Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in more than 60 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

The HI network is an organisation made up of a Federation (with 2 operational HQs in Lyon and Brussels), 8 national associations (Germany, Belgium, Canada, United States, France, Luxembourg, United Kingdom and Switzerland) and the HI Institute on Humanitarian Action. All these entities work concertedly to implement HI’s international aid and development mandate.

The Federation is responsible for implementing the network’s social missions in around sixty countries. It operates under the names “Humanity & Inclusion” or “Handicap International” depending on the country.

The national associations are known as “Handicap International” in continental Europe (Belgium, France, Germany, Luxembourg, and Switzerland) and “Humanity & Inclusion” in Canada, United Kingdom and United States. Each association has its own board of trustees.

JOB CONTEXT:

The Mekong Regional Program includes operations in Cambodia, Laos, Vietnam and China. The Regional Program Office is based in Vientiane, Laos with some regional staffs based in other countries.  Regional Business Developer  will be based in Laos and work within the Regional Technical Unit (RTU). The living condition in Laos remains quite good with reliable transportation infrastructure, health services, and housing in the capital area.

The mission will require some travel in the region. Frequency of travel will be determined by the evolving situation of the COVID-19 health context and travel restrictions issues by the different Governments of the region.

YOUR MISSION:

HI Mekong region StratOp 2021-2023 was approved end of March 2021, and it has been monitored in October 2021.

Reporting to the Mekong Regional Technical Unit Manager and in close collaboration with China, Cambodia & Vietnam Country Managers and Lao PDR Ops Manager, the Regional Business developer Specialist contributes to the implementation of Humanity & Inclusion’s mandate, the 2021-2023 Mekong Operational Strategy and 10-year strategy within his/her geographical scope. He/she designs, monitor, update and supports the Mekong regional fundraising strategy. He/she identifies funding opportunities and leads the concept notes and project proposals development processes, with the expected output of having documents ready for submission to donors (public institutions, foundations and private sector).

  1.  Strategic development:
    • Monitor donors’ strategies and priorities in order to anticipate calls for proposals and identify opportunities for submission;
    • Engage with identified donors to understand their perception of current HI programming and identify areas of interests for targeted fundraising efforts;
    • Monitor research and development initiatives of other organizations, including INGOs, UNs and government to spot trends in the development sector which need to be taken into account to develop competitive proposals;
    • Contribute to StratOp development and follow-up, with a focus on Fundraising action plan and Internal Project Documents.
  2.  Relationship Management :
  • Work with the Programme Director and Country Managers to build HI’s external profile and influence, building key stakeholder relationships with relevant decision makers in government, national/local organizations, donors and key international organizations;
  • Develop excellent and active working relationship with strategic donors and partners in-country;
  • Promote HI’s technical positioning, approaches, know-how and expertise in relevant networks in order to develop consortium agreements;
  • Feed into the Funding Needs tool (on HINSIDE) to make sure program needs are well known at HQ/NAs level and develop supporting documents, such as “project sheets” and/or “donor sheets”
  • Manage the program’s CRM and ensure it is updated as needed.
  1.  Proposal Development :
  • For new project: Lead donor’s proposal writing in accordance with HI’s proposal writing process and tools (PD-tool, Project Development Monitoring tool, etc.) and including the development of: logical frameworks, MEAL plan, technical approach narrative, planning, staffing and budgeting;
  • For the renewal of existing projects: contribute, under the lead of the Project Manager, to the proposal’s writing;
  • Coordinate and collaborate with HQ shared services, HI National Associations (Projects Support Officers) and technical staff to ensure their inputs are duly reflected in proposals;
  • When required, identify appropriate/competitive teaming arrangements (consortiums, multi-country projects…) and facilitate negotiations;
  • For consortiums, manage coordination, communication and inputs from subs during project development;
  • Review final proposal/concept note before submission for compliance with donors guidelines and expectations, budget matching to technical narrative and overall quality;
  • Ensure (when relevant) the final submission of the concept notes and proposals to donors;

Expériences / Formation

YOUR  PROFILE:

  • You hold a degree in Master degree in humanitarian and development studies or equivalent
  • You have a minimum of 5 years’ experience in humanitarian project development and donor relationship (including experience in consortium development)
  • You master negotiation and representation (internally and externally) advocacy and networking techniques
  • You like Partnership mobilization and management, Analysis (donor environment, geopolitics) and ethical positioning
  • You are an expert in proposal development (logframes, budget & narrative) Synthetic and analytic thinking
  • Your Leadership is key in this multi-cultural and multi-sector teams, on-site and remotely
  • You master both written and oral communication in, English – French will be an asset

  • 12 months International contract starting from 15th, february 2022
  • The international contract provides social cover adapted to your situation:
    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2757 € gross/month upon experience
  • Perdiem: 537,26 € net/month – paid in the field
  • Paid leaves: 25 days per year;
  • R&R: Level 1: 1 day per month

      • Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
      • Mission of more than 12 months : a child allowance of 100€ per month, per child (from the second child) paid in the field

    • Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income/
    • Mission of more than 18 months: payment of one yearly additional return flight
  • open to families: package familial

  • Contribution to school registration fees for children over 3 years
  • Family-wide health coverage
  • Payment for travel costs (air ticket & visa) and transport of your personal effects
