JOB CONTEXT :

Lao PDR is a landlocked country situated in Southeast Asia. Lao PDR is the most bombed country in the world per capita, with more than 270 million cluster sub-munitions dropped on it during the Vietnam War from 1963 to 1974. All 17 of the country’s provinces still suffer from UXO contamination and more than 90% of the people in these areas live in fear of UXO.

 

Funded by the Government of Luxembourg, HI will implement a Community-Based Inclusive Development (CBID) project within the Sam Neua District of Houaphan province. Under the management of the CBID Provincial Manager, CBID Facilitators will operate from the HI Provincial Office in Sam Neua to provide support to persons with disability and vulnerable families within communities. This includes provision of livelihood training and financial support, assistive aids, mental health and psychosocial support and access to medical and rehabilitation services. Additionally, the CBID Provincial Manager will support the establishment of the Provincial branch of the Committee for the Disabled and Elderly (PCDE) within the HI Provincial Office. The aim is to develop the capacity of the PCDE within Houaphan province to raise awareness of disability rights and inclusion and support development of services for persons with disability. Location of the HI Provincial Office is currently ongoing and the intern will provide support to establish it within Sam Neua.

 

Commencing in January 2018, a new UXO Project was launched in Lao PDR, which is based in the Houamueang District of Houaphan Province around two hours’ drive from Sam Neua. The project aims to reduce the humanitarian and socio-economic risk posed by UXO on rural life and livelihood through a comprehensive approach of Survey and UXO Clearance, Mine/UXO Risk Education, Behavioural Change Interventions, Victim Assistance and Advocacy within 44 target villages involving some other partners like GRET, Oxfam and UXO Lao.

 

Through its UXO project, HI aims to reduce the threat of UXO by raising awareness and promoting safe practices. HI’s Risk Education team delivers safety briefings to villagers and conducts movie events to promote safe practices in UXO contaminated areas. With the aid of community volunteers, the RE team develop a community-based risk management plan for each village to continue delivery of UXO safety messages and designate a focal point for UXO reporting and marking. To support the RE activities, the intern will develop the existing materials used to deliver RE, as well as design new material adapted to the Houaphan context. To promote UXO awareness and safety at the provincial level, HI aims to establish a UXO Education Centre within the HI Provincial Office in Sam Neua, which will also serve to provide information of services for persons with disability. The intern will be responsible for establishing and promoting the Centre and producing materials for dissemination and display within it.

 

Through its various projects, HI Laos aims to promote the rights and inclusion of persons with disability safety in Lao PDR. The CBID project’s facilitators and the UXO project’s VA team will provide support to UXO victims, persons with disability and their families within target villages and promote their inclusion within communities. To support their activities, the intern will design targeted information, education and communication (IEC) material for dissemination within communities.

 

YOUR MISSION:

1) Establish a UXO Education Center within HI’s Provincial Office and support the design of IEC materials

 

  • With the support of HI’s logistics team, assist the establishment of the HI Provincial Office
  • Collaborate with HI’s partner, UXO Lao, GRET, Oxfam, to frame what can be displayed and obtain UXO/CAMA-related materials for display within the centre
  • Design communication and awareness raising materials for display in HI’s UXO Centre.
  • Act as the front face of HI’s UXO center to provide visitors with information.
  • Provide information on HI’s UXO and CBID projects, as well as services for UXO victims and persons with disability, in Houaphan province.
  • Oversee the daily running of the UXO Education center and promote it within Houaphan province.
  • To provide additional funding to its UXO activities, explore the opportunities for HI to promote UXO discovery tourism, including identification of potential partners within Houaphan.

 

2) Support the design of IEC materials for Mine/UXO Risk Education and Victim Assistance

 

  • Using the results of HI’s knowledge, attitudes & practices assessment survey towards UXO safety in Houangmeung District, design targeted Mine/UXO RE material. This can include flipcharts, brochures, posters, presentations, social media promotion, practical exercises and short movies.
  • Organise the translation of RE materials into Lao language and production for use in HI’s projects and UXO Education center.
  • Design brochures and posters to promote rehabilitation, mental health and vocational services for UXO victim, persons with disability in Houaphan province.
  • Create IEC materials to support the activities of the CBID project and UXO project’s victim assistance component.
  • Support the dissemination of IEC materials within Houaphan province.

  • Currently studying or completed a Bachelor Degree in Communications and/or Graphic Design or any other relevant fields of work
  • Experience of graphic design and associated software is required.
  • Knowledge of effective communication strategies to develop communication activities and associated materials.
  • Previous experience in business management would be an advantage.
  • Ability to work autonomously and manage own tasks.
  • High level of Diplomacy
  • Fluent in English language.

Salaire / Indemnité The intern will be primarily based within HI’s Provincial Office in Sam Neua, the capital of Houaphan province. Sam Neua is a small and rural city, surrounded by mountainous terrain and is fairly remote. Direct flights are available between Vientiane and Sam Neua, but these become unreliable during the wet season from June to September. Alternative travel is by direct flight from Vientiane to Xiengkhouang District by flight and a 7 hour drive to Sam Neua. Sam Neua has a large market, a number of guest houses and restaurants and two coffee shops. The intern will be provided accommodated within HI’s office in Sam Neua for the duration of the internship and will have the opportunity to visit the HI Head Office in Vientiane and HI’s UXO project in Huangmueng District, Houaphan province, as required.

 

  • Accommodation: Provided by HI Laos. Accommodated with a member of HI expatriate staff in Vientiane. Accommodated within the HI Provincial Office in Sam Neua.
  • Local transportation: Provided by HI. Transportation to / from Vientiane International Airport and local flights to / from Sam Neua will be arranged by the Vientiane coordination.
  • Per diem: Provided by HI. Will be provided in local currency upon arrival in Vientiane.
  • Flight ticket: One return International flight ticket provided by HI Laos
  • Insurance: Provided by HI.
