Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 192 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality.
Organizational Context
The Federation is served by a Secretariat based in Geneva, with regional, country cluster and country offices throughout the world. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programmes and Operations; and (iii) Management Services. The Secretariat’s activities globally are led by five regional offices in Africa, America’s, Asia-Pacific, Europe and Middle East – North Africa. The Africa Regional Office supports African National Societies to increase humanitarian and development standards, helping them to remain relevant within their country and sustainable and accountable for their actions, guided by the implementation of strategy 2020 and the Africa Road Map.
Job Purpose
To coordinate and promote the Africa Operations Room (www.ifrcgo.org/africa) and ensures people can access quality information they need, when they need it, in a usable, helpful format.
There are three goals:
Increase information sharing and data quality in the Africa Region
Increase National Societies and partners ability to use information and data to support their work
Increase cooperation and coordination within the Movement by providing a complete insight on Movement activities
Strengthen the capacities within the National Societies on data collection, analysis and presentation. The IM and knowledge management senior officer is the focal person for the development of information management network, systems and tools for the Africa region.
Job Duties and Responsibilities
Information and data services
Maintain and further develop the Africa Operation Room;
Improve regional data collection and processing systems;
Coordinate the development and improvement of information management systems, tools and procedures of the region
Data visualization and analysis
Use data collected to provide initial analysis to support operations and humanitarian decision making;
Prepare or support preparation of reports by providing data analysis, maps and dashboards
Capacity building
Build data literacy at the level of decision making and operations;
Provide technical advice to National Societies in order to improve their capacity on data collection, analysis and data driven decision making;
Identify training needs on data collection, analysis and visualization.
Coordination
Be the Information and Knowledge Management focal point for the IFRC Africa Regional Office;
Define the regional Information Management and Knowledge Management strategy and work with the various departments and national societies to implement this;
Maintain and expand the regional network of IM people of the National Societies to facilitate and promote knowledge exchange within the region;
Facilitate coordination and cooperation within the Movement regarding IM and KM activities and procedures;
Undertake duty travel when necessary.
Education
Relevant university degree or equivalent e.g. Bachelor’s Degree in computer science, Information Management or a similar field.
Advanced university degree preferred
Experience
At least 5 years of experience in the development and use of GIS, database systems, data visualisation and other information management tools and mechanisms
Field experience in working with a humanitarian organisation in an information management, information systems, reporting or communications function
Experience in strategy development, developing tools and guidance, providing technical assistance and in establishing and maintaining networks
Experience and knowledge of Mobile Data Collection tools, such as Kobo Toolbox and ODK
Experience with data cleaning and analysis
Experience with creating dashboards to support operational decision making and monitoring of operations
Experience with web mapping applications
Experience with running webinars is preferred
Red Cross Red Crescent work experience preferred
Knowledge, skills and languages
Strong analytical and problem-solving skills .
Data collection and analysis tools: Excel, Kobo
Web development languages: HTML, JS, CSS
Data reporting: PowerBI
Knowledge of SharePoint is preferred
Knowledge of Missing Maps, or OpenStreetMap in general
Willing and able to travel within the Africa region
