Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 192 member National Societies. Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. On the 1st August 2018 the MoH officially declared 10th EVD outbreak in Mabalako Health Zone, Beni territory. Following an alert from the North Kivu Provincial Health authority about a cluster of cases in Mangina end of July 2018, four samples out of six tested positive for EVD. On 6 August 2018, the Institut National de Recherche Biomédicale (INRB) confirmed by genetic sequencing that this latest outbreak is caused by the Zaire ebolavirus species and is not connected to the recent outbreak in Equateur Province. As of 3rd November 2019, 3,157 EVD confirmed, 117 probable cases with 2,185 deaths (67%CFR), the 10th outbreak is the biggest outbreak in the country’s history and the second largest ever in recorded history. The epicenter of the epidemic, initially in the town of Mangina, has moved towards the south, first to the city of Beni and later to the much larger city of Butembo. Katwa, a nearby town on the east of Butembo, became a new hotspot by the end of 2018. To date, 26 health zones in North Kivu and Ituri provinces have reported confirmed or probable cases, and the global numbers of cases are steadily rising. Goma the capital city of Nord Kivu (over 1 million population) notified the 1st EVD case on 14 July 2019 and to date, 4 positive cases has been recorded with 1 death. On 17th July WHO made the declaration of DRC EVD as Public Health Emergency of International Concern (PHEIC). The position of Health Advisor is based in Nairobi, Kenya with frequent travel to Burundi, Rwanda, Uganda and Tanzania.
Job Purpose
The Health Advisor for EVD is the focal point at the Eastern Africa Cluster for the health component of the EVD response. Focus of the position will be on ensuring a coherent health strategy for the EVD preparedness activities that is forward looking and adaptable to developments in the epidemiological context.
Job Duties and Responsibilities
The Health Advisor for EVD’s duties will cover a broad range of outcomes including but not limited to:
 Follow closely the epidemiological situation of the EVD outbreak and provide epidemiological analysis of the situation.
Support the implementation of the EVD Preparedness and Response activities ensuring adequate monitoring and scenario planning of the crisis to adjust relevant to changes in the epidemiological context.
Support National Societies in the planning and management of the health components (mainly RCCE, SDB, IPC and PSS) in line with National EVD Preparedness and Contingency Plans.
Liaise closely with relevant Health focal points to ensure a coordinated and coherent technical strategy for preparedness and response.
Provide technical support to strengthen the capacity to monitor quality, progress and impact of public health interventions; prepare and implement operational plans.
Participate in and work with relevant emergency health networks and coordination mechanisms at the Regional level with a view of improving health interventions in the operations, as well as strengthening effective and coordinated health response.
Support the representation of the Movement’s EVD activities with internal and external stakeholders.
Provide technical support and guidance to the field teams for preparedness and response activities.
Facilitate knowledge management and collation of the lessons learnt.
Additional Tasks

Education
Medical or other health-related degree
Post-graduate education in public health.
Diploma or additional training in tropical medicine, infectious diseases control, or humanitarian assistance.
Experience
5 years field experience in coordinating disaster and crisis management projects and activities, in particular, epidemic preparedness and response
Previous work with infection prevention and control.
Previous humanitarian aid missions
Basic Delegates Training Course or IMPACT. FACT, ERU, RDRT training
Good knowledge and relevant work experience in the regional context
practical work in epidemic response
