CONTEXT:

Handicap International (HI) started its activities in Iraq in 1991. Since the offensives of the group Islamic State (ISG) in 2014, Iraq has been facing an internal armed conflict and a double humanitarian crisis, with high numbers of Iraqi internally-displaced people (IDPs) and Syrian refugees in need of humanitarian assistance. In 2015 the ongoing armed clashes have caused further waves of displacement. In January 2016, there were 3,290,000 recorded IDPs and 245,000 Syrian refugees in Iraq.

Access to the displaced populations remains the main challenge. Most of the IDPs have settled out of the camps (both in urban and rural areas), are widely spread and move frequently among different host communities. In addition, Conventional Weapons (CWs) and Improvised Explosive Devices (IEDs) continue to impose a devastating human toll in Iraq. In contaminated areas, local populations, IDPs and returning populations are all at risk of death and injury. It is estimated that an average of 324 IED incidents occur on a monthly basis.

HI has currently 5 offices in Iraq:Erbil coordination office, Kirkuk field office, Mosul field office, Kalar field office, Baghdad office.

HI’s strategy in Iraq for 2017-2019 includes 3 main components:
– Arms Risk Reduction: Including Risk Education and Land release
– Health: Physical and psychological rehabilitation
– Inclusive access to essential services

 

YOUR MISSION:

The general mission of the Support Services Manager is to manage Kirkuk and Kalar support services and ensure the HI capacity to run and develop activities in Kirkuk governorate and North Diyala area.

Under the direct supervision of the Field Coordinator, you will be responsible for:
– Ensuring direct line management and capacity building of Human resources, finance and logistics teams members of Kirkuk and Kalar offices;
– Ensuring that local legislation and Handicap International internal procedures for HR, Logistics and Finance is respected;
– Ensuring the respect of donor Administrative and Logistics guidelines (cash management, recruitment process, procurement management, stock management, asset management, fleet management);
– Negotiating and liaise with local and administrative authorities as well as with local suppliers;
– Maintaining and developing the administrative and logistics organisation and operating framework: administrative management, management of contracts, etc.;
– Sending administrative and logistics reporting to the coordination on monthly basis;
– Ensuring proper management of human resources: HR policy, recruitment, administrative management of staff, training management.

Base: Kirkuk, spending a weekend in Erbil or Suleymaniyah every 3 weeks is mandatory, can be more.
Frequent visits to Kalar to plan (every month).

Team under direct line management: HR officer, Logistics officer, finance officer (Kirkuk), logistics officer, admin assistant (Kalar);

HR oversight about 101 staff at HI’s Kirkuk base and 19 at HI Kalar base.

YOUR PROFILE:

Qualifications:
– BA or MA in Human Resources management, Finance management, Economics, Logistics or Management
– Logistic and procurement management training is an asset

Experience:
– At least 5 years experience in Human Resource and Finance management preferably
– Previous experience in Logistics, procurement management in complex context

– Arabic is a plus

CONDITIONS:

• Starting date: ASAP
• Length of the contract: 1 year
• Salary from 2214 € (gross) / month regarding the experience of the candidate
• Perdiem: 510,57 € (net)
• Hardship allowance: 500 € (net)
• Insurances: medical hearth coverage, retirement planning, repatriation
• Paid holiday: 25 days per year
• R&R : 5 days every 3 months
• Status: unaccompanied position
• Housing: collective housing fully covered by HI
