Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 192 member National Societies. Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is” to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency; coordination and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programs and Operations; and (iii) Management. The Secretariat has five regional office, as follows: Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut). The South Sudan Red Cross Society (SSRC) has a strong ambition to become the leading national humanitarian organization in the country. Being one of the newest National Societies, there are immense opportunities and, during the last few years, the SSRC has made great progress in the field of National Society Development with the support of the IFRC. Going forward, it will be important to build on the achievements from previous years and provide effective technical support to ensure continuous implementation of the 2018-2021 National Society Development Framework as well as to coordinate and guide Movement Partners in the area of NSD.
Job Purpose
The incumbent will contribute to implementing the Building Strong Local Actors goals of strategy 2030 by maintaining and strengthening IFRC knowledge and systems to facilitate well-coordinated, high quality National Society development support to South Sudan Red Cross in accordance with the 2018-2021 SSRC National Society Development Framework.
Job Duties and Responsibilities
Work with South Sudan Red Cross and in country movement partners to ensure well-coordinated, high quality NSD support to South Sudan Red Cross
Maintain good working relationships and ensure timely two-way communication with the colleagues managing National Society development in South Sudan Red Cross and the movement partners operating in South Sudan Red Cross.
Provide technical support to SSRC in the implementation of the 2018-2021 National Society Framework.
Coordinate support from other in-country Movement Partners
Support the midterm review of the 2018-2021 SSRC Strategic Plan
Support the development of a South Sudan Humanitarian Diplomacy Strategy and Humanitarian Diplomacy toolkit
Support the development of other strategies and policies as needed
Facilitate workshops and trainings.
Undertake Field travel to support the implementation of the Branch Development Framework.
Be the country focal point for the Capacity Building, Empress Shoken Funds and the National Society Investment Alliance, liaising with the regional Policy Strategy and Knowledge (PSK) team as appropriate.
Be country focal point for leadership development initiatives, liaising with the Regional PSK team as appropriate.
Work with IFRC functional departments to ensure high quality NSD support to National Societies
Maintain good working relationships and ensure timely two-way communication with Regional Office colleagues overseeing functional support to National Societies Development
Work with these colleagues individually and collectively to ensure a coherent IFRC NS development offer to South Sudan Red Cross in line with the 2013 NS development Framework
Support other Movement actors and other interested actors to ensure high quality NSD support to National Societies
Maintain good working relationships and ensure timely two-way communication with other Movement actors overseeing programmatic and functional support to South Sudan Red Cross
Work with these colleagues individually and collectively to ensure a continuously well-coordinated and relevant IFRC NS development offer to South Sudan Red Cross
Represent the IFRC in Technical committees and other Movement Coordination mechanisms as needed
Promote the spirit of SMCC at all levels
Support Resource Mobilisation for NSD in South Sudan.
Maintain, develop and share relevant learning related to National Society development
Maintain up to date personal expertise in at least three specialist areas (legal frameworks, resource mobilization, volunteer management, sustainability of NS, gender and diversity, branch development governance and leadership. etc.) of National Society development and act as a focal point for the country NSD and other stakeholders in these areas
Lead processes to expand and share NSD knowledge through development of research, case studies, training, etc. and identify, document and validate relevant knowledge and learning and making it available to South Sudan Red Cross and its Movement partners. Collect, document and validate outcomes and learnings of individual support interventions and aggregate the data and findings to higher levels
Collate relevant data through, FDRS and other existing data collection systems and analyse and interpret key patterns and systemic organisational weaknesses, to better focus the secretariat’s support to National Society development
Assure quality of new IFRC and other tools, and their alignment with the 2013 National Society Development Framework and the 2019 National Society Development Compact
Provide surge NSD expertise to support field colleagues when required
In coordination with Cluster and Country colleagues, be available to carry out missions to other NSs to support / complement Regional strategies

Support the IFRC country office
Take on additional tasks as required or delegated by Head of Country Office.
Education
University degree, with emphasis on humanitarian or development issues.
Experience
At least 4 years of experience within the RC/RC Movement.
Proven credibility in relation to organisational development and capacity enhancement, change management, and related aspects.
Knowledge, skills and languages
Able to undertake strategic thinking and translate this into practice.
Able to work with due sensitivity in a multi-cultural environment and virtual or/and dispersed teams.
Strong written and oral communication skills.
