International Disability Alliance (IDA) is seeking a Senior Monitoring & Evaluation Advisor!

Background

The International Disability Alliance (IDA) is a network of eight global and six regional organisations of persons with disabilities and their families (DPOs), representing the estimated one billion persons with disabilities worldwide. Founded in 1999, as a network of international disability rights organisations, a unique composition, that allows IDA to act as an authoritative and representative voice of persons with disabilities in the United Nations (UN) system in New York, Geneva and worldwide. IDA’s advocacy seeks to advance human rights utilising the UNCRPD and other Conventions, harnessing the strengthened united voice of its members, forging working relationships with partners to achieve common goals inclusive of persons with disabilities worldwide.

The Programme Unit of IDA plays a key role in overseeing strategic developments of IDA and guiding the successful implementation of the IDA Strategic Framework 2020-2023. It leads on and ensures (1) strategic programming, fundraising and support to developing the collective response capacity of IDA and IDA members; (2) strategic partnerships for inclusive development, including coordination of IDA engagement in inclusive development and humanitarian action projects such as with IDDC members; (3) knowledge management, including data collection and analysis, monitoring, evaluation, reporting, evaluation, research partnerships (e.g. IDA Global Survey). It acts as a cross-cutting unit supporting other IDA units and IDA members in delivering on our collective mandate and identifies new working areas and partnerships in line with IDA’s mandate.

In a context of significant growth of IDA and enhanced role as the global representative network of persons with disabilities, ensuring that knowledge and information is timely and accurately collected, analysed and made widely available is essential to support the mandate of IDA. Management of monitoring & evaluation is therefore at the heart of advancing the rights of persons with disabilities and produces evidence that directly contributes to IDA’s advocacy and monitoring work. It directly supports accountability towards donors as well as towards the disability rights movement. As such, IDA’s monitoring & evaluation is collaborative, participatory and unique in its contribution to enrich and grow the wealth of resources is essential to successful activism.

Mission

As strategic and senior support to the Programme Director, the Senior M&E Advisor will develop and oversee IDA’s monitoring and evaluation, guide strategic analysis, reporting and support institutional communication. S/he will lead to evaluations, studies and collaborative research projects to ensure the development of quality knowledge products reflecting IDA’s work and advancing its mandate.

The position requires strong analytical and organisational skills, expertise in M&E planning and methodologies, experience in project design and project management, and in developing data collection tools and leading quantitative and qualitative analyses. It also requires the experience of working with the disability rights movement to support monitoring at different levels within the Alliance and use evidence to support advocacy efforts.

Main responsibilities:

The Senior M&E Advisor will be responsible for:

(1)  Ensuring continuous development of IDA’s monitoring & evaluation systems

(2)  Supporting quality reporting and institutional communication on IDA’s work

(3)  Developing and managing data projects or data components of IDA’s projects

In all his/her endeavours, the Senior M&E Advisor will ensure inclusive and participatory approaches and attention to the representation of the diversity of the disability movement and its constituencies.

The Senior M&E Advisor will oversee the following responsibilities:

1.    Ensure continuous development of IDA’s monitoring & evaluation systems

–      Ensure organization-wide data collection, analysis, integrity documentation and sharing of quality information and         experiences from IDA’s work;

–      Lead the restructuring and adjustments of IDA’s monitoring and evaluation system to the new IDA Strategic Framework, identify and address gaps in information flows, including through new accessible data collection tools;

–      Manage the Monitoring & Evaluation team, composed of the MEAL Officer and Knowledge Management & Data Collection Assistant and support smooth collaboration with the IDA Secretariat team on M&E;

–      Help to determine performance indicators and targets for new IDA grants/ projects, support the development of log frames, risk matrix and projects’ theories of change;

–      Lead on the framing and oversight of external evaluations, and upon request, act as an interface with donors, IDA members and partners for the successful assessment of IDA’s performance.

2.    Support quality reporting and institutional communication on IDA’s work

–      Ensure quality and timely reporting and coordinate the collaborative production of external contents accounting for IDA’s achievements, including IDA annual reports;

–      Support story-telling, case studies and writing of strategic documents and contribute to institutional communication;

–      Ensure timely responses to donors and partners regarding M&E requirements, including follow-up of result frameworks, projects’ theories of change, risk matrix and other follow-up tools as needed;

–      In close collaboration with colleagues from the Program Unit and Operations & Finance Unit, support the follow-up of partnerships with IDA members and as relevant, contribute to building capacities in M&E

–      Support the development of project proposals by IDA, IDA members and partners; when appropriate, lead and coordinate the write-up of project applications.

3.    Develop and manage data projects or data components of IDA’s projects

–      Oversee IDA’s Global Disability Survey on DPO participation in development programmes and policies in partnership with Maynooth University, Ireland (including a PhD student), support quality data collection and analysis, and guide the development of the OPD Participation Index;

–      Manage the development and use of IDA’s online survey platform including supervision of the service provider; ensure optimum accessibility including through consultations with IDA members;

–      Lead the roll-out of IDA’s online survey platform with IDA Secretariat and with IDA members, including training for the management of accessible online surveys; provide technical support for data analysis on various surveys;

–      Support the identification of relevant accessible knowledge management solutions for IDA projects, e.g. online tracking of human rights progress, Global Disability Summit commitments, etc.

–      Coordinate and develop existing partnerships and new research collaborations with universities or other partners, in support of IDA’s strategic objectives; ensure IDA participation in relevant data and research working groups.

SKILLS & QUALIFICATIONS

a)   Essential Requirements

·      Master’s degree or equivalent in International Development, Human Rights, Political Sciences, International relations, Disability studies or other relevant to the position

·      At least 7 years’ experience in monitoring & evaluation and/or project management, preferably in Low- and Middle-Income Countries

·      Experience in quantitative and qualitative data analysis

·      Experience in managing partnerships, using collaborative and inclusive approaches

·      Professional or academic experience relating to the promotion of the human rights of persons with disabilities

·      Strong organisational skills, ability to manage a complex workload, to work under pressure and effectively manage time to respect multiple deadlines

·      Excellent writing skills in English and/or International Sign

·      Strong communication skills, leadership and team orientated

·      Experience of working with Organisations of Persons with Disabilities

b)   Desirable Requirements

·      Lived experience of disability

·      Working knowledge of at least one other UN language (French, Spanish, Arabic, Russian, Chinese)

·      Work and/or life experience in Global South countries

  • Willingness and ability to work occasionally at non-standard hours.
