International Medical Corps: provides safe, timely, effective, efficient, equitable and patient centered care; offers needs-based response according to the context and type of Sudden Onset Disaster and/or outbreak in the affected nation: adopts a human rights-based approach to their response; ensures they are accessible to all sections of the population affected by the SOD and/or outbreak particularly the vulnerable; and treats patients in a medically ethical manner consistent with the World Medical Association Medical Ethics Manual.

International Medical Corps is accountable to: patients and communities; host government, Ministry of Health; our organization and donors. International Medical Corps commits to a coordinated response under the national health emergency management authorities. International Medical Corps collaborates with the national health system, the cluster and the humanitarian community.

Selected personnel are on standby to deploy to a crisis within 48 hours. Personnel may deploy to new areas of operation or lend support to International Medical Corps teams already on the ground. International Medical Corps maintains a roster of volunteers and staff who have completed pre-deployment paperwork, orientation and training. The roster is updated on a regular basis. Through this expression of interest, applicants maintain professional profiles with International Medical Corps so that information is complete and readily available for an emergency response deployment.

 

Job Purpose

 

This position will support International Medical Corps’ emergency response delivering outpatient clinical care to disaster effected populations.

The primary responsibility of the Human Resources Manager, Emergency Medical Team (EMT) is responsible for provision of HR and administrative support to the Emergency Response Team (ERT) for volunteer, expatriate and national staffing.  In coordination with field team will identify ERT pipeline staffing plan requirements.  S/he will ensure that necessary human resources and support systems are in place in country including liaison with local labor lawyers on HR matters, and work close with International Recruiters and ERT on staffing plans. The Human Resources Manager will coordinate contracts, onboarding, off-boarding, health & safety, safeguarding and general HR support.

Main Responsibilities

International Staffing and International Volunteer Management  

  • Participate in operational planning to help identify staffing needs in an emergency response
  • Produce and disseminate requests for international positions in coordination with Team Leader
  • Develop a clear staffing structure for the emergency operation requirements
  • Work in coordination with International Medical Corps International HR’s Human Resources, Recruitment and Travel departments and staff to facilitate recruitment of international staff and volunteers and insure rapid deployment for critically needed positions
  • Develop an emergency response orientation package for incoming international staff and volunteers with guidance from International HRHQ Office and insure dissemination to each in-coming responder, including Security Briefing, and country information
  • Assist in orienting all incoming responders in country and ensuring that orientation schedule, living allowance ,time sheet and separation check list forms HR/admin forms, on-site training and contact list are given to them at their arrival
  • Management and scheduling of all Change of Status documentation, in conjunction with EMT Sector Senior Management and compliance with International Medical Corps HQ’s International HR policies and procedures
  • Assist with all R&R requests by international staff, and ensure staffing coverage during international staff R&R leave
  • Manage schedules, orientation, housing, and support of all incoming internal responders, in conjunction with response staffing needs and HQ HR’s professional staff availability
  • Coordinate with international travel team for the arrangement of air tickets and proper budgetary allocations of international travel and for providing enough first-hand information and travel tips for volunteers and responders
  • Coordinate with Logistics for team members’ airport pick-up and drop-offs
  • Collect and submit applicable separation paperwork to the International HR HQ office and Emergency Finance Administrative Manager or Director in country of operation for all volunteers and expats departing the field locations
  • Coordinate timesheets submission , leave requests and prepare leave tracking reports for international staff and volunteers
  • Act as a main counterpart to International HR and ensure that all HR paperwork is submitted and on file timely
  • Liaise with Finance Department in preparation of international staff payroll

National Staff Management 

  • Manage HR Assistant in assigned activities including oversight of cook and cleaner
  • Advise as to development of staff requisitions for national staffing;
  • Identify legal advisor / contact in country to work with International Medical Corps
  • Ensure that all local staff, consultants and volunteers have valid contracts (either employment contracts or time-limited contracts for different type of services and assistance)
  • Provide training to HR national staff on human resource and recruitment processes, and supervise national HR staff for International Medical Corps Field Site Offices and Sub-Offices as needed
  • Ensure compliance with all local labor laws, statutes, and protocols on recruitment, total compensation, insurances, and working hours
  • Ensure that all Job Descriptions are on file and signed by the staff and supervisors in accordance with the staff records policy
  • Work with management team, local employment lawyer and HQ HR colleagues to develop and implement local employee handbook
  • Research, develop and implement the local salary scale for national staff
  • Create orientation-briefing pack and ensure that every new employee receives an induction including briefing on International Medical Corps, projects, job activities and objectives, Code of Conduct and Ethics, training and working conditions
  • Support staff in completion of all MAST and functional trainings
  • Coordinate national staff timesheets submission and ensure payroll data is accurate
  • Develop trackers and oversee tracking of recruitment updates, staffing lists, national contracts extension/renewal, and enrollment and utilization of employee benefits as is applicable
  • Complete and submit monthly HR status reports
  • Support and advise supervisory staff on staff management and employee relations issues that arise, performance appraisal processes and capacity building
  • Conduct investigations as needed and directed by HQ
  • Manage safety and wellbeing of staff
  • Participate as a member of the Response Management Team meetings and coordination processes

Qualification

  • At least Bachelor’s degree in Human Resources, Business Management, Psychology or in a relevant field of study, preferable with an advanced degree

Experience

  • Five years’ relevant experience in Human Resources in a non-governmental organization, of which at least two years within an emergency response o r resource deprived environment or an equivalent combination of experience
  • Experience in setting up and managing administration and human resource management systems in an emergency response setting with limited resources or amenities
  • Supervisory experience and strong capacity building ability

In addition to the responsibilities referenced above, candidate scan expect to be living and working in austere conditions. Lifting moderately heavy objects from the ground, carrying a backpack for extended periods of time, and walking or hiking in remote locations may be necessary to perform these functions.
