JOB CONTEXT :

The Myanmar Thailand (MyTh) program was created in 2016 with the merge of 2 already existing missions, setting up cross border initiatives to integrate the return of refugees from Thailand to Myanmar as part of its regional strategy.

 

In Thailand, HI started working in 1984 and first focused its actions on the delivery of mobility and assistive devices to Thai and Burmese landmine/ERW victims. HI currently implements activities in the camps of Burmese refugees on the Thailand/Myanmar border and in three thematic areas: Rehabilitation, Disability and Social Inclusion (DSI) including inclusive child development, implemented in 5 camps and Risk Education (RE), implemented in 9 camps.

HI is part of several consortia and coordination mechanism including Health, Protection and Disaster Risk Reduction Clusters. In addition, HI coordinates with the National Victim Assistance Technical Group, gathering national and international actors under the umbrella of the National Mine Risk Working Group (MRWG) HI’s strategy is based on 3 operational priorities as follows:

  • Pillar 1 – Armed Violence Reduction: Mine risk Education and Land Release
  • Pillar 2 –Inclusion: Disability Social Inclusion; Support to Civil Society, inclusive Disaster Risk Reduction, Livelihoods
  • Pillar 3 – Health and Rehabilitation: Emergency Hospitals Preparedness; Mother and Child Health; Functional rehabilitation; Mental health and Psychosocial support.

 

 

YOUR MISSION:

Under the management of the Regional Country Director also based in Yangon, the Technical Unit Manager is mandated by the Geographical Division to implement HI technical policies, methods and approaches at the level of the program of HI MYANMAR/THAILAND.

 

To reach this objective, you will have following responsibilities:

  • Manage the Regional Technical Unit team members
  • Set individual objectives, evaluate individual performance, contribute to development & career evolution, monitor competences
  • Manage the team of technical specialists and coordinate the planning of the technical support
  • Ensure the respect of global technical frameworks and standards and the learning process
  • Attend relevant cluster/Sectoral Working groups/coordination meetings so as to position HI strategically in the Country
  • Contribute to HI’s advocacy work on disability inclusion and promotion of the Rights of People with Disabilities
  • Lead the Development of the Programme and Contribute to the program strategy (STRATOP)
  • Contribute to the implementation, monitoring and review of the STRATOP for Myanmar/Thailand
  • Produce & steer the conception of major projects or of new projects in the region
  • Lead the design and writing of new innovative projects proposals, accordance with HI’s technical and operational frameworks, develop strategic partnerships and ensure context monitoring
  • Identify & develop Regional or local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics
  • In close collaboration with the RPD, contribute to the management of the fundraising strategy of the program
  • Ensure the management of the Monitoring Evaluation Accountability and Learning framework for the MyTh program

Expériences / Formation du candidat YOUR  PROFILE :

  • You hold a University degree in social sciences, social work, development studies, or related disability field;
  • You are fluent in both written and verbal English (write project proposals/ reports, and draft/edit a variety of written reports)

Your experiences:

  • At least 5 years overseas experience for an international organisation in two or more of HI’s major sectors of activity
  • At least 2 years experiences in emergency setting
  • At least 2 years’ experience in MEAL and projects’ design and writing
  • Experience in technical representation and networking skills at international level

 

Your competences:

  • Multicultural team management, excellent interpersonal and negotiation skills
  • Capacity building, coaching and mentoring skills
  • Strong adaptation and time management skills

CHARACTERISTICS OF THE POSITION :

  • The security situation in Yangon is good. Travels to some sites require authorization and to follow security rules.
  • All main goods and facilities are available. Frequent daily planes to Bangkok for e²mergencies or leisure. The expatriate community is big and diverse. Living conditions are comfortable. The traffic can be intense. Taxi service is available everywhere and reimbursed when used for working reasons.
