WORKING ENVIRONMENT

From 2014 to mid of 2018, HI’s Libya mission was managed remotely from neighboring Tunisia, where all international staff was based. In 2018 a phased redeployment of international staff was launched with 50% of the international team based in Libya. Since April 2019 however and the outbreak of renewed conflict, all international staff are temporarily based in Tunis. Despite contextual challenges, planning continues for the redeployment of all international staff to Libya during the course of 2019.

As a result of the conflict and political crisis, the collapse of the health services has considerably reduced assistance towards the most vulnerable, in particular persons with disabilities. HI is currently implementing a humanitarian programme from operational bases in Tripoli, Misrata and Benghazi with the following activities:
• Provision of comprehensive rehabilitation services including physical therapy and psychosocial support for persons with disabilities/injuries, distribution of assistive devices as required;
• Capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners (hospitals, rehabilitation centres and local NGOs);
• Training on inclusion principles to other humanitarian actors and health workers;
• Support to the Libyan Mine Action Centre (LibMAC) and other ministries in developing a victim assistance strategy and action plan since 2018.

DESCRIPTION :

The post holder will be expected to spend at least 80% of their time in Libya including traveling between operational bases in Tripoli, Misrata and Benghazi (subject to authorizations), along with other international staff. The remaining 20% of the time would be in Tunis working alongside other members of the Coordination team.

OBJECTIVES OF THE POST

Contributing to the implementation of the programme strategy, the Logistics Coordinator is expected to consolidate and strengthen the logistics services within the mission and ensure efficiency and synergy across operational bases.

Under the direct responsibility of the Head of Mission/Country Manager, and with the support of the Logistics Referent in HQ, the incumbent will be responsible for:

• Ensuring respect and compliance with internal and donor logistics guidelines to ensure optimization and transparency in the use of the funds made available to the organisation;
• Ensuring effective and optimised coordination and support between the logistics department, administration and operational teams in respect of the organisation’s procedures and project needs;
• Build the capacity of staff under direct responsibility through a formalised training plan;
• Participate in security management within the mission under the supervision of the Head of Mission/Country Manager (until a dedicated Security Advisor is recruited).

PROFIL:

Qualification(s):
• Professional logistics management qualification from a university or other institute

Experience:
• 5+ years’ experience in a similar role, at logistics management or coordination level
• At least 2 years of professional INGO experience in a contemporary conflict context in the Arab world (experience in Libya is a strong asset)
• Experience in training and capacity building, particularly across cultures
• Demonstrable experience of working in an insecure environment or fragile state and in remote management

Skills:
• Strong communication skills
• Strong Excel skills
• Strong organizational and coordination capacities
• English mandatory (oral and written)

Personal qualities:
• Willingness to work/ travel in difficult and insecure environments
• Ability to work in a multicultural environment and in a multidisciplinary team
• Proactive and self-motivated
• Flexible to requirements of mission and context

 

CONDITIONS:
• Starting date : 01/09/2019
• Length of the contract: 3 months
• Employee status, according to experience :
– Salary from 2757 € gross/month regarding the experience of the candidate
– Perdiem : 350 € net/month in Tunisia and 693 € net/month in Libya
– Hardship allowance : 500€ net/month in Libya
– Insurances : medical hearth coverage, retirement planning, repatriation
– Paid holiday : 25 days per year
– R&R : 5 days every 6 weeks in Libya
– Status : unaccompanied
