DESCRIPTION :

Handicap International intends to respond by implementing an intervention through local partners, with the aim to improve the living conditions of the most vulnerable people, including persons with disabilities, by ensuring access to inclusive and quality services & livelihoods through a multi-sectoral response. The response will include inclusive humanitarian action; protection; rehabilitation and MHPSS support as well as food distribution. HI’s intends to open its Venezuelan’s mission from June 2019.

OBJECTIVES OF THE POSITION:
Under the direct responsibility of the Operations Manager, and in close coordination with the different teams contributing to the project, the Project Manager is in charge of the quality and timely launch and implementation of the project:
– Recruit, train and manage the program teams in the project sectors
– Contribute to the implementation of the intervention strategy in the health (PSS and rehabilitation) and protection sectors
– Support the needs identification and response plans in the areas of intervention
– Identify, contract, build capacities and follow-up implementing partners
– Ensure regular data collection, data analysis and indicators’ follow-up for the programs under your responsibility, within the framework of HI Project Monitoring & Evaluation framework and the donor requirement
– Manage the activity budget for the project under your responsibility
– Ensure the respect of financial, logistical and HR procedures by the project teams
– Represent HI with local partners and other humanitarian actors in the intervention areas, in coordination with the Operation Manager

PROFIL:

Qualification(s): Diploma in a field related to the job (humanitarian, Management School, Sciences Po, etc.)

Experience:
– At least 3 years’ experience in team management
– At least 3 years’ experience in project design and management
– Work experience in protection
– Experience in other key sectors: inclusion, MHPSS and Rehabilitation, cash assistance

Skills:
– Good analytical, synthesis and writing skills
– Very good command of written and spoken Spanish.
– Good command of English or French
– Proficient in the use of project programming, monitoring and evaluation tools (PSE).
– Knowledge of international donors
– Good knowledge of protection mainstreaming principles, GBV and CP international guidelines, including GBV IASC guidelines, Child protection Minimum Standards (CPMS)

Personnal qualities:
– Autonomy and initiative
– Teaching and learning (training) skills.
– Good interpersonal and listening skills.
– Very good communication skills
– Engagement
– Diplomacy
– Coordination skills
– Patience and ability to stand back

SPECIFICS :

In Latin America, the perception of humanitarian intervention is quiet negative. There is a medium risk level of repression, the potential consequences being from expulsion to detention by military forces. To mitigate this, low profile is required (visibility etc.)
To mitigate the possibility of crime in urban and rural areas, in addition to the economic crisis , there is certain level of security to respect:
– Movement restrictions (from 6:00 a.m. to 6:00 p.m.)
– Curfew from 10:00 p.m.
– For road trips, convoy movement and movement tracking.
– Confinement in case of protests and blackouts
– Identification of prohibited areas
Currently, the country is also facing several power cuts that could lead to additional restrictions on movement.

Nevertheless, housing and offices will be located in secure sectors of Caracas, with a security system, and it is possible to travel around the city of Caracas, have dinner and lunch outside and find leisure activities

CONDITIONS:

• Starting date: 01/09/2019
• Length of the contract: 12 months
• Salary from 2200 € gross/month regarding the experience of the candidate
• Perdiem : 393.44 € net/month
• Hardship allowance: 250€ net/month
• R&R : 5 days every 3 months
• Paid holidays : 25 days per year
• Insurances : medical health coverage, retirement planning, repatriation
• Status: single
• Collective housing
