Description
International Rescue Committee is a major actor in humanitarian aid and post-conflict development in the Democratic Republic of the Congo. IRC began working in the Democratic Republic of the Congo in 1996 to respond to the humanitarian needs of people affected by armed conflict in the east of the country. Currently, IRC works in the areas of health, including the Ebola response, good governance and reconstruction, emergencies response and the protection and empowerment of women and children.
SCOPE OF WORK
Under the supervision of the Deputy Director Programmes (DDP), the Senior Emergencies Coordinator (SEC) is responsible for developing and leading the implementation of the emergencies portfolio within IRC in DRC. As needed, s/he will actively engage in the management and coordination of IRC’s emergency response interventions in different parts of the country.
As such, the SEC is tasked to coordinate and provide leadership and support to the IRC’s Emergency Health and Protection response programs (involving both stable and mobile response activities) targeting displaced populations with a strong accent on the Ebola-affected areas within Grand Nord, of North Kivu province, DRC. Among his/her responsibilities is to coordinate and facilitate the rapid response and high quality implementation of project deliverables, to ensure staff safety, duty of care, as well as the effective communication and collaboration with Ebola response colleagues operating in the same area to ensure strong cohesion and integration, when relevant, of wider portfolio and programming.  While this position is planned to focus uniquely on Grand Nord Kivu emergency programming, the SEC will need to exercise flexibility should a new and significant emergency occur requiring a response set up.  The position will also contribute to wider Ebola preparedness work being implemented in country.
RESPONSIBILITIES:
Programmatic Leadership and Management 
– Monitor ongoing alerts, coordinate field evaluations, and analyze context, protection and health needs with rapid response project teams to define areas of intervention;
– Ensure close coordination and collaboration with the humanitarian coordination (OCHA), and other humanitarian and local (largely MOH) actors in decision making on deployments;
– Oversee and facilitate the deployment of sectoral emergency response teams to respond to displacement-related crises;
– Support project leads and other departments in the planning, monitoring, and review of work plans, budgets and spending plans, procurement plans, on-going recruitments, and donor reporting.
– Liaise with relevant departments, Deputy Field Coordinators and other senior leadership in Grand Nord and across DRC to ensure timely and adequate operational support is provided to program teams.
– Coordinate with Technical Coordinators, Heads of projects and their sectoral project managers to ensure the effective implementation of all project activities and timely response to address challenges as they arise.
– Coordinate with Senior Humanitarian Access and Security Manager and Humanitarian Access and Security and Access Coordinator to ensure security plans and protocols are up to date and appropriately contextualized, and that critical decisions related to intervention areas are taken and supported by  solid risk mitigation plans, in an effective and time sensitive manner.
– Ensure health, safety and security protocols are followed at all times, and take corrective, timely actions as required and in consultation with Field Coordinators, Senior Humanitarian Access Safety and Security Manager, and assigned medical staff.
– Establish and maintain effective communication channels and coordination mechanisms between the field teams and the National Coordination’s technical and support staff, as well as the Ebola emergency response team
Technical support and Mission Emergency Preparedness 
– Provide technical support to Heads of IRC’s Emergency Projects to ensure quality implementation of the project interventions, liaising with other Technical coordinators as well as HQ/Regional Technical Advisors according to need.
– In close collaboration with the IRC HQ Emergency Response Team, lead on the updating and implementation of the IRC Mission Emergency Preparedness Plan process in DRC.
– Lead efforts to strengthen staff rapid response capacities.
– Contribute to IRC DRC’s contingency planning
Strategic Planning and Program Development
– Actively contribute to the finalization, updating and implementation of a common transition and integration strategy and action plan between Ebola and non-Ebola focused grants,  including the transfer of skills and responsibilities to the CP, the finalization of the organizational set up of the country program base structure in the Grand Nord, and the development of a post-Ebola response strategy.
– Ensure alignment of with the organization’s strategic plan and actively contribute to the updating of the organizational strategy by ensuring the effective inclusion of emergency response needs. Contribute to the dissemination of strategy related messaging to the project teams supported.
– Provide technical inputs to, or where needed lead the development of emergency response program strategies and proposals to ensure effective and context appropriate programming, with a particular focus on enabling the transition between emergency response and post crises programming;
HR and Staff Development 
– Ensure ongoing capacity building of program and support staff on emergency program management, by providing necessary technical guidance and training to both support and program staff
– Create an enabling environment, supportive of staff development and high performance, as well as take corrective measures as necessary
– Provide ongoing technical support and mentoring to staff  supervised, including through on the job training, staff performance evaluations and individual development plans;
– Ensure adequate on-boarding process for new comers;
– Ensure adequate application of safeguarding system, dissemination and communication of code of conduct procedures and promote a culture of respect, transparency and accountability in line with the principles of integrity promoted by IRC.
Coordination and Representation
– Support Head of Projects in their coordination with the Country Program technical coordinators to ensure adequate technical guidance and program quality
– Support Head of Projects in the coordination and effective collaboration with national, international and local stakeholders (other humanitarians, IRC’s ERT, etc).
– Promote information sharing amongst IRC teams in order to enhance coordination, planning, collaboration between different IRC program initiatives.
– Ensure Inform (deputy) Field Coordinators, and the DFD- EVD Response of updates and changes in program plans.
– Actively develop and maintain effective working relationships with key stakeholders at the provincial level including donors, government actors, local traditional leadership, beneficiary populations and their representatives, etc.;
– Establish and maintain networks and strategic partnerships with UN, INGOs, and local partners and other stakeholders to promote key humanitarian questions related to coordination, access
Position Reports to:  Deputy Director of Programs
Position functional / directly supervises:   Dependent on the emergency response (flexible)
Internal:  IRC- Ebola Response Team, Field Coordinators, technical coordinators, Deputy Director of Operations, HR Coordinator, and Finance Controller, Security Coordinator (Grand Nord), Heads of project, Technical coordinators in country, Technical Advisors of the region
External:  May Serve as IRC representative in outside meetings, other non-governmental organizations, inter-agency groups, armed actors and foundations.

Qualifications

– Master’s degree required (management-related or general operations preferred);
– Minimum of 5 years’ experience in leading and managing emergency operations / projects in conflict affected communities and complex emergencies, preferably in Africa;
– Demonstrated ability to manage and coordinate field staff, including remote field offices;
– Strong people and negotiation skills, as well as security management
– Strong analytical, technical and strategic skills and program development capacities
– Experience in logistics and HR/Admin
– Excellent cross-cultural communication and interpersonal skills
– Excellent staff capacity building and training skills
– Strong problem-solving, analytical and decision-making skills;
– Strong computer skills;
– Flexibility, ability to work independently and meet deadlines
 
Language Skills: 
Fluency in French and at least working proficiency in English required.  Knowledge of Swahili is an asset.
 
Demonstrated Skills and Competencies: 
– High degree of flexibility and ability to work under sometimes extreme hardship conditions against tight deadlines;
– Ability to turn intention into practice with mentoring and coaching;
– Humility and respect and ability to work in multicultural/multi-ethnic environments;
– Strong computer and communication equipment skills, including Microsoft Office applications;
– Must be able and authorized to drive manual transmission 4WD vehicles.
 
Specific Security Situation/Housing 
North Kivu is security phase 4 (Red) so the SEC will be expected to respect the various security protocols in place in the province and in country.  The position is unaccompanied and the staff will be provided with shared housing/hotel accommodation.
