JOB CONTEXT :

The Yemeni situation has particularly deteriorated over the last few years. Following the Arab Springs, the long-term President Al Abdullah Saleh had to resign in response to mass protests, and was replaced by his vice president Mr. Hadi. The Houthi movement – a group that fought against Saleh during the previous decade – took advantage of the new president’s weakness by taking control of their northern heartland of Saada province and neighboring areas.

In 2020, the war in Yemen is still ongoing, with renewed escalation of conflict near in the second half of the year. The spread of COVID-19 throughout Yemen placed immense pressure on Yemen’s destroyed health and water infrastructure.

In the South of the country the situation became more unstable with a double conflict in progress. First, along the frontline: with regular clashes between the pro-government forces and the Houthis. Secondly, tensions between remain between the STC and the Hadi’ government. During the month of August 2019 and again in May 2020, these tensions escalated to clashes within Aden city and the takeover of the city the STC as well as other strategic points. The Riyadh Agreement, a power sharing agreement remains unfilled

In Yemen, HI works in 8 health facilities (hospitals and rehabilitation centers) in Sana’a and 1 hospital in Aden. In these health centers, teams intervene to meet the urgent needs of injured people through an integrated approach of physical rehabilitation and psychosocial sessions. HI also delivers training and awareness-raising sessions on rehabilitation, inclusion, and psychosocial support throughout projects to ensure the strengthening of local partners in the protection and health sectors.

HI’s program in Yemen focuses on three key areas:
1. Comprehensive Rehabilitation: reducing long term disability by ensuring there is increased access to comprehensive rehabilitation services in Yemen.

  1. Armed Violence Prevention: mitigating injuries through risk education aimed at keeping communities safe from the risk related to arms.
  2. Inclusion: ensuring vulnerable groups have equal access to humanitarian services.

While all HI activities have been implemented in in Sana’a governorate so far, in 2019 HI has expanded to Aden and is about to launch its activities Mokha and Hajjah.2

YOUR MISSION:

HI Yemen mission is expanding both activities and geographical coverage. The expansion of north and south operation are being set-up, implemented and monitored. While Sanaa base was covering in 2020 2 governorates (Sanaa and Amanat Al Asimah), the base will expand to reach one additional governorate (Hajjah).. Aden base is currently in charge of operation’s implementation in Aden city and in the near future in Lahj governorate; while supporting Mokha sub-base which operation covers Mokha’s surroundings (such Khokha,, Taiiz, Mawza).

P&O services are expanding through direct provision of P&O services by the HI team as well as through Prosthetic and Physiotherapy Centres in Sana’a and Aden. A strategic choice is to be made on establishing a P&O center in Hajjah. The position will be responsible for providing technical support and coordination for P&O teams to ensure the quality of the P&O services and strategic guidance regarding the development and review of HI P&O interventions in Yemen.

Reporting to the Technical Unit Coordinator, as Technical Coordinator P&O, you will give technical support and coordination of P&O teams to ensure the quality of the P&O services provided in the intervention areas.

RESPONSIBILITY 1: TECHNICAL SUPPORT

  • You support and coordinate the capacity building of P&O staff through direct provision of training sessions, supervision, practical analysis and on the job training when in the field.
  • You provide ongoing technical support to the rehabilitation and Mental Health and Psychosocial Support (MHPSS) staff
  • You develop/review a package of P&O tools and guidelines
  • You provide regular training to HI and partner staff in order to improve their knowledge and appropriation of new tools and appropriate P&O technology Provide technical guidance to HI staff, including performing regular field visits to monitor practices and provide on the job training
  • You evaluate P&O partners for future HI programming, including investigating new P&O technologies
  • You work closely with other HI coordinators (Rehabilitation and MHPSS)
  • You provide technical support to the logistics department, ensuring technical validation of P&O devices, items and equipment
  • You design technical tools, training, leaflets, protocols and other relevant documents and disseminate them among the mission upon prior validation by HQ Technical Advisor

RESPONSIBILITY 2: PROGRAM STRATEGY

  • You analyze existing P&O resources and needs to define or update the P&O Strategy and Operational Framework for Yemen in close coordination with Technical Coordinator Rehabilitation, Program Coordinator and Project Managers)
  • You lead the implementation of P&O strategy
  • You review previous HI P&O services provided in Yemen (Phase 1 and 2) and contribute to anticipation and planning for P&O future needs
  • You participate in continuous needs assessments for development of new projects and / or adaptation of existing projects

RESPONSIBILITY 3:  QUALITY MONITORING

  • You ensure the technical relevance and quality of HI intervention related to your field of expertise
  • You ensure coordination of our P&O intervention amongst local and international actors, avoiding duplication and promoting cohesiveness
  • You review the cost efficiency of HI P&O services in Yemen and make recommendations to promote the use of other materials/components, etc, where appropriate
  • You advise, where possible, public and private hospital surgeons on good surgical practices for optimum prosthetic fitting and post-amputation outcomes
  • You mentor HI suppliers to improve their skills and techniques to raise the quality of their services (if possible)
  • You develop or update a mapping of P&O services providers in Yemen and assess their technical level

RESPONSIBILITY 4: REPRESENTATION AND COORDINATION

  • You represent HI with relevant local authorities
  • Effective coordination with P&O centers
  • You participate in various coordination meetings
  • You initiate the setup of P&O Standard Operating Procedures (SOPs) at a national level
  • You build a network of P&O actors and initiate a referral mechanism for P&O beneficiaries to ensure equity of access to rehabilitation services

RESPONSIBILITY 5: TEAM MANAGEMENT & CAPACITY BUILDING

  • You ensure strict application and respect of Internal Regulations by staff under direct line management
  • You manage the team under direct line management: set individual objectives, complete appraisals of team members, ensure disciplinary measures are taken when necessary, identify training needs, etc.
  • You coordinate the technical capacity building for staff members in coordination with the HR department
  • You follow the nationalization process for relevant positions: support the identification of suitable national candidates, create capacity building plans and follow up on its implementation

RESPONSIBILITY 6:  REPORTING

  • You contribute to the monthly situation report (SITREP) by providing progress related to your position
  • You report regularly to your line manager and upon request

CHARACTERISTICS OF THE POSITION :

The position is based in Sana’a – Yemen. The expatriate will also have to spend time in HI bases (Aden, Mokha and Hajjah). Even if based in Sana’a, the expatriate may be required to spend time in Aden while waiting for North Yemen visa, as the visa for the South is usually obtained more quickly.

In Sana’a, Aden and Mokha, shared guesthouse well equipped with a safe room, most of the work is done at the office but there are some possibilities to go out for work purposes and for some extra professional activities. All movements are done by car. HI has set-up a curfew. The situation is relatively calm in Sana’a nowadays; while it remains tense in Aden and Mokha

Experience / Training

  • You hold a Prosthesis & Orthotics technician degree
  • You have at least 4 year of professional experience in the field of P&O services technical coordination.
  • You have already an experience in humanitarian context, preferably in emergency contexts
  • You are able to work under high pressure and with high level of autonomy
  • You have a strong communication and interpersonal skills
  • You are used to work with multi-disciplinary teams, working as part of a network and collaborating
  • You are fluent in English (oral and written), Arabic would be an asset

Salairy

  • Starting date : 15/11/2020
  • Length of the contract12 months

Employee:

  • Salary from 2760€ gross/month regarding the experience of the candidate
  • Perdiem allowances : 550 € (net)
  • Hardship allowance : 500 € (net)
  • Insurances: health coverage, planning, repatriation, retirement (if senior volunteer).
  • Paid holiday : 25 days per year
  • R&R : 5 days every 6 weeks
  • Status : position open to unaccompanied
  • Housing : Collective taken in charge by HI
