PROGRAM BACKGROUND
International Medical Corps interventions in the Central African Republic consist of the provision emergency Health, and Nutrition Care services, as well as emergency Protection assistance in response to gender-based violence perpetrated against Internally Displaced People and vulnerable host communities, affected by conflict. While providing basic primary health care services to the beneficiaries, International Medical Corps also focuses on capacity building of existing human resources, in order to deliver and take ownership of health, nutrition and protection programs implemented by International Medical Corps, thus assuring the sustainability of the health program for the coming years.
International Medical Corps, with the support of OFDA, DFID and ECHO, acts as a first responder to the CAR humanitarian crisis in Ouaka, Vakaga and Haute-Kotto Provinces. International Medical Corps has also extended its partnership with the EC, through the Bekou Trust Fund, to carry out a multi-year project; The CAR Health System Strengthening Project.

JOB SUMMARY
The primary function of the GBV Coordinator is to provide technical guidance and supervision for the successful implementation of all protection activities, in particular GBV prevention and response activities, of International Medical Corps in multiple sites in CAR. He/she is to ensure quality of implementation of protection-related program components, guide development of future protection activities, and provide support to protection staff in the field sites. He/she will also be responsible for managing donor relations and country-level representation. The position is based in Bangui with frequent field travel.
ESSENTIAL RESPONSIBILITIES
1. Program Planning

• Work closely with the GBV technical advisor in HQ, protection officer, the country senior management team, field-based Program Managers and protection staff to ensure achievement of IMC’s program goals.
• Provide strategic direction and undertake analysis of GBV trends, gaps in services, and IMC’s capacities to better address needs
• Contribute to program design and oversee the preparation of concept notes and proposals
• Contribute to ongoing programmatic assessments
• Prepare financial plans including procurement and spending plans in line with protection programs
• Work with Logistics to procure protection program supplies
2. Program Implementation and Capacity Development
• Provide ongoing technical support and capacity building to protection staff during programme implementation. Organize and lead technical trainings as needed both for GBV staff and other staff (capital and field-based) working in other response sectors to ensure protection mainstreaming
• Provide technical support to strengthen and standardize programming across sites, including psychosocial support activities and case management systems, outreach and prevention strategies, youth-oriented response and awareness-raising efforts
• Contribute to healthcare trainings to improve clinical response of rape
• Provide guidance on information-sharing and data management systems, in particular the GBVIMS system
• Compile monthly, quarterly, and other reports, on time and with accurate data
• Spearhead establishment of women and youth friendly spaces as hubs for recreational activities, trainings, information, and support for women and youth
3. Coordination

• Participate and contribute to the Bangui-based GBV working group
• Advocate for adherence to SOPs and on behalf of program teams as needed
• Ensure maximum visibility of IMC amongst the UN and NGO community
• Coordinate internally to support mainstreaming of GBV and protection in IMC CAR
• Work with other partners to ensure smooth functioning of referral network for protection response, including timely and confidential access to all available components of GBV response
4. Human Resources Management and Training

• Assist in recruitment and support of qualified program staff as needed
• Promote and support strategies for staff to do self-care
• Regular field visits to support field teams
• Conduct staff appraisals Assist in and organize training and capacity building of IMC and MoH staff as well as Community Health Workers and other community members on appropriate topics.

5. Security

• Comply with security protocols and policies
• Consider security implications of all program activities, carefully reviewing new initiatives with program teams
• Maintain flexibility to take on added responsibility as and when needed
6. Compliance & Ethics

Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

Experience / Training

Education

Advanced degree in Social Work, Public Health, International Development or other relevant field of study preferred.

EXPERIENCE

  • Minimum 5-7 years of field experience, including experience in GBV program management and protection/GBV coordination.
    • Experience with proposal writing, reporting and M&E.
    • Experience working with youth-centered activities preferred.
    • Experience working with implementing partners preferred.
    • Relevant regional experience strongly preferred.

COMPETENCIES
Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently.
• Ability to work well within a cross-cultural team.
• Strong communication skills, both oral and written.

LANGUAGES
Fluency in French and English is required
