Background

IMC has been operational for since February 2011 and serving to the vulnerable communities from migrants and refugees and IDPs and host-community. IMC has been responding the humanitarian crisis in Libya through medical services and integrated protection and GBV activities implemented for two different target groups – migrants/refugees and Internally Displaced Persons (IDPs). IMC has enhanced the scope of its interventions in Libya and increased the protection and GBV specialized response and prevention activities with a multi-sectoral response approach. In partnership with the United Nations High Commissioner for Refugees (UNHCR) and collaboration with other non-Profit Organization (NGO) actors, IMC provides medical assistance, protection monitoring, outreach services, and registration under the migrant/refugee response in multiple settings – detention centers, community development centers, disembarkation points (rescue at sea), and registration center. IMC is an integral part of referral pathways with its healthcare service for migrants and refugees. In addition, IMC provides medical assistance to internally displaced population across Libya, and will launch a Women and Girls Safe Space where a multi-service response and prevention of GBV will be provided for the IDP community. Placing a great value on the centrality of protection in humanitarian response, IMC ensures and oversees that protection and GBV are mainstreamed throughout the all program activities – from healthcare response to monitoring and evaluation. For this IMC increases the staff capacity building with technical trainings and constant supervision by the technical specialists. IMC is currently also co-leading the GBV coordination group.

Job Purpose

The Protection and GBV Specialist will support the GBV program recently started with the aim of scaling up and finding new donors. Moreover, the GBV/Protection specialist will support the mainstreaming of both GBV protection within IMC Libya, and in particular in the other program sectors of Health and MHPSS in both migrant/refugee and IDP response settings. S/he will tailor and oversee programming in light of the needs, set-up the initial programming, develop necessary Standard Operating Procedures (SOPs) and guidelines, and ensure protection and GBV is mainstreamed throughout the whole program cycle. Protection and GBV Specialist will be responsible for overseeing GBV case management and women empowerment activities in IDP response, and for providing training and capacity building to the local staff in order to build their capacity to treat GBV cases. S/he will also be involved in the development of relevant IEC materials and awareness activities. The position will work together with the medical and program departments, supervises and trains GBV Officer on job, and reports to Program Director

Main Responsibilities

Program Coordination

  • Provide program support and supervision for projects and activities related to GBV/Protection, as required by grant obligations and in line with GBV and protection best practices, IMC GBV Minimum Standards and in coordination with the GBV Technical Advisor
  • Support program reporting with the Protection/GBV related activity information;
  • Write periodic reports and/or updates for internal and external use;
  • Lead efforts together with Health and MHPSS technical teams and Program Team to provide guidance and technical support to field activities, including the remote assistance, that will result in development and implementation of high-quality Health and GBV/Protection response with a measurable impact;
  • Support kick-off workshops to ensure inclusion of protection & gender considerations
  • Conduct field visits to the areas of IMC’s Protection/ GBV activities to assess technical quality, make recommendations & support project teams to implement to ensure a high degree of quality;
  • Facilitate trainings as required by project designs and support technical team staff to conduct the trainings;
  • Review, update and where necessary, develop contextualized training or other guidance material for Protection/GBV and Health field staff based on project needs and assessment findings;
  • Produce template materials for Protection & GBV programming (i.e. IEC Materials, Key Messages) to continually update the quality & impact of project materials;
  • Develop strong supportive relationships and mentorship systems (as appropriate) and provide regular program and technical advice, information, support, and assistance to international and national staff;
  • Work closely with Health and MHPSS technical teams and program team to define and strengthen the strategic direction of IMC’s GBV/Protection programs in Libya;
  • Ensure that IMC’s projects in Libya have appropriate, relevant, and up-to-date materials, tools, resources, and templates for documenting and monitoring protection and GBV activities;
  • Increase and enhance GBV program monitoring and evaluation, and determining impact, wherever possible;
  • Work closely with M&E department to develop guidance and tools for monitoring and evaluation of Protection, and GBV Mainstreaming throughout the all program activities;
  • Provide technical support to the recruitment of Protection and GBV staff (i.e. JD review based on existing standard JDs, technical short-listing, technical interviews, etc.).

 

Team Leadership / People Management

  • Provide leadership and supervision to the technical team of Protection and GBV.
  • Ensure supportive people management, with performance plans set, feedback provided and appraisals completed annually.
  • Provide leadership to ensure the overall technical quality of all IMC Protection/GBV programming, both through direct efforts, and through mentorship and coaching of field-based Protection and GBV staff;
  • Manage and mentor GBV & Protection teams, volunteers and consultants as appropriate.

 

Proposal Development

  • Provide technical leadership and support to proposal development for Protection, & GBV proposals and budget development; support mainstreaming of gender & protection in all proposal development.
  • Support M&E Department to develop assessment, monitoring & evaluation tools to measure Protection, Gender, and GBV issues, risks, KAPs;
  • Build staff capacity on use of Protection tools (i.e. Safety Audit).
  • Mentor staff on use of Protection-focused M&E tools.
  • Provide technical leadership to Protection, and GBV related research, case studies, learning reviews and publications for IMC Libya.

 

External and Donor Relations/ Advocacy

  • Maintain strong relationships with key donors, UN, Clusters (Protection, GBV, MRE) to share IMC’s Protection/GBV Program best practices, learning, and advocate for resources to strengthen program scope and effectiveness
  • Help responding to donor inquiries and provide HQ and the field with timely and relevant donor information related to IMC’s Protection/GBV programs. Share any donor-related information regarding program development opportunities and recommend areas for IMC interventions.
  • Engage with Protection, GBV and Child Protection working groups as well as with any relevant technical working groups to ensure IMC’s Protection/GBV Program follows international and country specific minimum standards, best practices, and utilizes tools or resources in a coordinated and collaborative manner
  • Attend other relevant meetings, representing IMC’s programs, and giving presentations about IMC’s work.

Qualifications:
  • Relevant University Master’s degree or a higher qualification in international development, public health, or related field

Experience

  • In-depth knowledge of and expertise in Protection and GBV interventions and program start-up.
  • Demonstrated experience and successful track record in leading program development,
  • 5-6 years of experience in protection and GBV interventions in both refugee and IDP response in conflict setting and post-conflict settings, including with GBV case management
  • Be familiar with the international best practices and guidelines on GBV and Protection
  • Experience in training and capacity building, and people management
  • Strong writing and communication skills,
  • Flexibility and ability to work under pressure, mange time and prioritize work to deadlines,
  • Well-developed organization skills
  • Able to work independently, with minimal supervision and under pressure
