The Mekong region has recently been established within the framework of the institutional project ROOTS. Made up of Cambodia, China, Lao PDR and Vietnam, its creation/implementation is in progress. With the regional set up in place, the Mekong StratOp was approved in March 2021. The Regional Financial department is made up of 14 people, 6 of which are directly managed by the Regional Finance Manager. Teams are spread in the 4 countries of HI Mekong region.

One of the key objectives of ROOTS is the nationalisation of decision-making positions. The objective of the Regional Finance Manager Trainer is to reinforce a national staff to take over the Regional Finance Manager position performed, until now, by an expatriate.

DESCRIPTION :

Under the line management of the Program Director, the Regional Finance Manager Trainer will strengthen the new Regional Financial Manager in order he can take over the whole responsibilities of his position in full autonomy.

– Responsibility 1 : Support the Regional Finance Manager in the overall budget management

o Help the organization of meetings between Log/PMs/Finance team to update forecast and share info about PSRs status/program advancement and financial consumption

o Help making bilateral meetings when needed with other departments, to make sure proposal are involving all budget holders/counter parts

o Advise/support making sure finance department is working smoothly with other departments

o Support the organization of kick off meetings when new fundings are signed

o Ensure the follow up of financial execution of projects and donors contracts

– Responsibility 2: Support the Regional Finance Manager on his team’s management : setting Personal Action plans for the people under his management

o Advise/support on the role of each team member

o Support the seting of personal action plans of each team member

o Advise/support in case of issue in the team

o Provide advices and keys for remote management

Responsibility 3: Train the Regional Finance Manager in HI’s Financial Information System, focusing on:

o Setting of complex co-funding in Navision

o Running rigoureously the monthly rolling forecast

o Monitor the donor’s budgets and planning with the proper tools

o Calculate the donors allocations every six months (closures)

PROFILE SOUGHT :

Qualification(s):

 University Degree in Finance or Accounting

 Proven knowledge of financial management of grants from major institutional donors

 Knowledge of financing mechanisms – contracts and grants and their relevant terms and conditions

 Proven ability to support, coach and encourage high performance in teams

 Experience managing grant programmes or sub-granting mechanisms involving local NGOs or CBOs would be an asset

Experience :

 At least 4 years of experience as Admin and/or Finance Manager / Coordinator in a professional organization (private, public and/or non-for-profit sector);

 At least 2 years of experience in the humanitarian sector overseas;

 Proven experience in coordination;

 Proven training and local capacity building experience;

 Experience of operational partnership management and/or remote management would be an asset;

 Knowledge of donors and experience in grant management would be appreciated;

 Previous experience with Handicap International would be an asset;

Skills :

 Knowledge of English (oral and written) is mandatory;

 Strong utilization of Excel (Level 3 or 4 minimum);

 Master MS office;

 Capacity building and training skills;

 Knowledge of the software Navision would be a strong asset;

Personal qualities:

 Strong organizational skills;

 Autonomous, reactive and able to deal with priorities;

 Extremely rigorous and precise, attention to details;

 Diplomat, able to work collaboratively in a team;

 Strong interpersonal and intercultural skills;

 Practical and problems solve;

 Ability to deal with complexity at different level;

 Ready and able to travel in the Middle East;

 Facility to resume, share and consolidate information;

 Commitment to values of inclusiveness, empowerment, accountability and gender equality.

• 3 months’ International contract starting from January, the 10th, 2022

• The international contract provides social cover adapted to your situation:

o Unemployment insurance benefits for EU nationals

o Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount

o Medical coverage – with 50% of employee contribution to the subscription

o Repatriation insurance paid by HI

• Salary from 2900 € gross/month upon experience

• Perdiem: 582 € net/month – paid in the field

• Paid leaves: 25 days per year

• R&R: 1 day per working month

• Position: unaccompanied

• Housing: collective taken in charge by HI
