The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs INL is seeking applications from qualified applicants to implement a project titled “Logistical Support for Rule of Law, Citizen Security and Law Enforcement Programs in El Salvador”.

Seed Grants
The goal of the award is to provide logistical and administrative support to distinct rule of law, citizen security, and law enforcement projects in El Salvador. The selected organization will work closely with designated project managers to determine implementation needs, arrange travel and coordinate training events in a timely and efficient manner.

The award recipient will provide logistical and administrative support to INL-El Salvador capacity building programs that provide training and other relevant activities to appropriate participants with the overall goal of enhancing the capacity of governmental institutions and to reduce crime.

Objectives

Objective 1: Provide travel and logistical support to INL-El Salvador capacity building projects for between 2000-5000 participants in the initial two-year project period.
Objective 2: Provide feedback to Host Government Institutions and INL project managers on programmatic achievements accomplished as a result of the training activity
Funding Information

An initial project period of two (2) years
Anticipated Funding Amount: $3,000,000.00 U.S. Dollars
Award Ceiling: Not to exceed $3,000,000.00 U.S. Dollars
Award Floor: At least $2,500,000.00 U.S. Dollars

Eligibility Criteria

Eligibility for this NOFO is limited to organizations that meet one of the following eligible organization types:

U.S.-based non-profit/non-governmental organizations (NGOs);
U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
Foreign-based non-profits/non-governmental organizations (NGOs);
Foreign-based educational institutions
AND

Applicants must have demonstrated experience implementing similar projects, preferably in the target country or region. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
Applicants must have the ability to produce documents (e.g. trainings materials, reports), deliver training, and conduct evaluations in Spanish and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
