CONTEXT: In order to implement its development and humanitarian activities in its countries of interventions, Humanity & Inclusion mobilise funding from a large range of institutional partners.

OBJECTIVES:

The mission of the Institutional Partnerships Officer, as member of the Institutional Funding North Europe team, is to help mobilising funding from a portfolio of donors’ accounts that includes the EU (mainly ECHO, INTPA, EEAS, NEAR, FPI and EUTF), the Nordic countries (Norway, Sweden, Finland, Denmark) and the Benelux countries (Belgium, Luxembourg, The Netherlands).

The EU Institutional Partnerships Officer is in charge of donor relations, compliance framework and support to contract implementation of his/her portfolio of donors. His/her current portfolio of donors includes the European Commission (ECHO / INTPA / NEAR and EUTF).

The EU Institutional Partnerships Officer operates under the direct responsibility of the Head of Institutional Partnerships North Europe. Within the EU team, he supports the two EU Institutional Partnership Advisors in charge of these specific donors’ accounts.

MAIN RESPONSIBILITIES: A. Donor relations The EU Institutional Partnerships Officer manages relations with the donors of his/her portfolio in order to develop businesses. For this, he/she:  Supports business development. For this, he/she: o Identifies, qualifies and disseminates funding opportunities quickly to relevant colleagues (Nofo for EUDEV published calls and HIPs). o Supports and coordinates arbitration, kick-off meetings, project framing, proposal writing & submission of projects proposals o Coordinates with and support operations staff (HQ / Field) in their business development efforts o Identifies success/rejection reasons to improve the quality of future proposals.  Builds and disseminates knowledge on donors in his/her portfolio, and therefore anticipates, understands donors’ expectations, strategies and shares his/her analyses.  Negotiates with institutional partners & promotes HI interests. For this, he/she : o Participates & represents HI at NGOs platforms (Concord, Voice) on matters concerning funding & procedures of its donors portfolio o Participates, represents HI at meetings and events related to his/her donors portfolio, o Supports advocacy toward donors o Supports contracting and contracts amendment  Contributes to successful preparation of reports through advice and clarification of the rules, according to the agreed standards. For this, he/she: o Defines the expected standards for the report & carries out quality controls on the reports submitted to the donor HI, Humanity & Inclusion is seeking a EU Institutional Partnerships Officer o Applies problem-solving with HQ / field project staff if necessary (temporary need for substitution, modification of standard, training, …)  Manages information on donors. For this, he/she: o Contributes updating the contracts database (Navision) o Regularly updates internal communication platform and regularly publishes on EU evolutions on the intranet B. Compliance framework The EU Institutional Partnership Officer defines, disseminates and controls the application of standards as per donor requirements. For this, he/she:  Develops sound knowledge of / expertise on donors rules and regulations to provide support and advice to programmes  Applies problem-solving if standard not applied (adapting standard, training, …)  Analyses the new 2021 framework related to the new Model Grant agreement and PRAG  Leads/supports on the adaptation of the organisation to new EU tools in place : OPSYS  Supports in the development of training materials based on these rules  Supports the consolidation of internal contributions for HQ audits  Participates in the Global Institutional strategy and contributes to internal solicitations C. Support the contract implementation The EU Institutional Partnership Officer supports operations and technical staffs in their funding strategy (Stratop / Stratech) and in the implementation of their contracts. For this, he/she:  Supports project staffs in interpreting & applying donor regulations, and for this provides advice.  Supports project staffs liaising with the donors or acts as in-between when required. In order to carry these responsibilities, the EU Institutional Funding Officer must:  Have a sound understanding of the EU functioning  A solid network within the EU institutions is a valuable asset  Obtain & maintain a sound knowledge & understanding of HI’s social mission, activities and functioning

EU Institutional Partnerships Officer :  Regularly visits the projects supported by the donors of its portfolio (monitoring and/or support missions)  Builds and maintains good partnership relations with the donors of its portfolio  Builds and actively participates in formal and informal networks DESIRED PROFILE: 

Expériences / Formation

Education/qualifications: – Two years of higher education in a field relevant to the job, or equivalent experience – Languages: fluent French and English  Professional experience and skills: – At least two years’ experience of managing funding and/or development/emergency aid projects abroad or at NGO headquarters in relation to the EU (preferably in Brussels) – Experience in European funding management (EC or Members states) and knowledge of EU tools (Appel, OPSYS, Prospect, Pador, Transparency Register, etc.) – Knowledge of the project management cycle methodologies (operational and financial) – Capacity and appetite for networking (experience working with an NGO coordination platform is an asset) – Ability to prioritize and manage large amounts of information – Excellent writing and synthesis skills – Demonstrated proficiency in office and IT tools  Interpersonal skills: – Good interpersonal skills – Pedagogy, adaptability, and flexibility – Teamwork (preferably international and multicultural) – Rigorous and organized – Autonomous
