Overview of project
With increasing attention on how multi-sectoral nutrition action is critical to achieve positive nutrition outcomes, SNV proposes to scale the Sustainable Nutrition for All (SN4A) approach in Zambia to support the Government of the Republic of Zambia (GRZ) and the Department for International Development (DFID) realise nutrition targets.  SN4A Phase 2 is currently being implemented in the three districts of Kasama, Chinsali and Isoka in the Northern and Muchingwa Provinces of Zambia. The first phase of the project was successful in increasing the dietary diversity of women of reproductive age (WRA) and infants (6-23 months). SN4A applies both a demand and supply side strategy, integrating the key pillars of demand creation through triggering, social and behaviour change communication (SBCC), improved supply of safe, affordable and nutritious diets year round and strengthened sub-national governance. SNV Zambia proposes to scale SN4A in three new districts in the Northern Province to improve the diets of women of reproductive age, including adolescents and infants (6-23 months) over a 2-year programme.
Job Description
The Programme Manager will have overall responsibility and accountability of the Scaling SN4A programme. This includes ensuring the contract between DFID and SNV is implemented as agreed, overall programme management, supervision of human resources, administration, financial management, logistics, procurement, managing partners and ensuring quality control and timeliness of all deliverables. The programme manager is required to report as requested to the donor.
A Programme Manager with international experience in managing nutrition programmes. Based in the Kasama office, the PM will manage the programme team and has full responsibility, autonomy and authority for decision-making on a day-to-day basis. He/She will report to the Project Director (Country Director). He/She will also be responsible for managing working relationships and collaborations with the Scaling Up Nutrition (SUN) 2.0 stakeholders, including the National Food and Nutrition Commission (NFNC), USAID and the USAID Learning & Evaluation Provider and will also have oversight of existing SN4A programme to ensure linkages are made for scalability. He/she will also ensure coordination of subcontractor WCDI; will develop and finalise narrative reports; programme implementation plans and timelines, Terms of Reference for WCDI assignments and other service providers.
Key Responsibilities
-Manage the overall programme development and implementation; including initiating contract handover with the prospect team; and overall programme management as per the SNV PM procedures and donor requirements.
-Strengthen SNV’s collaborative relationship with SUN 2.0 Stakeholders, Line Ministries, and provincial and district authorities and other stakeholders in the targeted districts.
-Update the work plan and budget periodically and in response to actual implementation opportunities and challenges.
-Account and report to the donor and consortium partners on programme performance and progress.
-Lead and manage the project team and partner(s).
-Monitor and ensure performance of the programme and ensure that all milestones are met according to donor requirements, develop mitigation plans to reduce setbacks and take corrective actions to remedy any deviation from work plan(s).
-Ensure full synthesis, analysis and documentation and sharing of project insights and results, signal potential for positioning, innovation, upscaling and potential follow up projects.
-Build and maintain effective relationships, with team, external partners and the donor(s) by ensuring a high level of SNV visibility and branding according to donor guidelines in all appropriate activities working with and drawing on available communication support.
Qualifications
-A postgraduate qualification in Nutrition, Agriculture or Food Security, Public Health Nutrition.
-A minimum of 10 years or more in managing large nutrition-related development programmes;
-Experience in development and managing budgets and expenditure;
-A background in managing teams of national and international experts;
-Demonstrated ability to build and maintain relationships with government representatives, donors, other donor-funded projects and other stakeholders;
-Results orientated and commitment to accountability;
-Work experience in Zambia is essential;
-Willingness to travel to all project locations;
-Experience in Monitoring and Evaluation;
-Excellent communication (written and oral), reporting and presentation skills; and
-Fluency in English.

Contract Duration: 1 year full -time international employment contract, with strong possibility of extension
