MISSION CONTEXT

Handicap International (HI) has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society.

HI promotes an inclusive approach by focusing on access to services for all whenever possible rather than developing specific actions for people with disabilities. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society. Since 2007 HI in Bangladesh has been particularly active in the field of physical rehabilitation, Inclusion and Mainstreaming activities. Over the years, HI has gained significant experiences in supporting the disability movement in the country especially by working with Disabled Peoples’ Organizations (DPOs).

Since the end of August 2017, due to the scale of the crisis in Cox’s Bazar, HI has expanded its existing response in order to accommodate emergency needs, as more than 500,000 people from the Rohingya minority have crossed the Myanmar border and taken refuge in Bangladesh, joining 300,000 to 500,000 Rohingyas already present in the country. In this context, HI is conducting the following activities through mobile units and static points to Rohingya refugees and host communities:

  • provision of rehabilitation services
  • provision of mental health psychosocial support
  • distributions of NFIs (shelter kits, wash kits, hygiene kits, protection kits) and food items
  • referrals to specialized protection services (SGBV and child protection services) and dealing with other protection issues (mainstreaming disability, gender and age)

HI has been working in two refugee camps, makeshift shelters and host communities in the Teknaf and Ukhiya districts of Cox’s Bazar since 2007, therefore our teams are now supplying aid to the new arrivals and identifying the most vulnerable people, assessing their health, rehabilitation and accommodation needs.

JOB DESCRIPTION

Based in Cox’s Bazar, with frequent movement to the field bases in Ukhiya and Teknaf, and under the responsibility of the Technical Unit Coordinator and with the support of the HQ MHPSS Technical Referent, you will be responsible for:

  • ensuring technical support on HI MHPSS approach within the emergency response
  • providing training and coaching, and “on the job” training of the HI teams and volunteers on the MHPSS mainstreaming principles
  • providing specific technical support to the PSS, social and sports officers
  • monitoring and maintaining compliance with standard HI technical guidelines and international MHPSS guidelines MHPSS mainstreaming and response
  • ensuring HI’s proper representation in sectorial working groups
  • regularly reporting on the above activities (statistic, review monthly objectives, etc.)

SPECIFICITY

Cox’s Bazar is a city located in the coastal area, fishing port and one of the most visited tourist destinations in Bangladesh. There is lot of resorts, restaurants, bars providing international drink and food as well as specific entertainement such as gym, spa, etc…
Travelling between the differents sites is easy: 1 hour flight Dhaka – Cox’s Bazar and from 1 to 1h30 hours by car within Cox’s Bazar district sites.

REQUIRED PROFILE

Qualifications/training:

  • high Degree Diploma is recommended (technical related skills: social Work, psychology, psychosocial work, political sciences or other relevant fields) with project management experience

Experience:

  • at least 4 years of experiences in the field of MHPSS in humanitarian context, if possible in acute emergency
  • excellent knowledge of MHPSS IASC guidelines
  • excellent knowledge of HI MHPSS guideline and policy is an asset
  • knowledge of protection mainstreaming principles, GBV and CP international guidelines, including GBV IASC guidelines, Child protection Minimum Standards (CPMS)
  • at least 2 years of experience in providing technical support to programs
  • experience in NGO and in emergency context is necessary

Competencies:

  • English mandatory (oral and written)
  • strong communication skills
  • strong capacity to represent the association
  • excellent writing skills
  • capacity to supervise, accompany, coach and manage a team
  • capacity to design and facilitate trainings and on the job coaching
  • ability to submit proposals and innovate
  • ability to work under high pressure and without constant supervision

  • experience to work under difficult security situation

CONDITIONS

  • Starting date: 01/06/2019
  • End date: 31/12/2019
  • Contract: salaried contract (from 2200€/month gross depending on experience)
  • Per-diem: 536,55€/month net
  • Hardship allowance: 250€/month net
  • Insurances: medical health coverage, retirement planning, repatriation
  • Paid holiday: 25 days per year
  • R&R: 5 days every 3 months
  • Accommodation: fully covered by HI
