By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

Background

In response to an outbreak of violence in 2013, International Medical Corps has been working in the most seriously affected communities in Timbuktu and Gourma-Rharous districts with programs focused on health, nutrition and protection. Our health response in northern Mali promotes free, quality, curative and preventive health services in areas severely affected by the recent war. Since 2013, International Medical Corps has helped local health care systems in Gourma-Rharous and Timbuktu districts regain self-reliance and credibility by rehabilitating and supplying community health centers, recruiting and training health workers, and strengthening emergency response and disease surveillance. We have also enhanced water, sanitation and hygiene (WASH) facilities in all health centers we support and provided equipment including water pumps and tanks, handwashing stations and latrines. When Ebola spread to Mali in 2014, International Medical Corps worked to strengthen the country’s health care system to quickly detect, contain and respond to potential Ebola cases by training health care workers and other professionals in Ebola case management, with a focus on the regions of Segou and Sikasso.

Gender-based violence rates in Mali significantly increased during the recent conflict in the north. The harm caused by sexual violence goes beyond those directly affected, causing painful social disruptions within families and communities. Besides promoting clinical and psychosocial care in a confidential, competent and compassionate manner, we focus on building community resilience and providing support to survivors through 15 health facilities in Gourma-Rharous and Timbuktu districts and two mobile clinics in Taoudeni district.

Since 2018, International Medical Corps has extended its interventions in Segou region by integrating reproductive health, nutrition and protection/GBV services to the multi-year epidemiological surveillance program under implementation between September 2015 and March 2019.

Job Purpose

The primary function of the Senior Program Coordinator includes supporting the Country Director in the implementation of program activities, maintaining high quality standards, proposal development, reporting and help in building effective monitoring systems to collect basic information about activities and ensure project quality assurance and consistency of all current and future projects across the Mission.

Main Responsibilities

Program Quality Assurance

  • This role will encompass general Program Coordinator deliverables of assigned projects and budgets with a heavy focus on planning and scheduling for various integrated program plans and processes in close coordination with the sector leads.
  • Assist and participate in gathering and analyzing status, issues, risks, decision tracking, as well as ensure program protocols are applied and followed in close collaboration with sector leads.
  • Independently develop new processes and manage projects as budget holder if needed to facilitate delivery of the program (e.g. resource management processes).
  • Gather quality issues from both internal and external sources.
  • Assist with quality activities, including gathering data for reports or performance indicators.
  • Prepare documents for internal or external audits
  •  Maintain status updates for quality and accountability work plan.
  • Maintain quality and accountability tracking tools for all active projects
  • Assist with training provider/internal staff, developing policies & procedures, etc., and audit preparation.
  • Under the guidance of the SMT and HQ participate in regulatory audits.

Program Support
(for all Project/Program Managers/Field Coordinators/Sector leads)

  • Ensure that programs are in compliance with laws; local, state, and external rules and regulations
  • Oversee the systematic and continuous data collection and analysis on the progress of activities over time and monitor results in terms of timeliness, quality, accuracy in line with the logical framework approaches (LFAs) best practice and project documents;
  • Monitor the M&E submissions, ensure that an appropriate ordering of the data/materials is made and ensure its translation into the appropriate language.
  • Provide guidance to national program staff to ensure successful implementation and reporting of all current and future programs, grants and contracts when appropriate
  • Monitor the progress of each project and assist with the identification of issues and prepare succinct presentation of this information for the weekly Senior Management team (SMT).
  • Contribute in responding to donor inquiries regarding program activities
  • Coordinate the production of various informational grant program-related documents upon request by senior management
  • Attend and Lead in the absence of the CD the weekly SMT meetings.

Program development

  • Understand project, program, and resource management, possess strong result-oriented skills, team focus, experience working in a complex project delivery environment, as well as an advanced understanding of an NGO portfolio development.
  • Actively contribute in writing new project proposals for institutional and private donors;
  • Identify program funding opportunities and securing donor meetings for Country Director;
  • Assist all field programs when needed;
  • Maintain flexibility to take on added responsibility as and when needed.

Grant management

  • Assist in the coordination of detailed plans at the start of funded projects, which is consistent with program documentation (grant document and proposal)
  • Ensure and disseminate information on International Medical Corps small grant procedures, contracts, review protocols and country specific strategy.
  • Ensure the compilation, review and submission of timely, compliant and consistent reporting to International Medical Corps’ requirements
  • Assist the budgets’ holders in flagging significant deviation from the program implementation plan and estimated expenditures; alert relevant staff

Representation

  • Attend coordination meetings on behalf of the organization, gather and share information, develop and nurture contacts within the donor community, government and other NGOs as appropriate
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors.

Working Relationships

  • Maintain frequent communication with Sector Leads/Coordinators and Field Coordinators to ensure program activities and objectives are communicated
  • Work with Country Director and Logistics staff to ensure the coordination of programs supplies are within budgeted targets
  • Attend coordination meetings which are relevant to country activities
  • Interface with national government and relevant agencies as necessary
  • Maintain regular communications with Desk/HQ for all programmatic aspects and operational matters related to the implementation of all grants.

Security

  • Ensure application and compliance of security protocols and policies

Experience / Qualifications Qualifications

  • Master’s degree in Public Health, International Development and/or in a relevant field of study
  • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus

Experience

  • Six to seven years’ experience in program design and evaluation, of which at least five years in developing countries or resource deprived environment or equivalent combination of education and experience
  • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
  • Emergency Response Experience
  • Experience in developing strategies to transform emergency programs into long term programming.

  • Cross-cultural awareness and insight into health care issues
  • Ability to exercise sound judgment and make decisions with limited supervision
  • Ability to relate to and motivate local staff effectively
