experience developing simple data presentations in Microsoft PowerPoint
• Experience producing quality French and English communication products such as progress reports, case studies, and articles.

Other requirements
• Familiarity and knowledge of family planning status and challenges in francophone West Africa
• Excellent representational experience, diplomacy and ability to communicate and interact with high level officials
• Excellent communication skills taking into account varying sensitive socio-cultural contexts
to research and present strong advocacy messages and arguments in order to provide high Level officials and advocacy actors information needed to make better decisions and in turn advocate for more resources and better interventions
• Excellent oral, written, interpersonal and diplomacy skills with evidence of ability to productively interact with a wide range and levels of organizations (government, private sector, NCCDs, research institutions)
• Fluent in written and spoken French and English
