We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT :

Humanity & Inclusion (HI) has been implementing development and humanitarian interventions in Ethiopia since 1986. HI had been also implementing protection project for Internally Displaced Persons and South Suddenness Refugees.  Currently HI is implementing an inclusive protection projects in Somali region, Liben Zone (Dolo and Filtu districts) and Gambela refugee camp.

The project is focused on generating conclusive experience and change in the quality of life of people with disabilities by demonstrating the interaction and interdependence between advocacy for people with disabilities’ rights and practical efforts in supporting them obtain access to quality, inclusive services. To achieve this, in consultation with its national and regional DPO partners, the project focuses on 3 different sub-Saharan African countries (Ethiopia, Benin, Rwanda), each with its own challenges and particularities, to define access to service interventions in health, education, and livelihoods – with the balance between each sector the reflection of the specific priorities identified in each country. The experiences gained will thence form the basis for a rigorous learning development and exchange between the countries, both to reinforce country-level practices, as well as to provide practical evidence to advocate for change at the Africa regional level.

This latter point is the second strand of the project: to demonstrate the value and practicalities of establishing clear lines of interaction between advocacy, project experience in seeking inclusive access to services, and generating an environment that is conducive to affecting such change. This will therefore animate and reinforce a ‘virtuous circle’ between: states’ existing obligations and commitments on people with disabilities’ rights (notably but not limited to UNCRPD); the experience gained by the project in efforts to meet those commitments at the local and national levels; and using advocacy in regional-level fora to move the three focus countries forwards in meeting their disability inclusion commitments. The DPO partners will play a central, critical role in carrying forward these combined efforts as well as using the project experience to make decisive progress in strengthening their capacities in advocacy and in accompanying the strengthening of inclusive service provision in their countries.

HI is looking a Regional Project Manager to coordinate implementation of HELASIA project strategies and support project management teams in the HI implementation countries: Ethiopia, Rwanda, Benin as of January 2020.

YOUR MISSION:

Under the responsibility of the Country Director, your responsibilities are to ensure:

  • the quality and impact of HI’s actions according with methodological frameworks and project cycle.
  • the overall coordination between HI-HELASIA country-based teams
  • respect of operational commitments by all countries and regular exchange of practices

Project management

  • You ensure the good implementation of HI’s Monitoring, Evaluation, & Learning (MEAL) tools (control of annual work plans, project reviews, regional coordination)
  • You ensure the compilation of operational and financial datas and their transmission to the project managers with the HELASIA Financial Manager
  • You support project reviews and monitoring to maintain consistent information and take corrective action as required.
  • You ensure project compliance to NORAD requirements as regards to reporting, indicators monitoring for Payment by results.
  • You collect program support needs on project management and liaise with the Country HELASIA project managers to identify relevant supports
  • You ensure the management of your team (composed of 15 persons, with 2 or 3 in direct line management) set objectives and carry out assessments of direct reports, oversee the team’s career development

 Coordination

  • You take part to project coordination and supports the HELASIA Technical Manager in the design of coordination systems
  • You implement monitoring and coordination tools
  • You ensure regular information exchange based on fact sheets or other sharing tools across the HELASIA project country teams and Headquarter

Technical communication, Advocacy and policy influence

  • With the HELASIA Technical Manager, you represent HI in the HELASIA steering mechanism to assure visibility at partners level
  • You cultivate a strong relationship with Technical Regional Manager to achieve organizational goals and provide periodic updates on the progress, challenges, successes, and lessons learnt.
  • You implement data collection plan related to access to services by people with disabilities using the short set of questions from the Washington Group
  • If requested, you meet with the donor representatives at regional and or Country level

YOUR PROFILE :

  • You have at least 5 years of experience in team management and project coordination, ideally with relevant experience on disability, gender and age, and prior experience in East Africa.
  • You have advanced writing and oral capacities in English and French, and strong interpersonal and communication skills
  • You have special ease at collaborative work, participatory approach
  • You show great ability to create dynamic and very positive working relations including at distance, with high level of mutual confidence and solidarity
  • You are very composed, solution-oriented and with a high level of professional maturity

CHARACTERISTICS OF THE POSITION:

Security situation in Ethiopia is overall under control, despite some periodic ethnic clashes and roadblock by protester.

CONDITIONS:

  • 39 months International Contract as of January 2020
  • Based in Addis Ababa, Ethiopia, with travels to Benin and Rwanda
  • Salary from 2300€ gross/month regarding the experience of the candidate
  • Perdiem : 530€ net/month
  • Insurances : medical hearth coverage, retirement planning, repatriation
  • Paid holiday : 25 days per year ; R&R : 1 day per month
  • Accompanied position, family duty
