Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 192 member National Societies. Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is ”to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. Democratic Republic of Congo Red Cross (DRC RC) The DRC RC is an auxiliary to the government of DRC, collaborating with the Ministry of Health, for many years in the provision of basic services to the population. The DRC RC has been involved mainly in the domain of Behavior Change Communication (BCC) and in social mobilization fighting against recurrent infectious and chronic diseases. During epidemic outbreaks volunteers have been trained and are available in each of its 26 provincial branches across the country. During the recent epidemics, the DRC RC has been primarily engaged in the mass vaccination campaigns. The DRC RC has also have been very active in the activities of social mobilization through door-to-door visits and sensitization of groups, such schools, churches, etc. Meanwhile, cholera which was endemic in Eastern provinces has spread in 3 new provinces namely Equateur, Mongala and Kinshasa. Measles is also a serious concern in several provinces. It is important to stress that Yellow Fever, cholera and Measles have spread principally due to poor sanitation conditions and practices. These conditions, combined with a low immunization rate, represent a significant hazard to the public health situation that must be urgently addressed.
Job Purpose
Ebola is endemic to the Democratic Republic of the Congo. In May 2018, the Democratic Republic of Congo (DRC)
Ministry of Health (MoH) officially declared the epidemic of the Ebola virus disease (EVD) in Equateur
province. This was the 9th Ebola outbreak in the country, and the first in the province. The humanitarian
community, including the Red Cross and Red Cross Crescent partners, quickly mobilized resources to face this
new EVD outbreak and on 25 July the outbreak was officially declared over. This epidemic caused a total of 33
deaths for 54 cases reported (38 confirmed and 16 probable) in the three affected health zones of Wangata
(Mbandaka), Bikoro and Itipo. One of the key Red Cross response actions during the active outbreak phase was the safe and dignified burial (SDBs) of victims.
Over 100 RC volunteers were trained in SDB and teams responded to over 80 SDB alerts.
On 1st August the DRC MoH and WHO were alerted of a community death that had taken place on 25th July in Mangina, North Kivu Province. This event was followed by an unsafe burial after which 7 family membersdeveloped EVD symptoms and died. On 1st August samples of six suspected cases were taken to the
laboratory and 4 samples came back EVD confirmed. The same day the DRC MoH officially declared a new EVD
outbreak in Mabalako Health Zone, Beni territory. RC responded swiftly to the new outbreak by sending a trained
SDB team from Equateur to Beni with the necessary equipment to start activity. So far 6 teams in 3 locations –
Beni, Mangina and Butembo, have been trained and active, and further trainings of new teams are planned.
RC is also responding with risk communicaitons and Community Engagement and Accountablity (CEA) initatives as well as potentially providing support to local health facilities to strengthen IPC and triage for safe patient care.
The SDB delegate is expected to support the Red Cross Ebola operation in planning, coordinating and supporting the implementation of the SDB activities during the response phase of the current 10th epidemic as well as transition phase post-epidemic. The role has a strong focus on quality control and building further SDB capacities at national and provincial levels to be able expand the response in case of further spread and in future outbreaks.
Job Duties and Responsibilities
Emergency response
• Build capacity for DRC RC to deploy trained SDB teams – Train SBD teams and prepare them for mobilisation if required by DRC RC.
• Ensure planning, quality and safe implementation and reporting of the RC SDB activities related to 10th EVD outbreak.
• Ensure SOP protocols are in place, updated and followed.
• Logistic planning for SDB teams – Ensure adequate materials, equipment and vehicles are in place for SDB teams.
• Monitor the quality and effectiveness of the SDB activities – Ensure any challenges or obstacles to the implementation of safe, quality SDB activities are reported immediately to operation management according to protocols.
• Provide technical advise to DRC RC and partners in issues related to SDB.
Emergency preparedness
• Support DRC RC in preparedness planning to be able to rapidly start SDB implementation in potential new outbreak areas
• Support DRC RC in operationalising the preparedness plan (clear processes, training of SDB teams, ensuring contingency stocks of SDB materials etc.)
• Support
Knowledge management and organisational learning
• Identify and document good practices and lessons learnt.
• Contribute to community engagement and documenting community feedback – collaborate with risk communications department at times when this intersects with SDB activities.
Coordination
• Promote the collaboration between DRC RC, the Ministry of Health and other pertinent government sector partners.
• Represent the RC/IFRC in technical meetings, conferences, seminars and forums to well position RC in SDB.
• Strengthen the communication, cooperation and coordination with other movement partners including ICRC.
NS capacity building
• Support DRC RC in emergency health preparedness and response specifically related to SDB capacity consistent with their mandate and roles agreed with national authorities related to epidemics.
• Provide technical support to development of core capacities in the provinces in terms of preparedness and response to the epidemics.
Education
Bachelors Degree in health or Social Sciences
IFRC Training Course on PHE, CBHFA, ECV or equivalent knowledge and experience is preferred
Master’s Degree in Public Health, Epidemiology or other relevant Public health subject is preferred
Experience
3 years of progressive experience in the management of health systems and health programs
Experience in the management of outbreaks of vector-borne diseases and vaccine-preventable diseases
Experience in training of health personnel and capacity building
Experience training community members and lay health workers
Experience in social mobilization issues
Knowledge, skills and languages
Knowledge of good practices in participatory methodology, program planning and design, monitoring and evaluation, learning, and accountability
Strong workshop facilitation skills
Skilled in training, mentoring and coaching individuals and groups, as appropriate
Capable of influencing and obtaining cooperation of individuals not under supervisory control, as a member of multinational team, and managing remote relationships to achieve results
