Education
Post-graduate or professional qualification, in development, humanitarian, management or related subjects;
Security training
Professional Experience
Minimum of five (5) years of relevant working experience in Senior Management Position (CD/HoM), and in Humanitarian Emergency context
Professional Requirements
Substantial experience working in a complex conflict environment
Proven successful people management experience, managing large teams
Proven project and budget management experience, managing large scale budgets
Proven ability in strategic planning and thinking
Proven ability in acquiring and managing institutional funding
Proven security management experience
Languages
English is mandatory
Italian, French and Arabic will be considered as a plus

Supervision of: 3 expat staff

General context of the project
More than seven years after the revolution in Libya,hundreds of thousands of people across the country live in dire conditions. To respond to the urgent humanitarian needs for 552,000 most vulnerable people living in Libya, the United Nations together with the Government of National Accord launched the 2019 Humanitarian Response Plan (HRP 2019), seeking US$202 million to continue providing health support, protection, water, and shelter. Many thousands of families are unable to afford food, water and basic household items, and forced to take desperate measures just to get through these difficult times. Estimated 823,000 people,including 248,000 children,require urgent humanitarian assistance in Libya. Hundreds of thousands of refugees and migrants face grave human rights violations and abuse in the absence of rule of law.
Intersos has recently finalized a long negotiation for country registrations in Libya and Tunisia and is now called to smooth implementation of intervention in many sectors and in expansion from Tripoli to the South in a regional approach that include Niger and potentially other northern african countries.
At the moment Intersos is partner of UNICEF for the launch of a new model of intervention in Child Protection with the Baity Model Approach for Child Protection centers but negotiation are at advanced stage with other International donors.
General purpose of the position
The Head of Mission legally and officially represents the Organization in Libya and in Tunisia– granted with powers conferred by proxy by the Secretary General upon appointment to the post – and acts under the supervision of the Regional Director and in accordance with its specific directions.
S/he is responsible for the planning, management and implementation of the country program on the basis of defined strategies and indications.
S/he is responsible for highest level relations of INTERSOS and for security management of operations
Main responsibilities and tasks
The Head of Mission represents the Organization in LIbya and in Tunisia and is responsible for the planning, management and implementation of the country program on the basis of defined strategies and indications.
The HoM manages and coordinates the operations and human resources in the countries and is responsible to:
Communication and representation
Establish and maintain collaborative relations with Local Authorities and Institutions, Donors, International Agencies, NGOs and other stakeholders
Follow up, guarantee and monitor government recognition procedures for the organization in compliance with the host countries formalities
Monitor donor’s priorities and intervention strategies in the countries as well as to map and approach new donors
Planning and implementation
Define countries priorities based on context and needs analyses; monitor donor intervention strategies in the countries; design, promote and elaborate new interventions
Assess, promote and submit new projects, following the procedures defined and promoting a spirit of participation among beneficiaries at all management stages, ensuring the transparency of the intervention
Supervise, monitor and evaluate the implementation of the country operations – and all related administrative, financial, human resources, logistics and security aspects – ensuring timely and quality assistance delivery, as well as cost efficiency and accountability, in compliance with INTERSOS and donors guidelines, regulations and procedures
Information and Reporting
Continuously assess, analyse and evaluate the impact of the country operations, also through periodic visits to the areas of intervention
Finance
Define the mission financial plan, ensuring self-sufficiency and consistency of expenses, and assume responsibility for the mission funds management, including bank accounts
Human Resources
Coordinate, guide and supervise the mission staff, and evaluate their performance
To ensure the respect for the values, Code of Ethics and Organization Management and Control Model of INTERSOS within the mission
Ensure personnel compliance with procedures foreseen by INTERSOS’ Organization Management and Control Model
Proactively participate in relevant coordination meetings
Security
Validation of all the mission security plans
Interaction on the Country security issues with HQ (Security Referent) and relevant actors
Hold final responsibility for any decision concerning security
